AN ORDINANCE
AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND ON
BEHALF OF THE CITY OF CORPUS CHRISTI, TO EXECUTE A CON-
TRACT WITH SURF -TEX CONSTRUCTION COMPANY FOR THE CONSTRUC-
TION OF THE TRANSIT SYSTEM IMPROVEMENTS, PROJECT NO. 218 -66 -2;
SLIM OF OUT OF THE NO. OF WHICH AMOUNT THEFCON THE
SUM OF ON 20 IS FOR CONTINGENCIES AND
CON-
STRUCTION CONTRACT AND $6,879•
INCIDENTAL EXPENSES; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. THAT THE CITY MANAGER BE, AND HE IS HEREBY, AUTHORIZED
AND DIRECTED, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO EXECUTE A
CONTRACT WITH SURF -TEX CONSTRUCTION COMPANY FOR THE CONSTRUCTION OF THE
TRANSIT SYSTEM IMPROVEMENTS, PROJECT No. 218 -66 -2, SAID WORK TO CONSIST OF
CONSTRUCTION OF PARKING LOTS, STREETS, CURB AND GUTTER, SIDEWALK, DRIVEWAYS,
RETAINING WALL AND STORM SEWER; RELOCATION OF EXISTING FENCING AND ADDITION
OF 360' OF NEW 6' CHAIN LINK FENCE, AND OTHER APPURTENANCES, ALL AS MORE FULLY
SET OUT IN THE PLANS AND SPECIFICATIONS AND CONTRACT DOCUMENTS ON FILE IN THE
OFFICE OF THE CITY SECRETARY, ALL OF WHICH ARE MADE A PART HEREOF BY REFERENCE,
AND ACCORDING TO THE BID OF SURF -TEX CONSTRUCTION COMPANY, OPENED MARCH 25,
1970, THE SAID BID OF SURF -TEX CONSTRUCTION COMPANY, BEING THE LOWEST AND MOST
ADVANTAGEOUS TO THE CITY OF CORPUS CHRISTI, TEXAS.
SECTION 2. �TQHERE IS HEREBY APPROPRIATED OUT OF N0. 218 TRANSIT SYSTEM
BOND FUND THE SUM OF $87,000, OF WHICH AMOUNT $80,120.80 IS FOR THE CONSTRUCTION
CONTRACT AND $6,879.20 IS FOR CONTINGENCIES AND INCIDENTAL EXPENSES.
SECTION 3. THE NECESSITY TO PROVIDE THE HEREINABOVE DESCRIBED FUNDS
AND To AUTHORIZE THE CONTRACT IN ORDER THAT THE TRANSIT SYSTEM IMPROVEMENTS
MAY BE CONSTRUCTED AS SOON AS POSSIBLE CREATES A PUBLIC EMERGENCY AND IMPERATIVE
PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE
OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE of ITS INTRODUCTION AND THAT
SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY
COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST,
AND HAVING REQUESTED THE SUSPENSION OF THE CHARTER RULE AND THAT THIS ORDINANCE
BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN
FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO ORDAINED,

TO THE MEMBERS OF THE CITY COUNCIL

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
