RICHARD CLOWER, $420 OF WHICH IS APPLICABLE TO PRO- JECT NO. 25o -64 -36.5, HILLTOP INTERCEPTOR SEWER, AND $300 IS APPLICABLE TO PROJECT NO. 25o -64 -36.9, HILLTOP MAIN; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. THERE IS HEREBY APPROPRIATED OUT OF N0. 250 SANITARY SEWER BOND FUND THE SUM OF $720 FOR PAYMENT OF APPRAISAL SERVICES BY T. RICHARD GLOWER, $420 OF WHICH IS APPLICABLE TO PROJECT NO. 25o -64 -36.5, HILLTOP INTERCEPTOR SEWER, AND $300 IS APPLICABLE TO PROJECT N0. 25o -64 -36.9, HILLTOP MAIN. SECTION 2. THE NECESSITY TO APPROPRIATE THE HEREINABOVE DESCRIBED FUNDS IN ORDER TO PROVIDE FOR PAYMENT TO THE APPRAISER FOR SERVICES RENDERED OR TO BE RENDERED CREATES A PUBLIC EMERGENCY AND IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDI- NANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, AND HAVING REQUESTED THE SUSPENSION OF THE CHARTER RULE AND THAT THIS ORDI- NANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO ORDAINED, THIS THE Z61bu DAY OF OCTOBER, 1968.
