RESOLUTION
APPROVING SCHEDULE OF AVERAGE PRICES FOR SUITABLE
STANDARD SNIPS HOUSING IN THE LOCALITY, AND SCHEDULE
OF AVERAGE ANNUAL GROSS RENTALS FOR STANDARD HOUSING
IN LOCALITY TO BE USED IN CONNECTION WITH ALL HUD -
ASSISTED PROJECTS (TO INCLUDE ELGIN PARK PROJECT,
TEX. OSC -36 (DL) AND THE CODE ENFORCENENT PROJECT,
HILLCREST AND MOLINA AREAS, TEX. E -7); AND DECLARING
AN EMERGENCY.
WHEREAS, the rules and regulations prescribed by the Federal
Government pursuant to the Housing and Urban Development Act of 1968,
require that the Schedule of Average Prices for Suitable Standard Sales
Housing in the Locality and the Schedule of Average Annual Gross Rentals
for Standard Housing in the Locality to be used in connection with all
HUD - Assisted Projects in Corpus Christi, Texas be officially approved by
the governing body of the City of Corpus Christi; and
WHEREAS, there was presented to this meeting of the governing
body of the City of Corpus Christi, for its consideration and approval,
a Schedule of Average Prices for Suitable Standard Sales Housing in the
Locality dated January 14, 1970 and a Schedule of Average Annual Gross
Rentals for Standard Housing in Locality dated January 14, 1970, to be
used in connection with all HUD - Assisted Projects in Corpus Christi,
Texas; and
WHEREAS, the Schedule of Average Prices for Suitable Standard
Sales Housing in the Locality and the Schedule of Average Annual Gross
Rentals for Standard Housing in the Locality, to be used in connection
with all HUD - Assisted Projects in Corpus Christi, Texas were reviewed-and
considered at the meeting;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the Schedule of Average Prices for Suitable
Standard sales Housing in the Locality attached hereto as Exhibit "A"
is hereby in all respects approved and adopted.

SECTION 2. That the Schedule of Average Annual Gross Rentals
for Standard Housing in Locality attached hereto as Exhibit "B" is hereby
in all respects approved and adopted.
SECTION 3. The necessity to approve the aforesaid Schedules
as promptly as possible in order that the City's participation in all
HUD - Assisted Projects may proceed without delay creates a public emer-
gency and an imperative public necessity requiring the suspension of the
Charter rule that no ordinance or resolution shall be passed finally on
the date it is introduced and that such ordinance or resolution shall
be read at three several meetings of the City Council, and the Mayor
having declared that such emergency and necessity exist, having requested
that such Charter rule be suspended and that this resolution be passed
finally on the date of its introduction and take effect and be in full
force and effect from and after its passage, IT IS ACCORDINGLY SO RESOLVED,

SCHEDULE OF AVERAGE ANNUAL GROSS RENTALS FOR STANDARD HOUSING IN
LOCALITY
For purposes of computing Form HUD-6148, only decent, safe and sanitary
housing was considered. Dwellings that are luxurious were excluded and only
units that met the standards under the Relocation Program were computed in
the schedule.
A great deal of information was derived from newspaper classified advertise-
ment. These ads were examined over a three week period. No substantial
supply of 0- bedroom, 4 and 5- bedroom units was reported. Therefore, figures
for this size of bedroom units were estimated based on monthly rentals for
1, 2 and 3- bedroom units,
Opinions from persons dealing with rental units for low and moderate income
families was obtained. Again, only those units that were decent, safe and
sanitary were considered. Dwelling units that met minimum housing standards
were also considered,
The Corpus Christi Public Housing Authority was also consulted for information
concerning average monthly rentals in the community.

Methodology in formulating Form IIUD 6155 - Schedule of Average Sales Prices
for Standard Rousing in Locality.
In developing Form MUD 6155, several key personnel connected with sales housing
were contacted. The following were used as sources for computing the
schedule:
(1) Monthly recap statements showing houses that were sold as listed by the
Corpus Christi Board of Realtors (Multiple Listing Service). (Exhibit
attached).
(2) Newspaper classified advertisements showing the housing market situation.
(3) Opinions from real estate persons.
It can be stated that more emphasis was placed on the first source than the
latter ones, since the MIS indicated actual sales rather than opinions or
estimates.
