HomeMy WebLinkAbout09463 ORD - 08/13/1969J AN ORDINANCE APIEPtDING ORDINANCE NO. 3658, AS AMENDED, BY CHANGING CERTAIN SALARY GRADS, CREATING CERTAIN POSITIONS, CHANGING CERTAIN CLASS TITLES, AND ADJUSTING THE WORK HOURS OF'CERTAIN CLASSIFICATIONS, BY MENDING SECTION 4 THEREOF; AMENDING ORDINANCE N0. 3127, AS AMENDED, BY CREATING CERTAIN POSITIONS, BY PROVIDING CERTAIN,CHANGES IN THE DESIGNATION OF UNCLASSIFIED POSITIONS, TO PROVIDE COMPENSATION FOR CERTAIN EMPLOYEES, MAKING CHANGES PERTAINING TO RATES OF PAY ON PROMOTION, ADJUSTMENTS OF SALARIES WITHIN A SALARY SCHEDULE, SPECIAL COMPENSATION PROVISIONS, OVERTIME COMPENSATION, AND MOTORCYCLE ALLOW- ANCE; PROVIDING A SEVERANCE CLAUSE; PROVIDING AN EFFEC- TIVE DATE; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That Section 4 of said Ordinance No. 3658, be, and the same is hereby amended by adding the following classifications: JOB CODE CLASS TITLE CLASS GRADE 514 Pool Attendant - Cashier 5 760 Gardener I 9 515 Inspector - Foreman 21 611 Relocation Officer 23 SECTION 2. That Section 4 of said Ordinance No. 3658, be, and the same is hereby amended by changing the class grades of the following positions: CLASS GRADE JOB CODE CLASS TITLE FROM TO 505 Pool Attendant 2 4 703 Sewer Cleaning Crew Leader 14 15 115 Assistant Marina Supervisor 14 16 120 Personnel Technician 15, 16 712 Sewer System Foreman 19 20 713 Water System Foreman 19 20' 732 Traffic Engineering Maint. That Section 4 of said Ordinance No. 3653, be, and the same is hereby amended by changing the class titles of the following positions: JOB CODE FROM TO 3060 Chief Design Engineer Design Engineer 610 Senior Inspector Advisor Senior Property Advisor 767 'Gardener Gardener II 9463 'SECTION 4. That Section 4 of said Ordinance No. "3658, be, and the same is hereby amended by changing the work hours of the following positions: JOB CODE CLASS TITLE CHANGE 115 Asst. Marina Supervisor From 48 hour work week to 40 hour work week. 766 Greenskeeper From 48 hour work week to 40 hour work week. SECTION 5. That Section 1, Subsection (a) of said Ordinance No. 8127, be, and the same is hereby amended by adding the following classifications: JOB CODE CLASS TITLE CLASS GRADE 071 Director of Neighborhood Improvement 32 072 Budget Director 35 073 Director of Urban Development 35 SECTION 6. That Section 1, Subsection (a), of said Ordinance No. 8127, be, and the same is hereby amended by changing the salary grade of the following positions: CLASS GRADE JOB CODE CLASS TITLE FROM TO 026 Junior Library Aide 1 4 003 Corporation Court Clerk 29 30 031 Coliseum Manager 29 30 007 Airport Manager 31 32 032 Director of Libraries 31 32 039 Director of Personnel 33 34 008 Chief Accountant 34 35 022 Director of Finance 38 39 SECTION 7. Tbat "Section 1, Subsection (a) , of said Ordinance No. 8127, be, and the same is hereby amended by changing designations,' of the following position :; JOB CODE FROM TO 013 City Engineer Chief Engineer SECTION 8. That Section 2, Subsection (a), paragraph 5 of said Ordinance No. 8127, be, and the same is hereby amended by deleting the last sentence of this Subsection "However, when . . . . . . . . salary grade ". SECTION 9. That Section 2, Subsection (b), paragraph 4 of said Ordinance No. 8127, be, and the same is hereby amended by substituting the following salary schedule: 11 F2 $440 14 Fl 467 16 El 505 21 El 621 21 Fl 649 22 El 649 SECTION 10. That Section 2, Subsection (b) , paragraph 5 of said Ordinance No. 8127, be, and the same is hereby amended by deleting from the first sentence the phrase "at the rate of $2 per month for each complete year of service ". SECTION 11. That Section 2 of said Ordinance No. 8127, be, and the same is hereby amended by deleting Subsection (e). SECTION 12. That Section 5 of said Ordinance No. 8127, be, and the same is hereby amended by deleting Subsections (a), (d) and (e). SECTION 13. That Section 5 of said Ordinance No. 8127, be, and the same is hereby amended by changing Subsection (b) to (a) and Subsection (c) to (b) . SECTION 14. That Section 7 of said Ordinance No. 8127, be, and the same is hereby amended by deleting from the fourth sentence of Subsection (a) the phrase "all periods of work in excess of 10 hours in one day ". SECTION 15. That Section 7 of said Ordinance No. 8127, be, and the same is hereby amended by adding Subsection (d) to read as follows: (d) Notwithstanding the above provisions, overtime worked by employees of the Transit Division shall be compensated in the following manner: Supervisor III, when working as chief dispatcher, shall be paid $2.70 per hour for all hours over 40 hours per week. When overtime of any position is required for the purpose of driving a bus, the employee shall be compensated on a straight time basis at the hourly rate of pay of a Bus Operator of equivalent continuous service as defined in Subsection (e) of Section 3. SECTION 16. That Section 8 of said Ordinance No. 8127, be, and the same is hereby amended by deleting from the first sentence the phrase "or motorcycle" and by adding the following paragraph: The use of a motorcycle owned by a police officer shall be compensated according to the above schedule plus $25 per month. SECTION 17. That Section 10, Subsection (b) of said Ordinance No. 8127, be, and the same is hereby amended by substituting the following for the last paragraph of the Subsection: Payment of accrued sick leave not to exceed 90 working days, on termination due to retirement of any full time employee after 25 years of service with the City of Corpus Christi; termination at age 65 or over regardless of number of years of service; disability retirement in accordance with TNL4S or Social Security regulations; or death, shall be provided all employees of their beneficiary in the City service. Payment of such accrued sick leave shall be at the rate of the employee's last monthly salary or hourly rate for an equivalent period. SECTION 18. That Section 10, Subsection (c), paragraph 2 of said Ordinance No. 8127,,be, and the same is hereby amended by deleting the 'phrase "except under circumstances provided in sub - paragraph (3) ". SECTION 19. That Section 10, Subsection (c) of said Ordinance No. 8127, be, and the same is hereby amended by deleting paragraph 3. SECTION 20. That Section 10, Subsection (c) of said Ordinance No. 8127, be, and the same is hereby amended by changing paragraph 4 to paragraph 3 and by changing the third sentence to read as follows: The first week of such absence shall be governed by Subsection (2) of this Section 10 (c). SECTION 21. If for any reason any section, paragraph, subdivision, clause, phrase, or provision of this ordinance shall be held invalid, it shall not affect any valid provisions of this or any other ordinance of the City of Corpus Christi to which these rules and regulations relate. THE FACT THAT THERE IS AN IMMEDIATE NEED TO CREATE CERTAIN NEW POSITIONS AND A NEED TO MAINTAIN AN EFFICIENT ADMINISTRATION OF CITY AFFAIRS CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR, HAVING REQUESTED THE SUSPENSION OF-SAID CHARTER RULE, AND THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO ORDAINED.
