AN ORDINANCE
AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND
ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO EXECUTE
AN ACCEPTANCE AGREEMENT, INCLUDING CERTAIN ADDITIONAL
STATEMENTS OF THE PROPOSAL OF THE ASSOCIATED ARCHI-
TECTURAL FIRMS OF SWANSON, HIESTER, WILSON, BOLAND
AND CAUDILL, ROWLETT, SCOTT, COVERING PLANNING SER-
VICES FOR A CONVENTION FACILITIES STUDY, A COPY OF
WHICH IS ATTACHED HERETO AND MADE A PART HEREOF;
APPROPRIATING AND REAPPROPRIATING OUT OF FUNDS CUR-
RENTLY BUDGETED IN COLISEUM AND EXPOSITION HALL,
ACTIVITY NO. 4161, CODE 502, THE SUM OF $38,800 FOR
THE ARCHITECTS' FEES; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. THAT THE CITY MANAGER BE, AND HE IS HEREBY, AUTHORIZED
AND DIRECTED TO ACCEPT IN WRITING, FOR AND ON BEHALF OF THE CITY OF CORPUS
CHRISTI, THE PROPOSAL OF THE ASSOCIATED ARCHITECTURAL FIRMS OF SWANSON,
HIESTER, WILSON, BOLAND AND CAUDILL, ROWLETT; SCOTT, COVERING PLANNING SER-
VICES FOR A CONVENTION FACILITIES STUDY WITHIN THE CITY OF CORPUS CHRISTI,
TEXAS, PROVIDED SAID FIRMS AGREE TO THE FOLLOWING ADDITIONAL PROVISIONS:
A. SWANSON, HIESTER, WILSON, BOLAND AND CAUDILL,
ROWLETT, SCOTT AGREE TO PLACE MR. RALPH CARROLL,
PARTNER, CAUDILL, ROWLETT, SCOTT IN CHARGE OF THIS
PROJECT STUDY. THE PERSON IN CHARGE SHALL NOT BE
CHANGED EXCEPT UPON PRIOR APPROVAL BY THE CITY.
B. SWANSON, HIESTER, WILSON, BOLAND AND CAUDILL,
ROWLETT, SCOTT WILL CONDUCT MEETINGS CONCERNING
THIS STUDY IN CORPUS CHRISTI. THIS IS TO PRECLUDE
THE POSSIBILITY OF CITY STAFF PERSONS HAVING TO
TRAVEL TO HOUSTON FOR CONFERENCES CONCERNING THE
PROJECT.
C. THAT THE SERVICES AND INFORMATION TO BE FURNISHED
BY THE CITY SHALL BE AT THE EXPENSE OF THE CITY ONLY
ON APPROVAL OF THE CITY OF ESTIMATES FURNISHED.
` D. IT IS UNDERSTOOD THAT AMONG EXPENSES TO BE BORNE
BY ARCHITECTS WILL BE ALL TRAVEL EXPENSES INCLUDING
THOSE TRAVELS FOR THE PURPOSE OF THE DESIGN STUDY,
SUCH AS VISITING OTHER CONVENTION FACILITIES.
SECTION 2. THERE IS HEREBY APPROPRIATED AND REAPPROPRIATED OUT
OF FUNDS CURRENTLY BUDGETED IN COLISEUM AND EXPOSITION HALL, ACTIVITY
NO. 4'161, CODE 502, THE SUM OF $38,800 FOR ARCHITECTS' FEES.
SECTION 3. THE NECESSITY TO AUTHORIZE THE EXECUTION OF THE
AFORESAID CONTRACT AND MAKE APPROPRIATION AND REAPPROPRIATION OF THE SAID
SUM FOR SAID ARCHITECTS IN ORDER THAT THE PROJECT MAY PROCEED IMMEDIATELY
WITHOUT DELAY CREATES A PUBLIC EMERGENCY AND IMPERATIVE PUBLIC NECESSITY
REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION
SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDI-
NANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY
COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST,
AND HAVING REQUESTED THE SUSPENSION OF THE CHARTER RULE AND THAT THIS ORDI-
NANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND
BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY
SO ORDAINED, THIS THE DAY OF OCTOBER, 1968.

The Mayor and City Council, City of Corpus Christi, Texas
GENTLEMEN, the associated firms of Swanson Hiester Wilson Boland of Corpus Christi and
Caudill Rowlett Scott of Houston (SHWB /CRS) appreciate the opportunity to submit the follow-
ing proposal covering planning services for a CONVENTION FACILITIES STUDY for the City
of Corpus Christi (the City):
I . SHWB /CRS would coordinate all work with the City Manager, Director of Public Works,
other City department heads, other governmental agencies; and work closely with civic
as well as convention groups to determine the project requirements.
2. SHWB /CRS would assist the City in determining and programming the need for convention
facilities by:
a. Establishing the basic goals
b. Surveying certain desirable and potential users
c. Studying similar facilities elsewhere
d. Interviewing agencies of the City and other appropriate interests
e. Developing a basic space program.
3. SHWB/CRS would analyze site and adjacent areas relating to City and private develop-
ment programs, which would include:
a. Testing the compatabiIity of varied convention center functions
b. Review of traffic survey data, including seasonal influx
c. Study of utility and topographic implications
d. Review of previous studies affecting convention facilities
e. Consideration of the shoreline and water- oriented facilities as related to the site
and convention facilities.
4. SHWB /CRS would develop a Convention Facilities Plan, which would:
a. Establish and recommend the project scope
b. Demonstrate and define relationships with
(1) the civic center
(2) central business district
(3) waterfront
(4) traffic and circulation patterns
(5) open spaces

Include a design study to illustrate the design concept of the facilities as necessary
to determine
(1) estimated cost of construction
(2) location of buildings on the site
(3) architectural character
(4) schematic diagrams of floor plans to determine functional requirements.
5. SHWB /CRS would provide a printed report of all findings related to the CONVENTION
FACILITIES STUDY. This Report would include:
a. Research and programming data
b. The master plan and design study _
c. Recommendations pertaining to possible phasing of construction
d. Alternative solutions
e. Economic projections relating to potential convention business.
The performance of these services would commence upon notification to proceed and will be
completed on or about the 90th day after the date of authorization to proceed. SHWB /CRS
would make iterim presentations of the Study in such a manner as to inform the City of back-
ground and recommendations prior to finalizing the report. A final presentation would be made
on completion of the Study.
SHWB /CRS propose to furnish the services described herein for a lump sum fee of $38,800.00
to be payable in three equal installments, with final payment due upon presentation of the
final report. These services in no way obligate the City to retain SHWB /CRS as architects for
the design of the particular buildings. However, in the event that the City proceeds with the
project, and SHWB /CRS are subsequently contracted to provide architectural- engineering ser-
vices, SHWB /CRS would agree to credit that portion of the above fee which would constitute
duplication of service. The amount of the credit would be determined at the time a definitive
building program is authorized.
The fee includes all costs for providing the Study, including 100 copies of the printed report.
The fee does not include the cost of finished models or other presentation material that may
be required for public information programs relating to bond issue promotion. Such material
would be provided, however.,, at cost, upon the request of the City.
The City would be requested to provide necessary information pertaining to the project, such
as sub -soil information, site surveys, utility data, legal services pertaining to the project,
and would accordingly, pay the cost of such services.
We look forward to a review of this proposal with representatives of the City of Corpus Christi.
