AMENDING ORDINANCE NO. 3658, AS AMENDED, BY ADDING, DELETING,
AND CHANGING CERTAIN CLASSIFICATIONS IN THE CLASSIFIED SERVICE
BY AMENDING SECTION 4, THEREOF, BY SUBSTITUTING THE ATTACHED
LIST OF CLASSES OF POSITIONS; AMENDING ORDINANCE N0. 8127, AS
AMENDED, BY AMENDING SECTION 1, SUBSECTION (B), BY SUBSTITUTING
NEW SALARY SCHEDULES AND A NEW LIST OF CLASSES OF POSITIONS FOR
UNCLASSIFIED EMPLOYEES, BY ADDING SUBSECTION (H) AND (I); BY
AMENDING SECTION 2, SUBSECTION (B), PARAGRAPH 4; BY AMENDING
SECTION 4, SUBSECTION (A) AND (C); BY AMENDING SECTION 9,
SUBSECTION (A) AND (C); BY AMENDING SECTION 10, SUBSECTION (A)
AND (B); PROVIDING A SEVERANCE CLAUSE; PROVIDING AN EFFECTIVE
DATE; AND DECLARING AN EMERGENCY. '
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:

SECTION 1. That Section 4, of said Ordinance No. 3658, be, and the
same is hereby amended by substituting the attached list of classes of positions.
SECTION 2. That Section 1, Subsection (b) of said Ordinance No.
8127, be, and the same is hereby amended by substituting the attached schedules
of salaries and the attached list of classes of positions.
SECTION 3. That Section 1 of said Ordinance No. 8127, be, and the
same is hereby amended by adding the following Subsections (h) and (i):
"(h) Bus Operators will be guaranteed eight (8) hours pay for any
day on which they are required to be available for work at both morning and
afternoon peaks.
(i) Bus Operators will be entitled to receive additional
compensation in the amount of $5.00 per quarter if they operate without a
chargeable accident during that quarter. Such additional compensation for
no chargeable accidents shall be calculated from the first day of the month
immediately following the anniversary date of the employment of the Bus Operator
and shall be accumulated from quarter to quarter. The amount so accumulated
in the twelve months preceding the thirtieth day of November of each year shall
be paid to the Bus Operator by the tenth day of December of that year. If, in
the twelve months immediately prior to November 30th of the year under consideration,
the Bus Operator has incurred no chargeable accidents, the amount to be paid as
additional compensation for no chargeable accidents, including the amount already
accumulated, shall be $25.00."
SECTION 4. That Section 2, Subsection (b), paragraph (4), of said
Ordinance No. 8127, be, and the same is hereby amended by adding the following:
"The salary schedule for merit pay steps El, Fl; and F2 shall

SECTION 5. That Section 4 of said Ordinance No. 8127, be, and the
same is hereby amended to hereafter read as follows:
"SECTION 4. COMPENSATION OF PART -TIME AND TEMPORARY EMPLOYEES
(a) Compensation of Part -time Employees. A part -time employee
shall be defined as any employee in grade 12 or above who works less than 20
hours per week, and any employee in grades 11 and below who works less than
40 hours per week.

A part -time employee shall be paid on an hourly rate basis
equivalent to the appropriate monthly rate in the salary schedule for the
classification.
(b) Advancement in Salary for Part -Time Employees. A part -time
employee may be advanced in pay within a salary schedule in the same manner as
other employees, provided that only actual hours of work shall be considered
in determining such advancement. When the hourly equivalent of required periods
of service has been attained, advancement to the higher step rate may be
effected in accordance with Section 2 of this Ordinance.
(c) Compensation of Temporary Employees. A temporary employee
shall be defined as any employee who is employed for a known period of time
to perform a specific function of a temporary nature. All such employment must
be specified as to the length of time anticipated to complete the temporary
assignment on the appropriate form on initial employment.
A temporary employee shall be paid on an hourly rate basis
equivalent to the appropriate monthly rate in the salary schedule for the class."
SECTION 6. That Section 9, Subsection (a) of said Ordinance No. 8127,
be and the same is hereby amended by substituting in place of "The thirty - first
"day of May (Memorial Day)" the following:
"The thirtieth day of May (Memorial Day)"
SECTION 7. That Section 9, Subsection (c), of said Ordinance No. 8127,
be, and the same is
hereby amended to read as follows:
"(c) No full time employee shall lose pay as a result of authorized
absence on`a prescribed holiday. Monthly salaried employees in the labor and
trades group shall be compensated for time worked on a holiday at the regular
rate of pay, or at the discretion of the division or department head, such
employee may be granted compensatory time off at such time as the head may
designate for required work on a holiday. All other employees in position in
grade 22 or below shall be granted compensatory time off for required work on
a holiday. Part -time and temporary employees, as defined in Section 4,
Subsection (a) and (c) of this Ordinance, and all employees below grade 7,
shall not be compensated for holidays, except for time actually worked.
Compensation for such part -time holiday work will be on a straight time basis."
SECTION 8. That Section 10, Subsection (a), of said Ordinance No.
8127, be, and the same is hereby amended to read as follows:
"(a) Vacation Leave. Every Officer or employee in the City
service except part -time, temporary employees, and all positions below grade
7, and Police and Firefighting personnel shall accrue and be allowed vacation
leave with pay on the number of regular hours worked per week according to the
following schedule:
40 hours per week
44 hours per week
48 hours per week
12 working days vacation per year
13 working days vacation per year
14 working days vacation per year
Employees who are regularly required to work more or less
hours per week than set forth in the above schedule shall accrue and be allowed
vacation leave in the same ratio as 12 working days bears to 40 hours. A
working day of vacation is defined as 8 working hours.
All employees, including Police and Firefighting personnel,
who have completed 15 years of continuous service with the City shall begin to
accrue and be allowed an annual total of 17 working days of vacation leave
with pay.
Vacation leave credit may be accumulated to a maximum of 25
working days by all employees as described above except for Police and Fire-
fighting personnel, at any one time and such leave may be granted in periods of not
less than one day and not more than 25 days; however, employees who regularly
work 1/2 day on a sixth working day of a week may take vacation in the amount of
1/2 day providing it is taken concurrently with other days of authorized vacation
leave. Accrued vacation leave shall be reviewed annually on an employee's
anniversary date of employment and any vacation leave credit in excess of 25
working days to which an employee may have otherwise been entitled shall be
permanently withdrawn on that date. Exceptions to this rule may be permitted
for the convenience of the City upon written approval of the City Manager.'
Vacation leave credit previously accrued on a calendar day
basis shall be converted to a working day basis effective October 21, 1963.
' Absence on account of sickness, injury, or disability in
excess of that hereinafter authorized for such purposes may, at the request of the
employee and within the discretion of the department head, be charged against
vacation leave allowance.
No vacation'credit shall be granted or paid at termination
unless the employee has been employed for a period of time in excess of six
months. An employee, or his beneficiary in the event of death, shall be paid for
accrued vacation leave credit upon separation from the City service at the rate of
his last monthly salary or hourly rate for an equivalent period. No more than 25
working days of vacation shall be paid an employee upon termination.
Official City holidays occurring during an employee's vacation
shall not be considered or charged as a part of the employee's vacation.
Each department shall keep necessary records of vacation leave
allowance and shall schedule vacation leaves with particular regard to seniority
of the employees, in accord with the operating requirements, and insofar as
possible, with the requests of employees."
SECTION 9. That Section 10, Subsection (b), of said Ordinance No. 8127,
be, and the same is hereby amended to read as follows:
"(b) Sick Leave. Every employee in the City service, except
Policemen and Firemen, part -time and temporary employees may be granted one working
day sick leave allowance for each completed month of service upon recommendation
of the division and department head. Such sick leave allowance may be used only
by an employee when incapacitated to perform his duties due to sickness or non -
service- connected injury, when quarantined, or in the event of a serious illness
or death in the employee's immediate family. All foreseeable leaves for such
purposes shall require specific prior approval of the department head. In the
event of sick leave for any purpose, the department head may require a certificate
of a medical doctor or other competant professional individual giving information
as to the circumstances
involved. The immediate family for these purposes shall
be regarded to include the parents, spouse, children, brothers, and sisters in any
case, and also shall include grandparents, grandchildren, and immediate in -laws
when living in the household of the employee. Policemen and Firemen shall be
provided sick leave benefits as prescribed in state law."
SECTION 10. If for any reason any section, paragraph, subdivision,
clause, phrase, or provision of this ordinance shall be held invalid, it shall
not affect any valid provisions of this or any other ordinance of the City of
Corpus Christi to which these rules and regulations relate.
SECTION 11. The effective date of the above changes shall be
August 1, 1968.
SECTION 12. The fact that there is an immediate need to create certain
new positions and a need to maintain an efficient administration of City affairs
creates a public emergency and an imperative public necessity requiring the
suspension of the Charter Rule that no ordinance or resolution shall be passed
finally on the date of its introduction and that such ordinance or resolution
shall be read at three several meetings of the City Council, and the Mayor,
having requested the suspension of said Charter Rules, and that this ordinance
be passed finally on the date of its introduction and that such ordinance take
effect and be in full force and effect from and after its passage, IT IS
ACCORDINGLY SO ORDAINED.
