AN ORDINANCE
AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND
ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO EXECUTE
-A CONTRACT WITH C.R.M. CONTRACTORS, INC. FOR THE CON-
STRUCTION OF THE NAVIGATION BOULEVARD IMPROVEMENTS
FROM BEAR LANE TO STATE HIGHWAY 44, PROJECT
NO. 220- 67 -1o4; APPROPRIATING OUT OF THE NO. 220
STREET BOND FUND THE SUM OF $65,000, OF WHICH $59,340.30
IS FOR THE CONSTRUCTION CONTRACT AND $5,659.70 IS FOR
CONTINGENCIES AND INCIDENTAL EXPENSES; AND DECLARING AN
EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. THAT THE CITY MANAGER BE, AND HE IS HEREBY, AUTHORIZED
AND DIRECTED, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO EXECUTE
A CONTRACT WITH C.R.M. CONTRACTORS, INC. FOR CONSTRUCTION OF THE NAVIGATION
BOULEVARD IMPROVEMENTS, FROM BEAR LANE TO STATE HIGHWAY 44, BEING PROJECT
N0. 220 -67 -104, SAID CONSTRUCTION TO CONSIST OF EXCAVATIONS, 8 -INCH CALICHE
BASE, TWO - COURSE ASPHALTIC SURFACING FOR PAVEMENT WIDTH OF 24 FEET, 5,680
FEET OF CHANNEL EXCAVATION, OUTFALL STRUCTURES AND OTHER DRAINAGE FACILITIES,
ALL AS MORE FULLY SET OUT IN THE PLANS AND SPECIFICATIONS AND CONTRACT DOCU-
MENTS ON FILE IN THE OFFICE OF THE CITY SECRETARY, ALL OF WHICH ARE MADE A
PART HEREOF BY REFERENCE, AND ACCORDING TO THE BID OF C.R.M. CONTRACTORS,
INC., OPENED ON JANUARY 21, 1970, THE SAID BID OF C.R.M. CONTRACTORS, INC.
BEING THE LOWEST AND MOST ADVANTAGEOUS TO THE CITY OF CORPUS CHRISTI, TEXAS.
SECTION 2. THERE 15 HEREBY APPROPRIATED OUT OF NO. 220 STREET
BOND FUND THE SUM OF $65,000, OF WHICH AMOUNT $59,340.30 IS FOR THE CON-
STRUCTION CONTRACT AND $5,659.70 IS FOR CONTINGENCIES AND INCIDENTAL EXPENSES.
SECTION 3. THE NECESSITY TO PROVIDE AN IMPROVEMENT TRAFFIC FACI-
LITY IN COOPERATION WITH CERTAIN PARTICIPATING PROPERTY OWNERS CREATES A
PUBLIC EMERGENCY AND IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION
OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY
ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL
BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING
DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, AND HAVING REQUESTED THE
SUSPENSION OF THE CHARTER RULE AND THAT THIS ORDINANCE BE PASSED FINALLY

ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND
EFFECT FROM AND 4FTER ITS PASSAGE, IT IS ACCORDINGLY SO ORDAINED, THIS THE

for the contract, agreement, obligation or expenditures contemplated in the
above and foregoing ordinance is in the Treasury of the City of Corpus Christi

from which it is proposed to be drawn, and such money is not appropriated for
any other purpose.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
