HomeMy WebLinkAbout08836 ORD - 04/10/1968IMS:JKH:4- 10-bt5 A RESOLUTION ADOPTING AND APPROVING THE STATEMENT OF UNDERSTAND- ING BETWEEN THE CORPUS CHRISTI INDEPENDENT SCHOOL DISTRICT, THE CITY OF CORPUS CHRISTI AND NUECES COUNTY, HERETOFORE ADOPTED BY THE REPRESENTATIVES OF SAID BODIES, DANA WILLIAMS, R. MARVIN TOWNSEND AND NOAH KENNEDY, JR., RESPECTIVELY, A COPY OF WHICH IS ATTACHED HERETO AND MADE A PART HEREOF; AND DECLARING AN EMERGENCY. WHEREAS, THE REPRESENTATIVES OF THE CORPUS CHRISTI INDEPENDENT SCHOOL DISTRICT, CITY OF CORPUS CHRISTI AND NUECES COUNTY HAVE CONFERRED CONCERNING THE CONCEPT OF A COMMON CIVIC CENTER TO HOUSE THE MAJOR ADMINIS- TRATIVE UNITS OF THOSE GOVERNMENTS; AND WHEREAS, SAID REPRESENTATIVES HAVE ENTERED INTO AN AGREEMENT OF UNDERSTANDING AND ADOPTED THE SAME: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. THERE IS HEREBY ADOPTED AND APPROVED THE STATEMENT OF UNDERSTANDING BETWEEN THE CORPUS CHRISTI INDEPENDENT SCHOOL DISTRICT, THE CITY OF CORPUS CHRISTI AND NUECES COUNTY, HERETOFORE ADOPTED BY THE REPRESENTATIVES OF SAID BODIES, DANA WILLIAMS, R. MARVIN TOWNSEND AND NOAH KENNEDY, JR., RESPECTIVELY, A COPY OF WHICH IS ATTACHED HERETO AND MADE A PART HEREOF. SECTION 2. THE NECESSITY FOR IMMEDIATE ACTION ON THE HEREINABOVE DESCRIBED MATTER CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEET- INGS OF THE CITY COUNCIL, AND THE MAYOR HAVING DECLARED THAT SUCH EMERGENCY AND NECESSITY EXIST, HAVING REQUESTED THAT SUCH CHARTER RULE BE SUSPENDED AND THAT THIS RESOLUTION BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO RESOLVED, THIS THE // V DAY of APRIL, 1968. Report their findings to the elected repre- sentatives of the governments here involved and, requested, recommend a site for the civic center. This report shall not be made public or communicated to any individual until it is released by the elected officials of the governments here involved for pub- lication. 4. When a site is selected by the governments involved, prepare a ground plan of the site and an estimate of the cost of construction of all buildings thereon sufficient in detail to permit a bond election or elections to be predicated upon such plan and estimates. 5. ASSUMING THE NECESSARY APPROVAL OF THE BONDS, AND ASSUMING FURTHER THAT EACH GOVERNMENT UNIT MIGHT WISH TO SELECT A SEPARATE ARCHITECT TO DESIGN ITS BUILDING, TO COORDINATE THE ACTIVITIES OF THE VARIOUS ARCHITECTS SELECTED BY THE VARIOUS GOVERNMENTS AND ADVISE EACH FOVERNMENT IN- VOLVED WHETHER ITS DESIGN 15 A COMPLIMENT TO THE WHOLE COMPLEX. (IF THE SINGLE BUILDING CONCEPT IS AGREED UPON THIS FUNCTION WOULD HAVE TO BE MODIFIED TO FIT THE CIRCUM- STANCES OF DESIGN.) IT IS OUR RECOMMENDATION THAT THIS ARCHITECT AND /OR PLANNER BE SELECTED BY A COMMITTEE COMPOSED OF TWO REPRESENTATIVES OF EACH OF THE THREE GOVERNMENT UNITS HERE INVOLVED (TOTAL OF SIX). WHEN A MAJORITY OF THIS COMMITTEE HAS AGREED UPON SUCH AN ARCHITECT AND /OR PLANNER THEIR SELECTION SHOULD BE REPORTED TO THE THREE GOVERNMENT UNITS FOR THEIR APPROVAL. THE FEE TO BE PAID THE ARCHITECT -2- It is -the feeling of your sub - committee that the comprehensive report of Harland Bartholomew 8 Associates is an excellent report made by capable personnel and one which should serve as a.basic guideline for the future development of this area. Many of the proposed projects will require more detailed study before implementation. A prime example is the civio center. At present all three government units - Nueees County, The City of Corpus Christi and the Corpus Christi Independent School District - have endorsed the concept of a common civic center to house the major administrative units of our govern- ments. We submit that the next step in making this concept a reality is the selection of a site for such a center. This question must be resolved before any other question can be considered. With the foregoing in mind, it is our recommendation that the three units of government above named immediately agree upon a local individual or an-aesoeiation of architect(s) and /or planners to: I. Investigate; in detail, the projected needs of all three governments through 1988 in terms of square feet of floor space and parking units. Z: INVESTIGATE IN DETAIL THE CIVIC CENTER SITE RECOMMENDED IN THE HARLAND BARTHOLOMES & ASSOCIATES REPORT AND ANY OTHER SITES PROPOSED BY THREE OR MORE ELECTED OFFICIALS OF THE ABOVE NAMED GOVERNMENTS FROM THE STANDPOINTS OF: (A) ADEQUACY OF SIZE; B) COST OF ACQUISITION; CJ ACCESS TO TRAFFIG PATTERNS; AND (D CONVENIENCE OF USERS OF THE CENTER. CORPUS CHRISTI, TEXAS ® DAY OF j9 -6 `gyp TO THE MEMBERS OF THE CITY COUNCIL CORPUS CHRISTI, TEXAS FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE FOREGOING ORDINANCE, A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR THE SUSPEN- SION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCILS 1, THEREFORE, REQUEST THAT YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS THIS ORDI- NANCE FINALLY ON THE DATE IT IS INTRODUCED, OR AT THE PRESENT MEETING OF THE CITY COUNCIL.
