AN ORDINANCE
ADOPTING THE SOUTHERN STANDARD PLUMBING CODE, 1967 EDITION
AMID THE 1968 REVISION TrrRRm FOR THE REGULATION OF THE
INRTA Z ATION, ATTPF: MONS, REPAIRS, REPLACIIKENT, EQUIPMENT
(INCLUDING APPLIANCES), FIXTURES, FITTINGS AND/OR APPMTENANCES
THERETO OF PLUMBING AND GAS PIPE AND APPLIANCE PITTING, BOTH
EXISTING AND NEW, AND ALL PARTS THEREOF, INCLUDING EVERY
CONNECTION TO THE WATER OR SEWERAGE SYSTEM OF THE CITY, WITH
CERTAIN CHANGES TRU EIN AND ADDITIONS TBERE h: PROVIDING FOR
ADM NISTATION AND ENFORCEMENT: MAKING VIOLATIONS A MISDEMEANOR
PONISHABLE BY FINE NOT EXCEEDING $200; PROVIDING FOR PUBLICA-
TION BY NOTICE; PROVIDING A SAVINGS CLAUSE; AND REPEALING ALL
ORDIMCES IN CONFLICT HEREWITH.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORIUS CHRISTI,
TEXAS:
SECTION 1. The book entitled "SOUTHERN STANDARD PLUMM G CODE, 1967
EDITION" and the 1968 revision thereto (copies of which, authenticated by the
signatures of the Mayor and the City Secretary, and made a public record by
this ordinance of the City Council, are on file in the City Secretary's office)
are hereby adopted as the Plumbing Code, of the City of Corpus Christi, as
fully as if copied at length in this Ordinance, but with the following changes
therein:
1. Amend Subsection 101.3 by adding at the end thereof the words "of
the City of Corpus Christi ".
2. Delete Subsection 102.1 and substitute the following Subsection
therefor:
"102.1 Plumbing Official.
"There is hereby established a section of the Building Division of the
Department of Public Works to be called the Plumbing Inspection Section, which
shall be in charge of the official so legally designated or appointed by
the City Manager. Until otherwise designated, the Building Official is hereby
designated as the person who shall discharge the duties and have the authority
hereinafter provided for the Plumbing Official."

3. Delete Subsection 105.1 and substitute the following Subsection
105.1 therefor and amend Subsection 105.2 and add Subsection 105.3 as follows:
"105.1 Permits Required.
"It shall be unlawful for any person, firm or corporation to install or
cause to be installed, or to permit any person to install, any plumbing, gas
fitting appliance or sanitary or storm drain line equipment, or to make any
alteration, additions, changes or repairs, within the scope of this Code, with-
out first having procured a permit therefor issued by the Plumbing Official,
except as provided herein. There shall be one permit for each building, except
as otherwise herein provided, in which plumbing or gas fitting work for fix-
tures or gas appliances is installed. All water service, sanitary sewer,
storm sewer, or gas connections to City owned, leased or operated lines within
or without the City limits shall be made end installed by the City at a point
determined by the City; provided, however, charges for this service and tap
fees shall be in accordance with the established rates and fees of the City of
Corpus Christi. Extensions on the premises from the property line of any or all
such utility lines shall be made by a licensed person as herein specified to
do such work and such installation shall be covered by a City permit. Accessory
buildings, tourist cottages or group houses shall be considered separate build-
ings, unless the work is to be installed as one complete project at one time,
then the job shall be covered under one permit fee. A reinspection fee shall
be paid if more than one single inspection is required.
"105.2 Condition of the Permit.
"Amend Section 105.2 by deleting the word "six" from the tenth line and
substituting the word "two" therefor and by deleting the words "one year" from
the eleventh line and substituting the words "six months" therefor and by add-
ing the sentence "No refunds shall be made for permits that have become in-
valid."
"105.3 Issuance of Permits.
"Permits shall be issued only to licensed Master Plumbers or their duly
authorized agents or to those persons specifically exempt from the requirement
of a license by Section 3 of the Plumbing License Law of 1947 of the State of
Texas and its amendments. Master Plumbers shall certify their duly authorized
agents to the Plumbing Official in the form of an affidavit stating that the
Master Plumber assumes all responsibility for any permit taken out or applied
for by said agent. This certification shall be kept in the Plumbing Official's

file, after it has been approved by the City'Attorney and the Plumbing Officia.
4. Delete Subsection 106.3 and substitute the following Subsection
106.3 therefor and add Subsections 106.4 and 106.5 to Section 106.

Permit Fees for all churches, public schools and
public governmental entities are fifty percent (50%)
of the permit fees established above.
"The
permit fee shall be doubled if work is started before
the permit
is issued."

"106.4 Permits for Part Jobs.
"When one Master Plumber completes the rough work, in whole or in part,
on any plumbing or gas fitting job, and a second Master Plumber is called upon
to complete the work, in whole or in part; then, in that event, a separate per-
mit is required, for which regular fees shall be paid for the work to be done,
Each Master Plumber shall be held responsible only for the work which he in-
stalled. Before the second plumber is issued a permit for the completion of
a plumbing or gas fitting job, the Plumbing Official shall first notify by
certified mail the Master Plumber holding the original or first permit, if he
can be found, that the second permit is to be issued. The issuance of the
second permit shall cancel the first permit and no refund of fees shall be
made."
"106.5 Special Ruling.
"In the event of some unusual type of construction or occupancy not
outlined herein whereby all similar construction in the future will be affected,
the Plumbing Official shall make a written ruling and, after review and appro-
val by the Plumbing Advisory Board, shall place the same on file in the Plumb-
ing Inspection Section for public information and the work may then be per-
formed."
5• Amend Subsection 107.2 (c) by deleting the figures "$2.00" and sub-
stituting the figures "$5.00" therefor.
6. Amend Section 109 by adding the following Subsection:
"109.7 Identification of Trucks"
"All Master Plumbers engaged in the installation or repair of plumbing
under this ordinance shall have his firm name and license number conspicuously
displayed on all trucks used by his firm in the transaction of his business."
7. Delete Sections 171 and 112 and substitute the following therefor:
"Section 111 - Plumbing Advisory Board
"111.1 Plumbing Advisory Board.
"(a) There is hereby created the "Plumbing Advisory Board" consisting
of seven persons who shall be appointed by the City Council.
"(b) The persons appointed shall be qualified as follows:
(1) Three persons who shall have had at least five (5) years
of active experience as a plumber licensed in the State of Texas, at least
three (3) years of which shall have been in Corpus Christi, Texas, and currently
active in the plumbing trade. At least two of these persons shall hold Master
Plumbers Licenses.

(2) One person who shall have had at least five (5) years of
active experience as a Professional Mechanical. Engineer licensed in the State
of Texas and knowledgeable in the plumbing trade.
(3) One person who shall have had at least five (5) years
experience in the Home Building Industry and one person who shall have had at
least five (5) years experience in the Commercial Building Industry.
(4) One person who shall have had at least five (5) years
experience in air conditioning maintenance and installation.
"111.2 Tenure of Office.
"Four members shall be appointed for the balance of the calendar year
following the date of adoption of this Ordinance. Three members shall be
appointed for the balance of this calendar year following the date of
adoption of this Ordinance plus one full year. After the expiration of the
terms of the first appointeees, all terms shall be for a term of two years.
The terms of all members shall continue until their successor is appointed.
Any member of the Board may be removed by the City Council as provided by
City Ordinance. Vacancies with the Board shall be filled for the unexpired
term by appointment by the City Council.
"111•3 Organization of the Plumbing Advisory Board.
"After the appointment of said Board, it shall meet as soon as practi-
cable and from its membership select a Chairman and Vice - Chairman and pre-
scribe a procedure and order of business.
"111.4 Powers and Duties.
"It shall be the duty of the said Board to fix the date of meetings to
be held at least once each calendar month. The Board shell prescribe a procedure
and order of business for hearing appeals fromthe decisions of the Plumbing
Official in regard to interpretation of the Plumbing Code and the Gas Code.
The Board shall act as an agent in administering the provisions of Senate Bill
No. 188, "The Plumbing License Law of 1947" of the State of Texas and the
directives of the Texas State Board of Plumbing Examiners. The Board shall
advise the City Council and City Manager regarding any matter in the plumbing
field which it feels should be brought to the attention of the City Council.
Both the Plumbing Official and the individual filing an appeal shall have the
right to appeal the decision of the Board to the City Council."

"LL1.5 Quorum.
"Four (4) members of the Board present at any meeting shall constitute
a quorum for the transaction of business and the concurring vote of not less
than four (4) members of the Board shall be necessary to constitute an official
action of the Board.
"1]1.6 Records.
"The Board shall keep a minute book in which shall be recorded all
transactions and business of the Board."
8. Amend Principle No. 2, Section 201, by deleting the word "separate"
in the last line.
9. Amend Section 302, Definition of Terms - Building Drain, by deleting
the figure "10" in the fourth line and substituting the figure 113" therefor.
Further amend Section 302, Definition of Terms - Building Storm Drain, by
deleting the figure "10" in the fifth line and substituting the figure "3"
therefor.
10. Amend Subsection 403.2 by deleting the words "not less than 3 inches
in diameter" from the first line.
11. Amend Subsection 404.1 by deleting the words "bands" from the second
sentence thereof.
12. Amend Subsection 407.1 by adding the following words to the sentence:
on undisturbed soil or approved select fill, except for bell holes."
13. Delete Subsection 410.4.
14. Delete Subsection 417.1.
15. Amend Subsection 427.3 by changing the word "shall" to "may" in the
second sentence.
16. Amend Subsection 427.4 to read as follows:
11427.4 Offset Closet Flanges.
"Offset closet flanges greater than one (1 ") inch offset shall be pro-
hibited."
17. Amend Subsection 502.1 by changing "3 Psf" to "22 psf" in the third
line, and amend the fourth line of said Subsection 502.1 to read as follows:
"Water closet lead bends and lead stubs shall not be less than 8 psf."
18. Amend Subsection 502.5 by adding the following sentence thereto:
"Plastic Flanges may be used under conditions set forth in Table 505."

20. Amend Table 505 by deleting the entire Note 1 at the end thereof.
21. Amend Subsection 506.1 to read as follows:
"506.1 Asbestos Cement Pipe
"For uses, see Sections 1501.5 and 1502.5."
22. Delete Subsection 506.2.
23. Delete Subsection 602.6.
24. Delete Subsection 602.9.
25. Delete Subsection 602.11.
26. Delete Subsection 602.12.
27. Amend Subsection 602:13 (b) by adding the following sentence:
"Joints underground shall be protected against external corrosion by
protective coating, wrapping, or other means which will prevent such corrosion ".
28. Amend Subsection 603.1 to read as follows;
"603.1 Clay Sewer Pipe.
"Joints in vitrified clay pipe shall be made of approved compression
type gaskets in accordance with Section 505 and paragraph 602.7."
29. Delete Subsection 603.2.
30. Amend Subsection 604.1 by adding the following sentences:
"Compression or flare fittings may be used. All joints between
dissimilar metals shall have dielectric fittings."
31. Delete the last sentence of Subsection 605.1.
32. Amend Subsection 605.2 by adding the words "with the exception of
dielectric unions."
33. Amend Subsection 607.1 by adding to the sentence the words "with the
exception of a three -inch (3 ") service sink trap with a two -inch (0) outlet."

34. Amend Subsection 701.1 (a)'by adding the following sentence: "Resi-
dential dishwasher waste may be discharged into a food waste grinder opening or
the inlet side of the trap provided the highest point of the waste pipe is above
the waste outlets of the combination plumbing fixture."
35. Amend Subsection 702.3(b) by deleting the words "if metal -to -metal
ground joint is used."
36. Amend Subsection 703.3 by deleting the words "and, where necessary,
they shall be protected from freezing ".
37. Amend Subsection 703.5 (f) by adding the following sentence:
"Tubular traps shall have the gauge stamped thereon by the manufacturer."
38. Delete Subsection 704.7 and substitute the following Subsection 704.7
therefor:
"704.7 Building Drain Junction.
"There shall be a two -way double riser clean -out no more than five (5)
feet from the building at the junction of the building drain and the building
sewer. Also a "Dallaa V or cast iron wye type clean -out will not be required.
39. Amend Subsection 705.3 by adding the following sentence thereto:
"Manholes subject to traffic loads shall be capable of withstanding said loads."
40. Amend Subsection 911.1 by deleting the word "or" from the third line
and by deleting the second sentence and substituting the following therefor: "The
pan shall turn up on all sides at least to the height of the sill of the opening
into the shower compartment."
41. Amend Subsection 911.2 by deleting the last sentence thereof.
42. Amend Section 920 by adding a new subsection to read as follows:
"920.3 Cross Fittings.
"Automatic washing machines may not be connected to a 2 inch or smaller
cross type fitting."
43. Delete the word "possible" in Subsection 922.2 (a) and substitute the
word "practicable."
44. Delete Subsection 1003.6.
45. Amend Subsection 1101.2 by deleting the words "water- supplied sink or"
from the sixth line and by deleting the words "sink or" from the seventh line.
46. Amend Subsection 1101.7 by adding the following sentence: "Air condi-
tioning drains may be connected directly into the inlet side of traps."

47. Amend Subsection 1206.2 by deleting the remainder of the section
that follows the words 'copper tube' in the second line and adding the following
sentences: "200 psi PVC plastic pipe may be used for cold water service line
outside the building only. All underground water lines outside buildings shall
be at least 18 inches deep."
48. Delete Subsection 1211.1 and substitute the following Subsection
1211.1 therefor:
"1211.1 Water Supply Control.
"An accessible shut -off valve and drain valve on the water service pipe
shall be provided outside the building within five (5) feet of the point where
the pipe enters the building.
49. Amend Subsection 1213.2 by adding the following sentence: "The
cross sectional area of any branch or service must be at least twenty (20%)
per cent of the combined cross sectional areas of the outlets serviced, but in
no case shall the branch or service be smaller than any fixture - supply pipe
which is served."
50. Amend the table in 1213.3 as follows: Change the size of hose bibbs
and wall hydrants to read "1/2" instead of "3/4 ". Also add the word "nominal"
above the second and fourth columns in the table."
51. Amend Subsection 1301.3 (a) by deleting the words "galvanized steel,
galvanized wrought iron ", and adding the following sentence: "Plastic pipe may
be used under conditions as noted in Table 505."
52. Amend Subsection 1301.4 (a) by adding to the first sentence the
words, "except plastic pipe may be used under conditions as noted in Table 505."
53. Amend Subsection 1302.1 by deleting the heading "Separate Trenches"
and substituting "Sewer Piping" therefor and by deleting the first sentence and
substituting the following therefor: "The building sewer sball be cast iron
sever pipe, vitrified -clay sewer pipe, or plastic sewer pipe."
54. Delete Section 1309.
55. Amend Subsection 1401.3 by deleting the words "galvanized steel,
galvanized wrought iron," and adding the following sentence: Plastic pipe may
be used under conditions as noted in Table 505."

56. Amend Subsection 1403.3 by adding the following sentence thereto:
"Where a washer or sink connection is installed, if permitted by the Zoning
Ordinance, in a detached garage or other accessory building, a one and one -half
inch (lz ") diameter vent stack may be used."
57. Amend Subsection 1408.1 by adding the following sentences thereto:
"One arm may be used without revent for two (2) or three (3) fixture traps if
each fixture enters the arm with a 45 degree fitting and the total fixture units
and distance is within limits given in Tables 1304.3 and 11+09.3. No such combina-
tion shall carry more than four (1E) fixture units ".
58. Amend Subsection 1409.1 by adding the following sentence thereto:
"The distance from the weir of the trap to the fixture outlet shall be no more
than 6 inches."
59• Amend Table 1409.3 by adding an asterisk in the second column following
the dimension 113 ft. 6 in." and a footnote at the bottom of the Table to read as
follows: "*Tub Waste Only -1z" tub waste may be used, when not imbedded in concrete,
with a maximum developed length of not more than 60 inches from the vent to the
weir of the trap."
Also amend Table 1409.3 by adding a double asterisk in the second column
following the dimension "6 ft. 0 in." and a second footnote at the bottom of the
table to read as follows: " **May be increased to loft. Oin. for floor drains only."
60. Amend Subsection 1501.1 by adding the following words at the beginning
of the sentence: "On nonresidential uses ", and by deleting the words: "or a combined-
sewer system" from the second line.
61. Amend Subsection 1501.5 by deleting the words "perforated bituminized-
fiber pipe" from the fourth line.
62. Amend Subsection 1502.1 by deleting the words "galvanized steel,
galvanized wrought -iron, galvanized ferrous alloys" and adding the following
sentence: "Plastic pipe may be used under conditions as noted in Table 505."
63. Amend Subsection 1502.1E by deleting the words "or ferrous -alloy
piping" therefrom, changing the word "authorities" to "official ", and deleting
the words "bituminized -fiber pipe" therefrom.
64. Amend Subsection 1502.5 by deleting the words "bituminized -fiber
pipe" from the second line.
65. Amend Appendix A by deleting all reference to fiber pipe.
66. .Amend Appendix A under heading "Clay Pipe ", paragraph B, (c), by
deleting the last sentence thereof.
67. Amend Appendix B, Paragraph B -8 by deleting Paragraph (g) and sub-
stituting the following therefor:

Provided, nothing in this Ordiinance'or in the Code hereby adopted shall
be construed to affect any suit or proceeding now pending in any Court, or any
rights acquired, or liability incurred, or any causes of action accrued or
existing under any act or ordinances repealed hereby.
Provided, further, if the adoption of the Southern Standard Plumbing Code
by this ordinance be ineffective to enact said Code as Law, then this entire

"(g) No more than ten (10) mobile homes or travel trailers may be
connected to a four -inch (1+ ") sewer drain line. The drain line shall be vented
at its highest point with a four -inch (1+ ") diameter cast iron soil pipe vent
stack extending ten feet (101) above the ground. Sewer drain lines serving
more than ten (10) and less than fifty (50) mobile homes or travel trailers
shall be at least six inches (6 ") in diameter, said drain lines being vented
with at least one (1) four -inch (1+ ") diameter cast iron soil pipe vent stack
extending ten feet (101) above the ground for every ten (10) mobile home or
travel trailer spaces. Sewer drain lines serving fifty (50) or more mobile
homes or travel trailers shall be larger than six inches (6 ") in diameter and
shall be designed according to good engineering practices."
68. Amend Appendix B -11 (a) by adding the words, "1969 Edition" thereto.
69. Add the following table to the code as Appendix C.

SECTION 2. All ordinances or parts of ordinances in conflict herewith
are hereby expressly repealed by the adoption of this Ordinance and Code in
lieu thereof; but no violation existing prior to the adoption of this Ordinance
shall cease to be considered a violation.

Provided, nothing in this Ordinance'or in the Code hereby adopted shall
be construed to affect any suit or proceeding now pending in any Court, or any
rights acquired, or liability incurred, or any causes of action accrued or
existing under any act or ordinances repealed hereby.
Provided, further, if the adoption of the Southern Standard Plumbing Code
by this ordinance be ineffective to enact said Code as Law, then this entire
ordinance shall be void for all purposes and all now existing ordinances shall
remain in effect.
SECTION 3• Any person who shall violate any provision of this ordinance
shall be deemed guilty of a misdemeanor and punished by a fine not exceeding
Two Hundred Dollars ($200.00. if the violation be continuing, each day's
violation shall constitute a separate offense. Each item of violation shall
constitute a separate offense.
SECTION 4. This ordinance shall take effect from and after its publica-
tion one time in the official publication of the City of Corpus Christi, which
publication shall contain the caption stating in summary the purpose of the
Ordinance and the penalty for violation thereof.
SECTION 5• If for any reason any section, paragraph, subdivision,
clause, phrase or provision of this Ordinance shall be held invalid, it shall
not affect any valid provisions of this or any other Ordinance of the City of
Corpus Christi to which these rules and regulations relate.
