AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT,
FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI,
WITH C. M. REYNOLDS FOR ENGINEERING SERVICES, ALL
AS MORE FULLY SET FORTH IN THE CONTRACT, A COPY OF
WHICH IS ATTACHED HERETO AND MADE A PART HEREOF;
AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. THAT THE CITY MANAGER BE, AND HE IS HEREBY AUTHORIZED
AND DIRECTED, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO EXECUTE A
CONTRACT WITH C. M. REYNOLDS FOR ENGINEERING SERVICES, ALL AS IS MORE FULLY
SET OUT IN SAID CONTRACT, A COPY OF WHICH IS ATTACHED HERETO AND MADE A
PART HEREOF FOR ALL PERTINENT PURPOSES.
SECTION 2. THE NECESSITY TO PROMPTLY EXECUTE THE HEREINABOVE
DESCRIBED CONTRACT IN ORDER TO REDUCE THE AGREEMENT BETWEEN THE PARTIES TO
WRITING CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY
REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLU-
TION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH
ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY
COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO
EXIST, HAVING REQUESTED THE SUSPENSION OF SAID CHARTER RULE AND THAT THIS
ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH
ORDINANCE TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS
PASSAGE, IT IS ACCORDINGLY SO ORDAINED, THIS THE ;� Z DAY OF DECEMBER, i969.

CONTRACT FOR PERSONAL SERVICES

KNOW ALL MEN BY THESE PRESENTS:
COUNTY OF NUECES X
,THAT the City of Corpus Christi, hereinafter called "CITY" and
C. M. REYNOLDS agree as follows:
The City agrees to engage C. M. Reynolds to perform certain personal
services for the Department of Public Works, including consultations, and
administrative assistance as required for coordination of financing, budgeting
and other functional activities of the department.
The services hereby contemplated shall be performed during the calendar
year subject to termination by either party after thirty days notice. -
Services are to be performed monthly in accordance with a schedule
to be submitted by the Director of Public Works to C. M. Reynolds prior to
the commencement of each calendar month. In the absence of reaching any
agreement on schedule, the said C. M. Reynolds shall perform his services for
a calendar month during the first ten days of the respective calendar month.
Payment for services rendered will be determined at the hourly rate
of Five ($5.00) Dollars. The City will make payment monthly for services
performed upon submission of invoice by C. M. Reynolds.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass. this ordi-
nance finally on the date it is introduced, or at the presene meeting of the
City Council.
