AN ORDINANCE
AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND
ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO ACCEPT AN
ENGINEERING PROPOSAL FROM REAGAN AND McCAUGHAN FOR
SERVICES IN CONNECTION WITH THE PREPARATION OF PLANS
AND SPECIFICATIONS FOR THE REHABILITATION OF THE WET
WELL AT THE WESTSIDE SEWAGE TREATMENT PLANT, PROJECT
NO. 250- 64 -55; APPROPRIATING OUT OF NO. 250 SANITARY
SEWER BOND FUND THE SUM OF $4,700 OF WHICH AMOUNT
$4,300 IS FOR ENGINEERING SERVICES AND $400 IS FOR
CONTINGENCIES AND INCIDENTAL EXPENSES; AND DECLARING
AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. AUTHORITY IS HEREBY GIVEN THE CITY MANAGER TO ACCEPT,
FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, AN ENGINEERING PROPOSAL
FROM REAGAN AND MCCAUGHAN FOR SERVICES IN CONNECTION WITH THE PREPARATION
OF PLANS AND SPECIFICATIONS FOR THE REHABILITATION OF THE WET WELL AT
THE WESTSIDE SEWAGE TREATMENT PLANT, PROJECT NO. 250 - 64-55, A COPY OF THE
ENGINEERING PROPOSAL BEING ATTACHED HERETO AND MADE A PART HEREOF.
SECTION 2. THERE IS HEREBY APPROPRIATED OUT OF N0. 250 SANITARY
SEWER BOND FUND THE SUM OF $4,700, OF WHICH AMOUNT $42300 IS FOR ENGINEERING
SERVICES AND $4OO IS FOR CONTINGENCIES AND INCIDENTAL EXPENSES.
SECTION 3. THE NECESSITY TO ACCEPT THE PROPOSAL OF THE ENGINEERING
FIRM OF REAGAN AND MCCAUGHAN AND ENTER INTO A CONTRACT IN ORDER THAT THE
REHABILITATION OF THE WET WELL AT THE WESTSIDE SEWAGE TREATMENT PLANT
MAY BE COMMENCED AT THE EARLIEST POSSIBLE TIME CREATES A PUBLIC EMERGENCY
AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER
RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF
ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT
THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING DECLARED
THAT SUCH EMERGENCY AND NECESSITY EXIST, HAVING REQUESTED THE SUSPENSION OF
SUCH CHARTER RULE AND THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE
OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM
AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO ORDAINED, THIS THE 10TH DAY
OF APRIL, 1968.

Dear Mr. McDaniel:
In accordance with your request we submit this proposal for per-
forming engineering services in connection with modifications to the wet
well at the Westside Sewage Treatment Plant.
The existing wet well has deteriorated, due to attack by sulfuric
acid formed from hydrogen sulfide gas, to a point where it is becoming
structurally unsound. Remedial measures of some kind will be required.
We propose to study the situation and make recommendations and
prepare preliminary plans as to the best and most practical solution to
the problem, including the possibility of the construction of a new wet
well, and then, upon approval of these recommendations and preliminary
plans by the City, to prepare the necessary detailed plans and specifica-
tions for the proposed work in connection with the wet well.
Our services during the Preliminary and Design phases of this work
would include the following:
A. PRELIMINARY PHASE:
1. Participation in preliminary conferences with representatives
of the City regarding the project;
2. Preparation of preliminary engineering studies directly related
to, and part of, the design work being considered;
3. Preparation of three copies of preliminary layouts and report
together with recommendations;

4. Preparation of preliminary cost estimates of proposed con-
struction.
B. DESIGN PHASE:
_1 Establishing the scope of any soil and foundation investigations,
or any investigations of the condition and strength of existing
concrete, and tests of same if necessary; and arranging for
such work to be done at the expense of the City.
2. Furnishing to the City where applicable the necessary data
for applications for routine permits required by local, state
and federal authorities. Our presumption here is that this will
not include applications for grants -in -aid.
3. Preparation of detailed contract drawings and specifications for
construction as authorized by the City.
4. Preparation of detailed cost estimates and bidders proposal
forms for authorized construction.
5. Furnishing five copies of plans and twenty -five copies of speci-
fications, proposal forms and contract documents. Additional
copies to be furnished at cost plus 157o.
6. Assistance to the City, in securing bids.
7. Assistance in the tabulation and analysis of bids and furnishing
recommendations on the award of construction.
For the above engineering services our fee will be $4, 300. 00,
thirty percent, or $1, 290. 00, payable upon completion and submission
of the work under the preliminary phase and the remaining $3, 010. 00
payable upon completion and acceptance of work performed under the
Design Phase.
This proposal does not include any services to be performed under
the Construction Phase. Should the City desire at a later date, we will be
happy to render a proposal covering the Construction Phase and /or the
detailed supervision•of construction.
In our preliminary conferences and studies, we will endeavor to
fix upon a general scheme which appears to be satisfactory to the City's

liaison representatives, and will prepare the preliminary plans ac-
cordingly. In the event the City then desires to make major alterations
of the preliminary plan, or wishes us to prepare preliminary plans
along more than one general scheme, or to make final plans containing
more than one scheme for alternate bidding, we will perform such
additional work on a per diem basis, at salary cost times a multiplier
Of 2, plus invoice cost plus 15% for other direct expenses. We will
secure your approval before proceeding on any such additional work.
