A RESOLUTION
EXPRESSING THE POSITION OF THE CITY AS BEING FAVORABLE
TO THE ADOPTION OF CERTAIN LEGISLATION PENDING IN THE
LEGISLATURE OF THE STATE OF TEXAS, BEING DESIGNATED
H.B. 337 AND S.B. 175, CREATING AND ESTABLISHING CORPUS
CHRISTI STATE UNIVERSITY; AND DECLARING AN EMERGENCY.

WHEREAS, no institutions and facilities are available in Corpus
Christi and its environs to adequately provide fully accredited baccalaureate
and master's level degree programs for the education of Corpus Christians and
environ residents; and

WHEREAS, the extensive studies, including the January, 1969, Report
of the Southwest Research Institute, of collegiate education needs in this
area reveal that a new, upper -level institution offering such programs at a
reasonable cost must be state- supported; and
WHEREAS, the Coordinating Board, Texas College and University System,
recommended in December, 1968, the authorization by the 61st Legislature,
Regular Session, of a new, upper -level institution in the Corpus Christi area;
and
WHEREAS, there is pending in the Legislature of this State certain
legislation, being designated as H.S. 337 and S.B. 175, creating and establish-
ing Corpus Christi State University, which has been considered and determined
to be desirable and advantageous to the City of Corpus Christi, and the City
Council desires to hereby express its favorable position for the adoption of
said legislation:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the City of Corpus Christi wholeheartedly supports
and urges the adoption by the Legislature of Texas of H.B. 337 and of S.B. 175
creating and establishing Corpus Christi State University.
SECTION 2. That it being of great public interest that said legis-
lation be adopted by the 61st Legislature, Regular Session, at the earliest
practicable time, there is created thereby a public emergency and an impera-
tive public necessity, requiring the suspension of the Charter rule that no
ordinance or resolution shall be passed finally on the date of its intro-
duction and that such ordinance or resolution shall be read at three several
meetings of the City Council, and the Mayor, having declared such emergency

4 and necessity to exist, having requested the suspension of the Charter rule
and that this resolution be passed finally on the date of its introduction,
and take effect and be in full force and effect from and after its passage,
IT IS ACCORDINGLY PASSED AND APPROVED, this —Y&-day of April, 1969.

SION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLUTION SHALL
BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT SUCH ORDINANCE OR
RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCIL; 1, THEREFORE,
REQUEST THAT YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS THIS resolu-
tion FINALLY ON THE DATE IT IS INTRODUCED, OR AT THE PRESENT MEETING OF THE
CITY COUNCIL.
