AN ORDINANCE
FOR THE REGULATING OF PARKING IN ALL ZONES OF THE
CITY HERETOFORE ESTABLISHED BY CORPUS CHRISTI CITY
CODE, 1958, AS AMENDED BY ORDINANCE NO. 7693, AND
ORDINANCES SUBSEQUENT THERETO, FOR A PERIOD OF TIME
FROM NOVEMBER 28, 1968, TO DECEMBER 28, 1968,
INCLUSIVE; AND DECLARING AN EMERGENCY.

WHEREAS, A REQUEST HAS BEEN MADE OF THE CITY COUNCIL OF THE
CITY OF CORPUS CHRISTI TO PERMIT TWO HOUR FREE PARKING IN THE DOWNTOWN
BUSINESS AREA OF THE CITY FOR A PERIOD OF TIME FROM NOVEMBER 281 1968,
TO DECEMBER 28, 1968, INCLUSIVE; AND
WHEREAS, IT HAS BEEN DETERMINED BY THE CITY COUNCIL THAT SAID
REQUEST SHOULD BE GRANTED AND THE DIRECTOR OF TRAFFIC ENGINEERING SHOULD
EITHER REMOVE THE PARKING METERS OR COVER THE SAME WITH A BAG OR HOOD,
AND THE DIRECTOR OF TRAFFIC ENGINEERING AND EMPLOYEES UNDER HIS SUPERVISION,
AS WELL AS POLICE OFFICERS AND SUCH OTHER OFFICERS AND EMPLOYEES AND
EMPLOYEES OF THE CITY OF CORPUS CHRISTI MAY BE AUTHORIZED AND SHOULD BE
DIRECTED TO SUPERVISE PARKING, AND ISSUE IN WRITING, ON A FORM PROVIDED
BY THE CITY, A NOTICE TO ANSWER TO THE CHARGE OF OVERPARKING OF ALL VEHICLES
WHICH EXCEED TWO HOURS OR SUCH LESSER TIMES AS ARE OTHERWISE PROVIDED BY
ORDINANCE ON ALL STREETS AND AT ALL PARKING SPACES IN ACCORDANCE WITH THIS
ORDINANCE:
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. THE DIRECTOR OF TRAFFIC ENGINEERING IS HEREBY
AUTHORIZED AND DIRECTED TO PUT INTO EFFECT A TWO -HOUR FREE PARKING PLAN
FOR METERS LOCATED IN THE DOWNTOWN AREA OF THE CITY AND SUCH AREAS AND
STREETS AS MAY BE DETERMINED BY THE DIRECTOR OF TRAFFIC ENGINEERING; AND
TO EITHER CONDUCT THE REMOVAL OF PARKING METERS OR COVER THE SAME WITH A
HOOD OR BAG, UPON WHICH BAG OR HOOD THE PARKING TIME MAY BE INDICATED.
THE DIRECTOR OF TRAFFIC ENGINEERING AND EMPLOYEES UNDER HIS SUPERVISION,
AS WELL AS POLICE OFFICERS AND SUCH OTHER OFFICERS AND EMPLOYEES OF THE
CITY, ARE AUTHORIZED TO SUPERVISE PARKING AND ISSUE IN WRITING ON A FORM
PROVIDED BY THE CITY A NOTICE TO ANSWER TO THE CHARGE OF OVERPARKING OF
ALL VEHICLES WHICH EXCEED TWO HOURS OR SUCH LESSER TIMES AS ARE OTHERWISE

PROVIDED BY ORDINANCE ON ALL STREETS AND AT ALL PARKING SPACES IN
ACCORDANCE WITH THIS ORDINANCE AND THE OTHER ORDINANCES OF THE CITY.
SECTION 2. WHERE ANY PARKING METER IS NOT COVERED OR HOODED,
THE REGULATIONS APPLICABLE TO SAID PARKING SPACE, AS NOW PROVIDED BY THE
CORPUS CHRISTI CITY CODE, 1958, AS AMENDED, SHALL BE APPLICABLE. ALL
CURB SIGNS AND SIGNS PERTAINING TO RESTRICTED OR NO PARKING AREAS SHALL
CONTINUE IN FULL FORCE AND EFFECT.
SECTION 3. THIS ORDINANCE SHALL BE IN EFFECT FROM NOVEMBER 28,
1968, THROUGH DECEMBER 28, 1968, INCLUSIVE, BUT THE TERMINATION OF THE
EFFECTIVENESS OF THIS ORDINANCE SHALL NOT EXCUSE ANY VIOLATION THEREOF
AND ALL CHARGES OF VIOLATION IN THE CORPORATION COURT SHALL PROCEED AS
THOUGH THE ORDINANCE CONTINUED IN FULL FORCE AND EFFECT AS TO ALL CHARGES
OF VIOLATIONS ALLEGED TO HAVE OCCURRED DURING THE PERIOD OF NOVEMBER 28,
1968, TO DECEMBER 28, 1968, INCLUSIVE.
SECTION 11. THE FACT THAT IT IS URGENT TO ADOPT AND PUBLISH A
NOTICE OF THE ADOPTION OF THIS ORDINANCE SO AS TO MAKE THE SAME EFFECTIVE
ON NOVEMBER 28, 1968, AND THAT THERE IS NO REGULAR MEETING OF THE CITY
COUNCIL SCHEDULED BETWEEN THE MEETING OF NOVEMBER 27, 1968, AND NOVEMBER 28,
1968, CREATES A PUBLIC EMERGENCY AND IMPERATIVE PUBLIC NECESSITY REQUIRING
THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL
BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE
OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL,
AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, AND
HAVING REQUESTED THE SUSPENSION OF THE CHARTER RULE AND THAT THIS ORDINANCE
BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE
IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO

SION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLUTION SHALL
BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT SUCH ORDINANCE OR
RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCILS I, THEREFORE,
REQUEST THAT YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS THIS ORDI-
NANCE FINALLY ON THE DATE IT IS INTRODUCED, OR AT THE PRESENT MEETING OF THE
CITY COUNCIL.
