HomeMy WebLinkAbout08941 ORD - 07/17/1968WDP:vMP:7 /17/68 AN ORDINANCE AMENDING ORDINANCE 8829 BY AUTHORIZING THE PERMIT OFFICER TO ISSUE INTERIM AMBULANCE OPERATORS' PERMITS TO CERTAIN AMBULANCE OPERATORS UNDER CERTAIN CONDITIONS; PROVIDING FOR THE TIME LIMIT ON SAID INTERIM PERMITS; AND DECLARING AN EMERGENCY. WHEREAS, THE CITY COUNCIL ON APRIL 10, 1968, PASSED ORDINANCE 8829 TO PROVIDE MINIMUM STANDARDS FOR AMBULANCE SERVICE; AND WHEREAS, FIVE AMBULANCE OPERATORS WERE IN EXISTENCE AS OF APRIL 10, 1968; AND WHEREAS, SAID OPERATORS HAVE SENT THEIR ATTENDANTS TO SPECIAL TRAINING PROGRAMS, OBTAINED NEW EQUIPMENT, HAD VEHICLES INSPECTED, OBTAINED INCREASED INSURANCE AND /OR IN OTHER WAYS EVIDENCED THEIR DESIRE TO SUPPORT THE GOALS OF ORDINANCE 8829, COOPERATE WITH THE CITY, AND COMPLY WITH THE PROVISIONS OF ORDINANCE 8829, VD; WHEREAS, FOR VARIOUS REASONS, CERTAIN OPERATORS HAVE HAD INSUFFICIENT • TIME TO FULLY COMPLY WITH ALL OF THE REQUIREMENTS OF ORDINANCE 8829, AND; WHEREAS, IT IS THE DESIRE OF THE CITY TO PROVIDE AN ORDERLY TRAN- SITION AND TO INSURE ADEQUATE AMBULANCE SERVICE; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI: SECTION 1. THE PERMIT OFFICER IS HEREBY AUTHORIZED TO ISSUE INTERIM PERMITS TO OPERATORS HOLDING STATE PERMITS AND ACTUALLY IN OPERATION ON THE DATE OF PASSAGE OF ORDINANCE N0. 8829 IF THE FOLLOWING CONDITIONS HAVE BEEN MET: • A. THE ATTENDANTS OF SAID OPERATOR HAVE COMPLETED THE TRAINING PROGRAM PRESCRIBED BY ORDINANCE 8829; B. THE AMBULANCES TO BE OPERATED HAVE BEEN INSPECTED TO INSURE THAT THEY MEET THE REQUIREMENTS OF THE STATE OF TEXAS; C. INSURANCE REQUIREMENTS OF THE STATE OF TEXAS ARE BEING MET. SECTION 2. SUCH INTERIM PERMITS SHALL BE NUMBERED CONSECUTIVELY WITH THE FIRST SUCH PERMIT BEING ISSUED TO EXPIRE IN 10 MONTHS, THE SECOND IN 8 MONTHS, THE THIRD IN 6 MONTHS, THE FOURTH IN 4 MONTHS, AND THE FIFTH IN 2 MONTHS. SAID INTERIM PERMITS SHALL BE ISSUED IN ACCORDANCE TO THE DATE 8941 OF THE STATE PERMIT, WITH THE EARLIEST DATED STATE PERMIT BEING ISSUED THE LONGEST INTERIM PERMIT. SUCH PERMITS SHALL NOT BE RENEWABLE. SECTION 3. ALL OTHER PROVISIONS OF ORDINANCE 8829 SHALL IMMEDIATELY TAKE EFFECT AND BE IN OPERATION AS THOUGH THE INTERIM PERMIT HEREIN PROVIDED WAS A FULL PERMIT. THE NECESSITY TO PROVIDE INTERIM AMBULANCE OPERATOR PERMITS TO CERTAIN AMBULANCE OPERATORS AT THE EARLIEST POSSIBLE DATE CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, HAVING REQUESTED THE SUSPEN- SION OF THE CHARTER RULE AND THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT THIS ORDINANCE TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT iS ACCORDINGLY 30 ORDAINED, THIS THE /DAY OF JULY, 1968.
