AMENDING SUBSECTION 7.6 OF ORDINANCE NO. 8294, KNOWN
AS THE BAY DRILLING ORDINANCE OF THE CITY OF CORPUS
CHRISTI, AS AMENDED, BY ADDING TO SAID SUBSECTION 7.6
ADDITIONAL REGULATIONS FOR INSTALLATION OR RECONSTRUC-
TION OF PROTECTIVE WELL STRUCTURES; PROVIDING A SEVER-
ANCE CLAUSE; PROVIDING FOR PUBLICATION; AND DECLARING
AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That subsection 7.6 is hereby amended by adding the
following:
"All
protective well structures hereafter installed and all
reconstruction
of any protective structures shall be subject to the follow-
ing regulations:
"A.
All hardware and all fastening devices used in connection
with a structure attached to or protecting a wellhead in
Corpus Christi Bay and in Laguna Madre shall be of metal
fully galvanized under the 'Hot Dip' process.
"B.
All timbers used shall be treated with a minimum of 16
pounds per cu. ft. retention of 70% creosote and 30% coal
tar. Wood piles used shall be treated with a minimum of
22 pounds per cu. ft. retention of 70% creosote and 30%
coal tar.
"C.
The decking of all walkways for use in connection with any
well protective structure shall be of the concrete slab type
or of a metal grating type. If the metal grating type is
used it shall be treated to withstand atmospheric corrosion.
The use of timber for walkways constructed or reconstructed
after the adoption of the preceding sentence is prohibited,
but existing timber walkways may be used until required to
be reconstructed. By the term 'reconstruction' in this
section is meant such a major repair as involves the replace-
ment of 25% or more of the material (whether all done at one
time or parts done at several times) of the walkway as it
existed at the time of the adoption of this regulation.
Rails, cushions, bumpers, and minor items are not included
in this regulation.
"D. The spacing between vertical timbers where used as a skirt
around a well platform acting as a guard will be on 30"
centers. Each timber shall be bolted in at least two
places and all metal used will be galvanized. Any timber
in existing skirts when replaced shall be spaced and bolted
in accordance with the requirements of this regulation."
SECTION 2. If for any reason any section, paragraph, subdivision,
clause, phrase, or provision of this ordinance shall be held invalid, it
shall not affect any valid provisions of this or any other ordinance of the
City of Corpus Christi to which these rules and regulations relate.
SECTION 3. Publication shall be made one time in the official
publication of the City of Corpus Christi, which publication shall contain
the caption stating in substance the purpose of the ordinance.
SECTION 4. The necessity to make the aforesaid amendments to the
Ray Drilling Ordinance in order to better regulate the installation or
reconstruction of protective well structures creates a public emergency and
an imperative public necessity requiring the suspension of the Charter rule
that no ordinance or resolution shall be passed finally on the date of its
introduction and that such ordinance or resolution shall be read at three
several meetings of the City Council, and the Mayor having declared such
emergency and necessity to exist, and having requested the suspension of the
Charter rule and that this ordinance be passed finally on the date of its
introduction and take effect and be in full force and effect from and after
its passage, IT IS ACCORDINGLY SO ORDAINED, this the 4th day of September,
1968.
