THOMAS A. WILLIAMS, ET AL, INVOLV- ING LOTS 13, 14, AND 15, SECTION 56, FLOUR BLUFF AND ENCINAL FARM AND GARDEN TRACTS, WHICH ACQUISITION IS NECESSARY FOR THE FLOUR BLUFF SEWAGE PLANT SITE, PRO- JECT NO. 250- 67 -53; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, SECTION 1. THERE IS HEREBY APPROPRIATED OUT OF N0. 250 SANITARY SEWER BOND FUND THE SUM OF $551570, OF WHICH AMOUNT $55,000 IS THE AWARD OF SPECIAL COMMISSIONERS, $270 IS FOR FEES OF SPECIAL COMMISSIONERS, $150 IS FOR APPRAISAL TESTIMONY BY THEODORE L. LIEBETRAU, AND $150 IS FOR COURT COSTS, ALL IN CONNECTION WITH CONDEMNATION PROCEEDINGS IN CAUSE No. 613, CITY OF CORPUS CHRISTI YS. THOMAS A. WILLIAMS, ET AL, INVOLVING LOTS 13, 14 AND 15, SECTION 56, FLOUR BLUFF AND ENCINAL FARM AND GARDEN TRACTS, WHICH ACQUISITION IS NECESSARY FOR THE FLOUR BLUFF SEWAGE PLANT SITE, PROJECT No. 250- 67 -53• SECTION 2. THE NECESSITY TO IMMEDIATELY APPROPRIATE THE AFORE- SAID SUMS AND TO MAKE PAYMENT TO THE RESPECTIVE PARTIES HEREINABOVE MENTIONED SO THAT THE CITY MAY TAKE POSSESSION FOR THE AFORESAID PARCEL IN ORDER THAT THE PROJECT MAY BE CONTINUED WITHOUT DELAY CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, AND HAVING REQUESTED THE SUSPENSION OF THE CHARTER RULE AND THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO ORDAINED, THIS THE -;2.01//./DAY OF JANUARY, 1970.
