AN ORDINANCE
AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE,
FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, AN
ACCEPTANCE OF THE PROPOSAL OF RALPH H. BURKE, INC.,
ENGINEERS AND ARCHITECTS, FOR AIRPORT CONSULTATION
SERVICES PERTAINING TO THE CORPUS CHRISTI INTERNATIONAL
AIRPORT, A COPY OF WHICH PROPOSAL AND ACCEPTANCE IS
ATTACHED HERETO AND MADE A PART HEREOF; APPROPRIATING
THE SUM OF $21,900 OUT OF THE AIRPORT RESERVE NO. 5499,
OF WHICH $13,650 IS REAPPROPRIATED; AND DECLARING AN
EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. THAT THE CITY MANAGER BE, AND HE IS HEREBY, AUTHORIZED
AND DIRECTED TO EXECUTE, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI,
AN ACCEPTANCE OF THE PROPOSAL OF RALPH H. BURKE, INC., ENGINEERS AND
ARCHITECTS, FOR AIRPORT CONSULTATION SERVICES PERTAINING TO THE CORPUS
CHRISTI INTERNATIONAL AIRPORT, COPY OF WHICH PROPOSAL AND ACCEPTANCE IS
ATTACHED HERETO AND MADE A PART HEREOF.

FUNDS AND TO AUTHORIZE IMMEDIATE ACCEPTANCE OF THE PROPOSAL IN ORDER THAT
THE AIRPORT CONSULTATION SERVICES MAY PROCEED WITHOUT DELAY CREATES A
PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION
OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY
ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION
SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR
HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, AND HAVING REQUESTED
THE SUSPENSION OF THE CHARTER RULE AND THAT THIS ORDINANCE BE PASSED FINALLY

CORPUS CHRISTI INTERNATIONAL, AIRPORT
It is our understanding that the.City of Corpus. Christi, Texas, deeires to have
a Nester Plan Study prepared uhich will guide the orderly development, expan-
sion and improvement of the iacilitiee at Corpus Christi International Aitport.:
To mieimize the cost of this study, we wish to emphasize that we plan to util-
ize confirmed data and statistics from previous planning studies and records
which are current, and other pertinent inforMa tiou that is available to reduce
wherever possible the manpower required to produce this report. In some
instances, the following outline may enumerate items which appear in earlier
studies. It is essential that all the data relating to this airport be contain -
ed in one report so we plan to abstract the date from the other pertinent re-
ports er airport records.
Special Preliminary Study Requirements.:
It is our undoratauding that you now have an application pending with the
Federal Aviation Agency requesting grants -in -aid to make extensions and
other improvements to the existing runways and taxiways. We understand
you intend to go to the voters of Corpus Christi for approval to under-
take needed airport improvements and Want prompt confirmation of your
tentative plans in the form of a preliminary report to be delivered by
Day 13.
Furthermore, you are particularly concerned about the present structural
adequacy of the existing runways to handle present and continued future
loadings of Boeing 727 aircraft, because distress continues to develop in
the asphalt surface and subbase of certain areas of the runway and tali
way pavements.
After reviewing your requirements, we wish to suggest the following program es
being a logical procedure to accomplish the desired results at minimum cost.
Described below in detail are the varioun items We believe are required to accom-
plish the completion of the project most effectively.
A. Detailed Airport Inepection and Condition Survey
A detailed physical inspection will be made of the various airport
facilities to determine their physical condition and adequacy to
serve both the present day and the future traffic. This inspec-
tion will include but not be limited to such items es the Teruinal
Building, the parkins lot and roadway system, the apron, ta..iwaye
and runway system, the Fixed Base Operator installation, navigation
aids, aircraft fueling system, water supply and sewage system and
other related facilities.

B. PopulQtion Growth
Projections will be made of population for the years:1970, 1975.
1950, 1965 and 1990 os the City oi: Corpus Christi and also foe
the population of the market area which will_be using the sit-
part so that the future. demands of the airport may be determined.
C. Influence on Nei, hborintj Airports
Forecasts will be oade of the effect that this airport will have
upon other air carrier airports in the region to determine the
penetration this airport will make into the regional air carrier
market.
D. Annual and Peak Air Traffic Study
The pertinent air traffic records will be studied and projections
will be made for the year 1.970, 1975, 1980, 1935 and 1990 based
upon past and existing traffic and upon our considered judgment,
for the following iteme both on en annual basis and a peak hour
baste where applicable.

E. Technical'Z provementa in Aircraft and Airline Transportation
This section of the report will be devoted to a discussion or
future jumbo versions of the jets, helicopters, VTOL apd STOL
types and airline operations to insure that the airport facili-
ties will be designed with these future trends in mind. This
will minimize the chances of the airport becoming obsolete pre-
maturely because of a failure to anticipate eechnologicei develop-
meat or operational changes in air transport development programs.
F. Determination of Airport Requiremonte for the 1970 -1990 Period
Based upon the data outlined above the following requirements

C. Preliminary Plans
Schematic or preliminary plans will be prepared indicating the
layout and arrangement for the Terminal Building er_pansion to pro -
vide for the enlarged space for airlines, concessionaires and -
publie areas.
Preliminary plane will also be prepared for any additional build

U. pester Plan Review and Updating (Airport Layout Plan)
All of the above requirements will be assembled and the present
Airport Layout Plan will be reviewed and the new requirements
will be integrated into the updated nester Plan to achieve a -,
functional layout which will be economical to construct and
economical to maintain. Each of the elements will be placed
etrategically in its proper relationship to the other elements
to achieve an efficient and functional layout.
This Airport Layout Plan will he prepared in accordance with all
the pertinent standards and Advisory Circulars proiatlgated by
the FAA for the appropriate size of airport for the present day
and for the future.
I. Zoning Considerations
We will make recommendations regarding appropriate coning
controls around the airport periphery to protect the airport from
undesirable encroachment. Additional recommendations will be made
for method° of obtaining clear zone eeeements if our study shows
any are required.
J. Stage Development Considerations
Based on the above study, a atege development program will be
recommended indicating the extent of the facilities required for
the not major stage of expansion and for the year 1990.
P- K. Estimates of Development Cost
We will prepare an estimate of the coat of construction for the net
major stage of- expansion. This estimate will include all items such
as the Terminal Building, other airport buildings, aprons, runways,
taxiways and similar airfield improvements, including underground
utilities, land and easements. This estimate will also include an
allowance for engineering, architectural, legal and appraisal fees,
and an allowance for unforeseen contingencies.
L. Lease Review
All existing leaser with the airlines, concessionaires and other
Airport tenants will be reviewed and recommendations will be made
for revisions in term or in rates where appropriate. These recom-
mended adjustuente will be based upon current terms or rates preys-
lent within the airport industry. We will rely on your City
Attorney to review the leases for their legality.

H. Financing Considerations;
Various methods of financing the airport expansion will -be
discussed and a financing program will be presented indicate
ing the various sources of the funds for development such as
federal and state grants•in -aid, revenue bonds, (if permitted
by state statutes) and general obligation bends. Recoammenda -,
tions shall be made regarding which method appears to be the
best for the City to utilize.
N. :Estimates of Income, Maintenance and O;.oration Expense
To insure that the airport is operated on a self■sufficient
basis, estimates.will be prepared indicating the expected main-
tenanca and operational expense and expected income from all
sources to meet these obligations. These - estimates will be pre-
pared ,for the year 1970, 1]75, 1980, 1985 end11)90.-
0. Summary, Conclusions and Recommendations
A summary of our - findings will be presented together with our con -
clueions and final recommendations for expending and developing
the airport facilities. This section will include a recommended
program of action to accomplish a.feasible and logical expansion
of the airport through the year 1190,
Wen completion of - preparation of the report, ten copies will be submitted in
draft form for your review end comment, and upon approval, one hundred copies
will be printed in final form and forwarded for your use. If more copies are
dammed, they will be furnished for the additional cost of reproduction,
assembly and delivery.
FEE
In order to'minimize the cost,to the City - ofCorpus Christi, we propose to prc•
pare this study on a per diem basin with an upset limit. In this manner. any
assistance rendered to ua by the stuff of the City during the preparation of
the study will reflect in reduced effort on our part and _the resultant savings
will be passed on to the City,
We propose to prepare all of the above items fora fee based upon the payroll
charge of the. persons working directly on the project multiplied by a factor of
two and one - quarter (2.25) plus reimbursement of the actual cost for travel,
lodging, long distance calls, printing and reproduction of the report and other
direct expenses. Based upon the above scope of work, it is agreed that the fee
for labor (including the factor) and expenses is not to exceed the sum of
Twenty One Thousand Nine Hundred Dollars ($21;900).

It is agreed that interim payments can be made during the course of the study
in proportion to the work accomplished to date of billing. Payment is to be
due upon receipt of invoice for services rendered to that date. It is further
agreed that the final 10% of our fee will not be due until the report has been
delivered in final form.
CREDIT
If we are later commissioned to prepare the contract plans and specifications
for any of the facilities recommended herein, we will credit ;500 of the above
fee for each $100,000 of cost of construction we are commissioned to design.
Our fees for the design of any facilities would be the minimum fees permitted
by the profeesional societies. For convenience, we prefer to use the American
Institute of Architects Standard Agreedent for to define all of our responai-
bilities and to define the scope of our services for design phases of work.
GENERAL COMMITS
1. We understand that the'City of- Corpus Christi will assist us by
furnishing -'the following items:
e) Floor plans of existing airport buildings and construc-
tion plans for existing airport pavements.
b) Construction coats of existing facilities.
c) All past statistics regarding the airport such as en-
planed peaeengere, cargo and aircraft movements.
d) A reproducible copy of the current Airport Layout Plan.
e) Asaistance in gathering routine inforoation required as
a part of our study.
f) Current aerial photographs (if available) of the airport
showing developments completed to date. Both vertical
photographs and oblique photographs are desirable.
g) Topographic map of the airport for areas to be planned.
h) Soil borings from previouo construction project° (ik
available).
i) For the regularly established fiscal periods, past
records of airport. revenues, maintenance and operating
expenses, debt service, and other similar fiscal items
with revenues detailed as to source and expellees (if
available) allocated by item.
2. If any land or easements are required, we are to be furnished the
valuations by local real estate appraisers. We will meet with them
to show them the extent of the•tekings and also inform them of the
aeronautical account when setting their valuations.

3. Based upon our present workload, the fu11 report can be made
available in approuimately twelve months after authorization to
proceed. Wa will make the interim reports throughout the study
'period to report our flndinge and to indicate progress.
4. Because you anticipate issuing bonds early in June, 1968, to
finance certain contemplated airport improvements, we intend to
confirm and advise you on the desirability :of making these con-
templated improvements soon after we are retained, and no later
than June 1, 1469. This June 1, 1969, date is contingent upon
our being :notified officially on or before March 22, 1760, that
we have been hired to do this study. Aleo, it is understood that
we will be furnished all of the data and etatietice requested on
page 6 under the foregoing paragraph 1, mhtcb relate to aircraft
movemante and to the airport pavements., At the outset, we do not
need the Terminal Building floor plane,': constructioncoate, or any
financial date.
5. This timing of the preliminary and interim data report and the
final report assuaies.that information from the airlines and other
tenants of the airport will be provided to ue promptly.
6. In the event a controversy or other problem develops over the
approval of this airport expanaion project which results in the
necessity of our preparing additional charts, drawings, or furnieb-
ing, additional aervicae, it is understood that these additional
services ere beyond that contemplated in the above outline and that
me are to be reimbursed for such additional services on the same
baeia',ae services supplied for the above specified items..
in summary, we are well qualified to furnish all the eervices which you
require. We have specialized in airport planning, financing, design end in.
apection of construction for the past twenty one years and have developed a
well coordinated team to solve problems such as you ere now facing. We are
thoroughly familiar with all the FAA regulations, standards and procedures
for obtaining aid.
If you have any questions about this proposal,, please call ue collect and we
0i11 be happy to explain any phase of it. If you Want it revised in any way,
we will be pleased to word it to suit your pleasure. We have tried to make
the study as comprehensive as we believe is required for-your purposes. How-
ever, if you feel that any portion of the suggested report ie'not necessary,
ue will delete it and reduce the fee limitation accordingly.
