SPECIAL COUNCIL MEETING
JANUARY 25, 1984
8:30 A.M.
Present:
Mayor Luther Jones
Mayor Pro Tem Betty N. Turner
Council Members:
David Berlanga, Sr.
Leo Guerrero
Dr. Charles W. Kennedy, Jr.
Joe McComb
Frank Mendez
Mary Pat Slavik
City Manager Edward A. Martin
City Attorney J. Bruce Aycock
City Secretary Bill G. Read
Mayor Luther Jones called the meeting to order in the Council Chamber of
City Hall.
City Secretary Bill G. Read verified that the necessary quorum of the
Council and the required Charter Officers were present to conduct a legally
constituted meeting.
Mayor Jones called for consideration of the filling of the vacancy on the
City Council resulting from the resignation of Council Member Herbert Hawkins,
Jr.
A motion was made by Council Member David Berlanga that the Council convene
in closed session, seconded by Council Member Mary Pat Slavik and passed
unanimously at 8:33 a.m.
City Secretary Read stated that the Council was convening in executive
session under the authority of Article 6252-17 of V.A.C.S., personnel matters.

Mayor Jones reconvened the Special Council Meeting at 9:03 a.m.
A motion was made by Council Member Mendez that Mr. Welder Brown be
appointed to fill the vacancy on the City Council for the remainder of Mr.
Hawkins' term, because he not only represents the black community but the entire
community as well. The motion was seconded by Council Member Leo Guerrero who
concurred with Mr. Mendez remarks.
A motion was made by Mayor Pro Tem Turner that Mr. Brown be appointed by
acclamation, seconded by Council Member Slavik and passed unanimously.
A motion was made by Council Member Guerrero that the Special Council
Meeting be adjourned, seconded by Council Member McComb and passed unanimously
at 9:05 a.m., January 25, 1984.
