AN ORDINANCE
AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE
REAL ESTATE SALES CONTRACTS, FOR AND ON BEHALF OF THE
CITY OF CORPUS CHRISTI, WITH TOM C BICKHAM AND WIFE,
EMMA BICKHAM, FOR ACQUISITION OF THE HEREINAFTER
DESCRIBED TRACTS OR PARCELS OF LAND, IN CONNECTION
WITH THE 48" WATER LINE - GREENWAY RIGHT OF WAY, BEING
PROJECT NO. 202 -68 -29.1; APPROPRIATING OUT OF NO. 202
WATER SYSTEM BOND FUND THE SUM OF $10,900.30, OF WHICH
AMOUNT $10,662.30 IS FOR ACQUISITION OF THE PARCELS AND
$238 IS FOR INCIDENTAL EXPENSES RELATED TO CLOSING
COSTS; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS:
SECTION 1. THAT THE CITY MANAGER BE, AND HE IS HEREBY, AUTHORIZED
AND DIRECTED TO EXECUTE REAL ESTATE SALES CONTRACTS, FOR AND ON BEHALF OF
THE CITY OF CORPUS CHRISTI, TO ACQUIRE FROM TOM C. BICKHAM AND WIFE, EMMA
BICKHAM, THE HEREINAFTER DESCRIBED TRACTS OR PARCELS OF LAND:
BEING A 4.92 ACRE TRACT OF LAND OUT OF THE TOM C. BICKHAM
30 -ACRE TRACT AS DESCRIBED IN VOLUME 273, PAGE 369, DEED
RECORDS, NUECES COUNTY, TEXAS, SAID 4.92 -ACRE TRACT BEING
MORE PARTICULARLY DESCRIBED BY METES AND BOUNDS AS FOLLOWS:
BEGINNING AT A POINT IN THE EAST RIGHT -OF -WAY LINE OF THE
ST. LOUIS, BROWNSVILLE, AND MEXICO RAILROAD COMPANY, SAID
POINT BEING THE MOST NORTHERLY CORNER OF SAID TOM C.
BICKHAM 30 -ACRE TRACT FOR THE MOST NORTHERLY CORNER OF THE
TRACT HEREIN DESCRIBED,
THENCE IN A SOUTHERLY DIRECTION WITH THE EAST RIGHT -OF -WAY

SECTION 2. THERE IS HEREBY APPROPRIATED OUT OF NO. 202 WATER
SYSTEM BOND FUND THE SUM OF $10,900.30, OF WHICH AMOUNT 10,662.30 IS FOR
ACQUISITION OF THE AFORESAID PARCELS OR TRACTS AND THE SUM OF $238 IS FOR
INCIDENTAL EXPENSES RELATED TO CLOSING COSTS.
SECTION 3. THE NECESSITY TO IMMEDIATELY AUTHORIZE THE EXECUTION
OF REAL ESTATE SALES CONTRACTS FOR THE ACQUISITION OF THE AFORESAID PARCELS

OR TRACTS OF LAND AND TO APPROPRIATE THE NECESSARY FUNDS FOR USE IN CONNEC-
TION WITH THE 48" WATER LINE - GREENWAY RIGHT OF WAY CREATES A PUBLIC
EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF
THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY
ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL
BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING
DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, AND HAVING REQUESTED THE
SUSPENSION OF SAID CHARTER RULE AND THAT THIS RESOLUTION BE PASSED FINALLY
ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND
EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO ORDAINED, THIS

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
