HomeMy WebLinkAbout09552 ORD - 11/19/1969vMP:11 -18 -69 AN ORDINANCE AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO ENTER INTO AN AGREEMENT WITH TRINITY ENGINEERING TESTING CORPO- RATION (TETCO) FOR SOIL INVESTIGATION AND PAVEMENT DESIGN SERVICES IN CONNECTION WITH THE DESIGN OF PLANS AND SPECIFICATIONS FOR PROPOSED IMPROVEMENTS TO GOLLIHAR ROAD, DODY TO AYERS, DESIGNATED AS PROJECT NO. 220- 67-86, AS MORE FULLY SET FORTH IN THE AGREEMENT, A COPY OF WHICH IS ATTACHED HERETO AND MADE A PART HEREOF; APPROPRIATING OUT OF NO. 220 STREET BOND FUND THE SUM OF $4,000 FOR THE AFORESAID SERVICES; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. THAT THE-CITY MANAGER BE, AND HE IS HEREBY, AUTHORIZED AND DIRECTED, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO ENTER INTO AN AGREEMENT WITH TRINITY ENGINEERING TESTING CORPORATION (TETCO) FOR r SOIL INVESTIGATION AND PAVEMENT DESIGN SERVICES IN CONNECTION WITH THE DESIGN OF PLANS AND SPECIFICATIONS FOR PROPOSED IMPROVEMENTS TO GOLLIHAR ROAD, DODY TO AYERS, DESIGNATED AS PROJECT NO. 220- 67 -86, AS MORE FULLY SET FORTH IN THE AGREEMENT, A COPY OF WHICH IS ATTACHED HERETO AND MADE A PART HEREOF. SECTION 2. THERE IS HEREBY APPROPRIATED OUT OF NO. 220 STREET BOND FUND THE SUM OF $4,000 FOR THE AFORESAID SERVICES. SECTION 3. THE NECESSITY TO IMMEDIATELY APPROPRIATE THE ABOVE SUMS AND TO AUTHORIZE THE EXECUTION OF THE CONTRACT WITH THE TESTING CORPO- RATION IN ORDER THAT THE PROJECT MAY BE COMMENCED AND CONCLUDED AT THE EARLIEST POSSIBLE DATE CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING DECLARED THAT SUCH PUBLIC EMER- GENCY AND NECESSITY EXIST AND HAVING REQUESTED THAT SUCH CHARTER RULE BE SUSPENDED AND THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER 9552 14SS ITS PASSAGE, IT IS ACCORDINGLY SO ORDAINED, THIS THE DAY OF NOVEMBER, 1969. A FULL PERFORMANCE OF ALL SERVICES BY TETCO SHALL IN NO EVENT 1 OBLIGATE THE CITY FOR PAYMENT OF 14ORF THAN THE ESTIMATED MAXIMUM OF $4,000.00. WITNESS OUR HANDS THIS THE 19TH DAY OF NOVEMBER, 1969. Chief Engineer City of Co pus Christi Post Office Box 1622 Corpus Christi, Texas 78403 Reference: Soil Investigation and Pavement Design, Gollihar Road Dear Mr. Smith: In reference to your letter of September 30, we would propose to investigate Gollihar Road from Dody to Ayres to provide soil information for the design of pavements in connection with the proposed improvements. Our services would include the undisturbed sampling at forty core boring locations, large quantity sampling of the typical subgrade materials, the determination of in- place moisture and density conditions at each of the boring locations, the per- formance of soil classification tests, the triaxial strength testing of the rep- resentative subgrade materials, triaxial strength testing of a typical flexible base material tho investiaatinn of lima stahilivAfinn of cnhararin and 0— preparation of an engineering report which would include the results of the field exploration, the laboratory test results, and recommendations of pave- ment types and thicknesses for the anticipated traffic volume and desired num- ber of years of life. It is anticipated that three distinct subgrade soil types will be encountered within the limits of Gollihar Road to be investigated and that one representative tiexibie base material will be aaequate to provide design infor- mation of available base material sources. Pavement thickness designs for both rigid and flexible pavement can be provided in the recommendations, if desired. It is estimated that our 'services can be accomplished for a fee of approximately $4, 000. 00. ; The responsibilities of the City of Corpus Christi will be to provide traffic vol- ume and type of vehicular use data and assist in projecting these volume counts to the desired years of pavement life. We can furnish the proper 'forms for ob- taining the traffic data, if you so desire. For the reasons set forth in the emergency clause of the foregoing ordinance, a public emergency and imperative necessity exist for the suspen- sion of the Charter rule or requirement that no ordinance or resolution shall be passed finally on the date it is introduced, and that such ordinance or resolution shall be read at three meetings of the City Council; I, therefore, request that you suspend said Charter rule or requirement and pass this ordi- nance finally on the date it is introduced, or at the present meeting of the City Council.
