HomeMy WebLinkAbout09183 ORD - 12/30/1968JKH:12 -30-68 • q AN ORDINANCE AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO MAKE APPLICATION TO THE TEXAS STATE LIBRARY,ON THE FORMS PRESCRIBED BY THEM, FOR A FEDERAL GRANT PURSUANT TO TITLE I OF THE LIBRARY SERVICES AND CONSTRUCTION ACT (P.L. 88 -269), AND TO EXECUTE ALL FORMS AND AGREEMENTS AS REQUIRED BY THE TEXAS STATE LIBRARY AND APPLICABLE TO THE PROPOSED GRANT FOR SERVICE EXTENSION; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. THAT THE CITY MANAGER BE, AND HE IS HEREBY, AUTHORIZED TO MAKE, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, APPLICATION TO THE TEXAS STATE LIBRARY, ON THE FORMS PRESCRIBED BY THEM, FOR A FEDERAL GRANT PURSUANT TO TITLE I OF THE LIBRARY SERVICES AND CONSTRUCTION ACT (P.L. 88 -269), AND TO EXECUTE ALL FORMS AND AGREEMENTS AS REQUIRED BY THE TEXAS STATE LIBRARY AND APPLICABLE TO THE PROPOSED GRANT FOR SERVICE EXTENSION. SECTION 2. THE NECESSITY TO AUTHORIZE THE MAKING OF THE • AFOREMENTIONED APPLICATION AS PROMPTLY AS POSSIBLE SO THAT THE CITY OF CORPUS CHRISTI MAY PARTICIPATE IN THE PLAN TO HELP THE CITY'S PUBLIC LIBRARIES ACHIEVE THE STANDARDS ESTABLISHED BY THE TEXAS LIBRARY ASSOCI- ATION, CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING DECLARED THAT SUCH PUBLIC EMERGENCY AND NECESSITY EXIST, AND HAVING REQUESTED THAT SUCH CHARTER RULE BE SUS- PENDED AND THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRO- DUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO ORDAINED, THIS THE 30TH DAY OF DECEMBER, 1968.
