APPROPRIATING.$1,875,178 OUT OF FUND NO. 175
NEIGHBORHOOD IMPROVEMENT PROGRAM GRANT FUND FOR
THE BUDGET OF THE NEIGHBORHOOD IMPROVEMENT PROGRAM
FOR THE THREE -YEAR PROGRAM, WITH THE FIRST YEAR
BEGINNING OCTOBER 10, 1968 ARID EXTENDING TO
OCTOBER 10, 1971, WITH EXPENDITURES TO BE MADE
IN ACCORDANCE WITH THE PROPOSED BUDGET ATTACHED
HERETO AND MADE A PART HEREOF, SHOWING ESTIMATED
REVENUES AND EXPENDITURES FOR SAID PROGRAM, AND
DECLARING AN EMERGENCY.
WHEREAS, the City of Corpus Christi, Texas, has entered into
a contract with the United States of America, Department of Housing and
Urban Development, said contract being Number TEX. E -7 (G), dated
December 9, 1968, for the purpose of carrying out a Neighborhood
Improvement Program during the three -year period of October 10, 1968
to October 10, 1971; and
WHEREAS, the said program is to be financed in part by a
Federal grant and in part by local funds; and
WHEREAS, the Department of Housing and Urban Development has
approved budget for the Neighborhood Improvement Program as submitted
by the City of Corpus Christi, Texas; and
WHEREAS, the City Council must, at once, by ordinance
appropriate such sums of money as provided in the program budget; and
WHEREAS, the Department of Housing and Urban Development of
the United States of America has committed itself to advance the appropriate
funds for the operation of said program in accordance with the contract
heretofore entered into with the City:
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF CORPUS CHRISTI, TEXAS:
SECTION 1. There is hereby appropriated the sum of $1,875,178
out of Fund No. 175 Neighborhood Improvement Program Grant Fund for the
Budget of the Neighborhood Improvement Program for the three -year program,
with the first year beginning October 10, 1968, and extending to October 10,
1971, with expenditures to be made in accordance with the proposed
Budget attached hereto and made a part hereof, showing estimated revenues
and expenditures for said program said expenditures shall be in
accordance with the Grant contract for Neighborhood Improvement Program.

SECTION 2. THE NEED FOR IMMEDIATE EXECUTION OF THE CONTRACT
AND PERFORMANCE OF THE PROGRAM CREATES A PUBLIC EMERGENCY AND AN IMPERA-
TIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE
THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE
OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE
READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL) AND THE MAYOR
HAVING DECLARED THAT SUCH EMERGENCY AND NECESSITY EXIST, AND HAVING
REQUESTED THAT SUCH CHARTER RULE BE SUSPENDED AND THAT TH15 ORDINANCE
BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE- EFFECT AND
BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY

FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE FOREGOING
ORDINANCE, A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR THE SUSPEN-
SION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLUTION SHALL
BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT SUCH ORDINANCE OR
RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCIL; I, THEREFORE,
REQUEST THAT YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS THIS ORDI-
NANCE FINALLY ON THE DATE IT IS INTRODUCED, OR AT THE PRESENT MEETING OF THE
CITY COUNCIL.
