AN ORDINANCE
AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND
ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO EXECUTE
A CONTRACT WITH R. S. BLACK COMPANY FOR RECONSTRUC-
TION OF THE WET WELL AT THE WESTSIDE SEWAGE TREATMENT
PLANT, PROJECT NO. 250- 61+ -55; APPROPRIATING OUT OF
NO. 250 SANITARY SEWER BOND FUND THE SUM OF $52,250,
OF WHICH $49,756 IS FOR THE CONSTRUCTION CONTRACT AND
$2,494 IS FOR CONTINGENCIES AND INCIDENTAL EXPENSES;
AND DECLARING AN EMERGENCY.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS:
SECTION 1. THAT THE CITY MANAGER BE, AND HE IS HEREBY,
AUTHORIZED AND DIRECTED, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI,
TO EXECUTE A CONTRACT WITH R. S. BLACK COMPANY FOR RECONSTRUCTION OF THE
WET WELL AT THE WESTSIDE SEWAGE TREATMENT PLANT, SITUATED AT SARATOGA
BOULEVARD AND GREENWOOD DRIVE, IN THE CITY OF CORPUS CHRISTI, THE WORK
TO CONSIST OF REMOVAL OF DEFECTIVE CONCRETE, PLACING OF NEW PLASTIC -LINED
CONCRETE WALLS AND ARCHED CEILING WITHIN THE WET WELL, ALL AS MORE FULLY
SET FORTH IN THE PLANS AND SPECIFICATIONS AND CONTRACT DOCUMENTS ON FILE
IN THE OFFICE OF THE CITY SECRETARY, ALL OF WHICH ARE MADE A PART HEREOF
BY REFERENCE, AND ACCORDING TO THE BID OF R. S. BLACK COMPANY OPENED ON
THE 29TH DAY OF OCTOBER, 1969, THE SAID BID OF R. S. BLACK COMPANY BEING
THE LOWEST AND MOST ADVANTAGEOUS TO THE CITY OF CORPUS CHRISTI, TEXAS.
SECTION 2. THERE IS HEREBY APPROPRIATED OUT OF NO. 250 SANITARY
SEWER BOND FUND THE SUM OF OF $52,250, OF WHICH $49,756 IS FOR THE CONSTRUC-
TION CONTRACT AND $2,494 IS FOR CONTINGENCIES AND INCIDENTAL EXPENSES.
SECTION 3. THE NECESSITY TO RECONSTRUCT THE WET WELL AT THE
WESTSIDE TREATMENT PLANT TO PREVENT FURTHER DETERIORATION CREATES A
PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPEN-
SION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED
FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLU-
TION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE
MAYOR HAVING DECLARED THAT SUCH EMERGENCY AND NECESSITY EXIST AND HAVING
REQUESTED THAT SUCH CHARTER RULE BE SUSPENDED AND THAT THIS ORDINANCE BE
PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
