HomeMy WebLinkAbout09057 ORD - 10/02/1968AN ORDINANCE ADOPTING THE SOUTHERN STANDARD GAS CODE, 1965 EDITION FOR THE REGULATION OF THE INSTALLATION; ALTERATIONS, RE- PAIRS, REPLACEMENTS, EQUIPj%ffi T (INCLUDING APPLIANCES), FIXTURES FITTINGS AiNDIOR APPURTENANCES THERETO OF GAS PIPING, BOTH EXISTING AND NEW AND ALL PARES THEREOF, IN- CLUDING EVERY CONNECTION TO A GAS SUPPLY SYSTEM, WITH CERTAIN CHANGES IN SAID SOUTHERN STANDARD GAS CODE AND ADDITIONS THERETO; PROVIDING FOR ADM7NISTRATION AND EN- FORCEMENT; MAKING VIOLATIONS A MISDEMEANOR PUNISHABLE BY FINE NOT EXCEEDING $200; PROVIDING FOR PUBLICATION BY NOTICE; PROVIDING A SAVINGS CLAUSE: AND REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITTY OF CORPUS CHRISTI, TEXAS: SECTION 1. The book entitled "SOUTHERN STANDARD GAS CODE, 1965 EDITION" (a copy of which, authenticated by the signatures of the Mayor and the City Secretary, and made a public record of this Ordinance of the City Council, is on file in the City Secretary's Office) is hereby adopted as the Gas Code, of the City of Corpus Christi, as fully as if copied at length in this Ordinance, but with the following changes therein: 1. Amend Subsection 102.1 by adding after the period in the second sentence "and the work shall be inspected by the gas company." 2. Amend Paragraph in Section 103. to read "Installation and re- placement of consumer's gas piping or consumer's portable gas appliances and repair of consumer's gas appliances shall be performed only by a qualified agency. By the term qualified agency is meant any individual, firm, corporation, or company which either in person or through a representative is engaged in and is responsible for the repair or'servicing of portable gas appliances and who is experienced in such work and familiar with all the precautions required, provided a permit has been obtained. 3. Amend. Section 103. by adding a new Subsection 103.1 to read "Gas Connections to Non - portable Appliances - In the event it becomes necessary to cut into or alter the existing piping in any way to install a fitting to receive a permanently connected and /or non- pertable appliance such as central heating systems, wall heaters, unit heaters, and similar equipment that becomes part of the building fixtures, such work shall be done by a State Licensed Plumber. 4. Amend Subsection 204.4 by adding a new paragraph (e) to read "In no instance will the yard line be smaller than the house line." 5. Amend the first sentence in Subsection 205.1 to read "Consumer's underground gas piping shall be wrapped �ssteel, Type "L" copper pipe and 905E fittings, complying with the American Standard, A.S.A. B31.8 -1963, or 200 psi PVC plastic pipe." Add at the end of the paragraph the sentence "All steel or iron pipe 2 inches or smaller above ground shall be galvanized ". 6. Amend Subsection 205.3 by adding after the word "flared" the following: "or compression type." Also amend by deleting the last sentence in the first paragraph beginning with the word "Compression." 7. Amend Subsection 205.3 in the first sentence of the second.paragraph by adding "galvanized" in front of the word "malleable." 8. Amend Subsection 205.5 by changing the heading to read "Steel Pipe Coating." Amend the paragraph of this subsection to read "When in contact with material exerting a corrosive action, piping and fittings shall be coated with a hot applied coal tar enamel wrapping over an approved coal tar primer." 9. Amend Subsection 207.1 by deleting "(This minimum size does not apply to tubing.)" 10. Amend Subsection 207.3 by changing the first sentence to read "Piping shall not be installed in or under solid floor slabs over solid fill such as concrete or masonry unless the administrative authority determines there is'no other practical manner of installing such piping." Add a new sentence at the end of the first paragraph to read "The piping under concrete slabs or in masonry walls shall be Type "K" copper pipe." 11. Amend Subsection 207.5 to read "When necessary to install piping through concrete or masonry floors, walls above grade or concrete sidewalks, piping shall be installed in a casing or through an opening of adequate size, unless otherwise specified by the administrative authority." 12. Delete Subsection 208.4 13. Amend Subsection 208.7 by deleting the second sentence of the paragraph. 14. Amend Subsection 208.10 to read "The laying or installing of gas piping in the same ditch with other utilities is permissible if a minimum horizontal clearance of six inches (6 ") is maintained between the piping." 15. Delete Subsection 208.11. 16. Amend Subsection 209.2 to read "In multiple tenant buildings, where a common piping system is installed to supply two (2) or more apartments, shut -off valves shall be provided at the outlet of each appliance and a readily accessible gas shut -off valve for each apartment." 17. Amend Section 210 by adding a sentence at the end of the paragraph to read "Except in unusual cases, testing during construction shall be -2- observed by the plumbing inspector." 18. Amend Subsection 301.4 by deleting paragraph (c). 19. Amend Subsection 301.4 by changing the first two sentences of paragraph (d) to read "Where appliances are installed in a confined space within a building, air for combustion and ventilation must be obtained directly from outdoors or from spaces (crawl or attic) freely communicating with the outdoors. Under these conditions two openings shall have a combined area of not less than one square inch per 1000 BTU per hour of input rating. 20. Amend Subsection 302.1 by adding a new paragraph to read "No smaller than the following sizes of OD tubing connectors may be used with the following BTU input appliances; 3/8 - 20,000 1/2 - 50,000 5/8 - 150,000 3/4 - 200,000 7/8 - 300,000 21. Amend Chapter IV by substituting the word "shall" for "may" in the first sentence of the second paragraph. Add at the end of the second paragraph a sentence to read "All gas fired appliances shall have an accessible gas shut -off valve located no further than three feet (3') from the appliance." 22. Amend Subsection 405.3 by adding after the "." the wording "and secured to prevent floating." 23. Amend Subsection 406.3 by adding in front of the word "manual" the word "accessible ". Add a new sentence at the end of the paragraph to read "3/8" OD, tubing may be used between burner and valve when length is 2' or less, and the BTU does not exceed 65,000 and the tubing will be accessible." 24. Delete Subsection 408.4. 25. Amend Subsection 505.3 by changing the first paragraph to read "Gas vents shall extend through or above the roof of the building. Vents shall terminate with an approved down draft preventing cap. No part of this cap shall have less than 6" clearance from any combustible material. No vent shall terminate within 10' horizontal distance from a vertical wall '.' Also delete the second paragraph of this subsection. 26. Amend Subsection 507.3 by adding a new paragraph d. to read "Ex- haust from vent hoods above residential or commercial cook stoves or ovens shall not be smaller than manufacturer outlet and shall extend to outside area. In no case shall they terminate in an attic." 27. The Plumbing Official of the City designated in the Plumbing -3- Code shall discharge the duties and exercise the powers of inspector under the terms of this Ordinance and "the Advisory Plumbing Board" shall interpret the terms of this Gas Code as amended. SECTION 2. All ordinances or parts of ordinances in conflict herewith are hereby expressly repealed by the adoption of this Ordinance and Code in lien thereof; but no violation existing prior to the adoption of this ,Ordinance shall cease to be considered a violation. Provided, nothing in this Ordinance or in the Code hereby adopted shall be construed to affect any suit or proceeding now pending in any Court, or any rights acquired, or liability incurred, or any causes of action accrued or existing under any act or ordinances repealed hereby. Provided, further, if the a doption of the Southern Standard Gas _; Code by this Ordinance be ineffective to enact said Code as Law, then this entire Ordinance shall be void for all purposes and all now exist- ing ordinances shall remain in effect. SECTION 3. Any person who shall violate any provision of this Ordinance shall be deemed guilty of a misdemeanor and punished by a fine not exceeding Two 'Hundred Dollars ($$200). If the violation be continuing, each day's violation shall constitute a separate offense. SECTION 4. This Ordinance shall take effect from and after its publication one time in the official publication of the City of Corpus Christi, which publication shall contain the caption stating in summary the purpose of the Ordinance and the penalty for violation thereof. SECTION 5• If for any reason any section, paragraph, subdivision, clause, phrase or provision of this Ordinance shall be held invalid, it shall not affect any valid provisions of this or any other Ordinance of the City of Corpus Christi to which these rules and regulations relate. -4- SECTION 6. THE NECESSITY FOR UPDATING THE PRESENT PLUMBING AND GAS ORDINANCE BY ADOPTION OF SEPARATE ORDINANCES CREATES A PUBLIC EMERGENCY AND IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, AND HAVING REQUESTED THE SUSPENSION OF THE CHARTER RULE AND THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO ORDAINED, THIS THE 2ND DAY OF OCTOBER, 1968.
