AN ORDINANCE
AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND ON
BEHALF OF THE CITY OF CORPUS CHRISTI, TO EXECUTE A CON-
TRACT WITH STANLEY - ORION & KIESEL, INC., FOR THE CON-
STRUCTION OF THE COMFORT STATION, WEST GUTH PARK, PROJECT
NO. 291 -64-1; APPROPRIATING OUT OF THE NO. 291 PARK BOND
FUNDS THE SUM OF $11,000, OF WHICH $9,997 IS FOR THE CON-
STRUCTION CONTRACT AND $1,003 IS FOR CONTINGENCIES AND
INCIDENTAL EXPENSES; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION I. THAT THE CITY MANAGER BE, AND HE IS HEREBY, AUTHORIZED
AND DIRECTED, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO EXECUTE
A CONTRACT WITH STANLEY - ORION & KIESEL, INC., FOR THE CONSTRUCTION OF THE
COMFORT STATION, WEST GUTH PARK, PROJECT N0. 291 -64-1, SAID CONSTRUCTION TO
CONSIST OF THE COMPLETE CONSTRUCTION OF THE COMFORT STATION, INCLUDING EXCA-
VATION, GRADING, FOUNDATION, STRUCTURAL, PLUMBING, ELECTRICAL, FIXTURE INSTAL-
LATION, AND PAINTING, ALL AS MORE FULLY SET OUT IN THE PLANS AND SPECIFICATIONS
AND CONTRACT DOCUMENTS ON FILE IN THE OFFICE OF THE CITY SECRETARY, ALL OF
WHICH ARE MADE A PART HEREOF BY REFERENCE, AND ACCORDING TO THE 810 OF STANLEY -
ORION & KIESEL, INC., OPENED ON MARCH 11, 1970, THE SAID BID OF STANLEY - ORION
& KIESEL, INC., BEING THE LOWEST AND MOST ADVANTAGEOUS TO THE CITY OF CORPUS
CHRISTI, TEXAS.
SECTION 2. THERE IS HEREBY APPROPRIATED OUT OF ND. 291 PARK BOND
FUNDS THE SUM OF $11,000, OF WHICH AMOUNT $9,997 IS FOR THE CONSTRUCTION
CONTRACT AND $1,003 IS FOR CONTINGENCIES AND INCIDENTAL EXPENSES.
SECTION 3. THE NECESSITY TO PROVIDE ADDITIONAL RESTROOM FACILITIES
FOR THE WEST GUTH PARK CREATES A PUBLIC EMERGENCY AND IMPERATIVE PUBLIC NECES-
SITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR
RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT
SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE
CITY COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO
EXIST, AND HAVING REQUESTED THE SUSPENSION OF THE CHARTER RULE AND THAT THIS
ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT
AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY

I certify to the City Council that $ 11,000.00 , the amount required
for the contract, agreement, obligation or expenditures contemplated in the
above and foregoing ordinance is in the Treasury of the City of Corpus Christi
to the credit of:
Fund No. and Name 291 Perk Bond Fund,
Project No. 291 -64-1
Project Name Comfort Station, West Guth Park
from which it is proposed to be drawn, and such money is not appropriated for
any other purpose.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
