UPON AT THREE REGULAR MEETINGS. I, THEREFORE REQUEST THAT
THE CITY COUNCIL PASS THE PROPOSED ORDINANCE CALLING AN ELECTION
FOR THE ISSUANCE OF SAID BONDS AS AN EMERGENCY MEASURE. YOU
WILL PLEASE CONSIDER THIS REQUEST IN CONNECTION WITH THE
ORDINANCE WHICH HAS BEEN INTRODUCED IN THE CITY COUNCIL ON THIS
SUBJECT.

THE MAYOR PRO TEM ANNOUNCED THAT THE ORDINANCE HAD BEEN
PASSED. THE ORDINANCE IS AS FOLLOWS:
AN ORDINANCE
BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS, CALLING AN ELECTION ON THE
QUESTION OF THE ISSUANCE OF THE FOLLOWING
BONDS: $4,500,000 WATERWORKS SYSTEM IMPROVE-
MENT BONDS AND $2,500,000 AIRPORT IMPROVEMENT
BONDS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
1. That an election be held in said City of Corpus
Christi, Texas, on the 13th day of July, 1968, at which election
the following propositions shall be submitted to the resident,
qualified electors of the City of Corpus Christi, Texas, who
own taxable property in said City and who have duly rendered
the same for taxation:
PROPOSITION NO. 1
"Shall the City Council of the City of Corpus
Christi, Texas, be authorized to issue the bonds of said
City in the amount of $4,500,000, maturing serially in such
installments as may be fixed by the City Council, the maxi-
mum maturity being not more than Forty (40) years from
their date, bearing interest at rates not to exceed the
maximum permitted by law at the time of issuance of any
such series or issue, provided that in no event shall such
interest exceed the rate of six per cent per annum, for the
purpose of improving and extending the City's Waterworks
System, to be issued in accordance with and secured in the
manner provided in Article 1110a and Articles 1111 -1118,
both inclusive, of the Revised Civil Statutes of Texas,
1925, as amended, and a"',permitted by the ordinances and
Indenture authorizing and securing the presently outstand-
ing waterworks revenue bonds, each bond to be conditioned
that the holder thereof shall never have the right to demand
payment of said obligations out of funds raised or to be
raised by taxation, secured by a pledge of the net revenues
from the operation of said system, a deed of trust lien on
said system and the pledge of a franchise to operate said
system for a term of not exceeding twenty years in event of
sale after default as"Provided in the power of sale con-
tained in said mortgage?

PROPOSITION NO. 2
Shall the City Council of the City of Corpus
Christi, Texas, be authorized to issue the bonds of said
City, in one or more series or issues, in the aggregate
principal amount of $2,500,000, with the bonds of each
such series or issue, respectively, to mature serially
within not to exceed Forty (40) years from their date,
bearing interest at rates not to exceed the maximum per-
mitted by law at the time of issuance of any such series
or issue, provided that in no event shall such interest
exceed the rate of six,per cent per annum, for the pur-
pose of enlarging, improving and equipping the City's
Airport, including runway and taxiway extensions and
improvements; and shall said City Council be authorized
to levy and cause to be assessed and collected annual ad
valorem taxes in an amount sufficient to pay the annual
interest on said bonds and provide a sinking fund to pay
said bonds at maturity?
2. Said election shall be held at the polling places
in the regularly prescribed voting precincts of the City of
Corpus Christi, such voting precincts and polling places
being as follows:

3. That said election shall be held in accordance
with the provisions of Chapter 1, Title 22, of the Revised
Civil Statutes of Texas, 1925, as amended, including the
provisions of Article 704, as amended, by Chapter 382, and
the'City Charter of the City of Corpus Christi, Texas, and
only legally qualified electors who own taxable property in
the City and who have duly rendered the same for taxation
shall be qualified to vote.
4. The ballots for said election shall have written
or printed thereon the following:
PROPOSITION N0, 1
5. The City Secretary of the City of Corpus Christi
shall be the clerk for absentee voting for said election; and
the office of said City Secretary in the City Hall is hereby
designated as the place at which absentee voting shall be con-
ducted for said election, during the regular office hours of
said City Secretary. A Special Canvassing Board shall be
appointed by the Mayor, as provided by law, to count and can-
vass all absentee votes and ballots cast at said election.
Voting machines shall be used both for absentee voting by per-
sonal appearance and for voting at the regular polling places
at said election; but paper ballots shall be used for absentee
voting by mail.

5. The City Secretary of the City of Corpus Christi
shall be the clerk for absentee voting for said election; and
the office of said City Secretary in the City Hall is hereby
designated as the place at which absentee voting shall be con-
ducted for said election, during the regular office hours of
said City Secretary. A Special Canvassing Board shall be
appointed by the Mayor, as provided by law, to count and can-
vass all absentee votes and ballots cast at said election.
Voting machines shall be used both for absentee voting by per-
sonal appearance and for voting at the regular polling places
at said election; but paper ballots shall be used for absentee
voting by mail.
6. A substantial copy of this ordinance shall serve
as proper notice of said election. Notice shall be given in
accordance with Article 704, Revised Civil Statutes of 1925,
as amended. The Mayor is authorized and directed to have a
copy of said notice posted at the City Hall in said City and in
each of the election precincts in said City, not less than fif-
teen days prior to the date fixed for holding said election.
He shall also cause said notice to be published on the same day
in each of two successive weeks in a newspaper of general
circulation published within said City, the date of the first
publication to be not less than fourteen days prior to the
date set for said election. Except as otherwise provided in
said Article 704, as amended, the manner of holding said elec-
tion shall be governed by the laws governing general elections.
7. That the public importance and the pressing need
for the permanent improvements to be constructed by the use
of and the proceeds of the sale of said bonds create an,emer-
gency and an imperative public necessity requiring the suspen-
sion of rules and Charter provisions requiring same to be
considered and voted upon at three regular meetings, and such
facts require that this ordinance be passed and take effect
immediately as an emergency measure, and such rules and pro-
visions are hereby suspended and this ordinance is passed and
shall take effect as an emergency measure, and shall be in
full force and effect immediately upon its passage.
