HomeMy WebLinkAbout09687 ORD - 03/25/1970s AN ORDINANCE AMENDING ORDINANCE N0. 646q PERTAINING TO RULES FOR COMMITTEES, BOARDS AND COMMISSIONS OF THE CITY, BY ADDING A PARAGRAPH TO SECTION 2 OF SAID ORDINANCE TO PROVIDE FOR AUTOMATIC VACANCY OF MEMBERS BY ANNOUNCE- MENT OF CANDIDACY FOR ELECTIVE PUBLIC OFFICE; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION t. THAT SECTION 2 OF ORDINANCE NO. 6460 ENTITLED "ESTABLISHING UNIFORM RULES FOR ALL COMMITTEES, BOARDS AND COMMISSIONS OF THE CITY, REQUIRING ATTENDANCE OF MEMBERS OF COMMITTEES, BOARDS AND COMMISSIONS AT REGULAR MEETINGS, PROVIDING FOR AUTOMATIC VACANCY FOR UNEXCUSED ABSENCE FROM REGULAR MEETINGS UNDER CERTAIN CIRCUMSTANCES; REQUIRING THE FURNISHING OF COPIES OF MINUTES OF REGULAR MEETINGS TO BE PROMPTLY FURNISHED TO THE CITY MANAGER; PROVIDING FOR SEMIANNUAL REPORTS FOR ALL COMMITTEES, BOARDS AND COMMISSIONS; AND DECLARING AN EMERGENCY" BE, AND THE SAME IS HEREBY, AMENDED BY ADDING THE FOLLOWING PARAGrAPI: TO -'AID SECT :ON 2: "IN THE EVENT ANY MEMBER OF ANY COMMITTEE, BOARD OR COMMISSION SHALL ANNOUNCE AS A CANDIDATE FOR NOMINATION OR ELECTION TO ANY ELECTIVE PUBLIC OFFICE, OR CAMPAIGN FOR NOMINATION OR ELECTION TO ANY PUBLIC OFFICE, OR BE APPOINTED TO ANY ELECTIVE PUBLIC OFFICE, SUCH MEMBER SHALL AUTOMATICALLY CEASE TO BE AN ACTIVE MEMBER OF SUCH COMMITTEE, BOARD OR COMMISSION, AND THE RESPECTIVE BODY SHALL CERTIFY SUCH FACT TO INFORM THE COUNCIL OF SUCH VACANCY $O AS TO ENABLE THE COUNCIL TO FILL SUCH VACANCY BY PROMPT APPOINTMENT." SECTION 2. THE NECESSITY FOR IMMEDIATE AMENDMENT OF THE SAID ORDINANCE N0. 6460 CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, AND HAVING REQUESTED THE SUSPENSION OF SAID CHARTER RULE AND THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRO- DUCTION AND THAT THIS ORDINANCE TAKE EFFECT AND BE IN FULL FORCE AND IN EFFECT AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO ORDAINED, THIS lg'+ DAY OF MARCH, 1970, ATTEST: /�� w' CITY SECR TAIjj Y v THE CITY &OFCORPIUS CHRISTI, TEXAS APPj2WED: DAY OF MARCH, 1970; CITY A TORN`Y Corpus Christi, xas A ay of 197 TO THE MEMBERS OF THE CITY COUNCIL Corpus Christi, Texas For the reasons set forth in the emergency clause of the foregoing ordinance, a public emergency and imperative necessity exist for the suspen- sion of the Charter rule or requirement that no ordinance or resolution shall be passed finally on the date it is introduced, and that such ordinance or resolution shall be read at three meetings of the City Council; I, therefore, request that you suspend said Charter rule or requirement and pass this ordi- nance finally on the date it is introduced, or at the present meeting of the City Council.
