BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. THERE IS HEREBY APPROPRIATED OUT OF PARK BOND FUND NO. 291 THE SUM OF $33,017 FOR PARK IMPROVEMENTS TO BE MADE TO WEST GUTH PARK, PROJECT N0. 291 - 644 -1, SAID IMPROVEMENTS BEING INSTALLED BY CITY FORCES AND CONSISTING OF PICNIC FACILITIES, PLAY AREAS, LANDSCAPING, IRRIGATION, GRADING AND OTHER RELATED IMPROVEMENTS, THE SUMS HEREINABOVE APPROPRIATED TO REIMBURSE THE PARK CONSTRUCTION ACTIVITY 44122. SECTION 2. THE NECESSITY TO APPROPRIATE THE HEREINABOVE SUMS IN ORDER TO PROVIDE ADEQUATE PARK FACILITIES AT WEST GUTH PARK CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, AND HAVING REQUESTED THE SUSPENSION OF THE CHARTER RULE AND THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO ORDAINED, THIS THE z' 6 AY OF MAY, 1970. THERE IS HEREBY APPROPRIATED OUT OF UNALLOCATED PORTION OF GENERAL FUND N0. 102 THE SUM OF $20,646 TO BE REIMBURSED OUT OF N0. 291 PARK BOND FUND AFTER THE SALE OF BONDS, THE SUM OF $20,460, BEING FOR THE ACQUISITION OF THE AFORESAID PARCEL AND $186 BEING FOR INCIDENTAL CLOSING COSTS. SECTION 3. THE NECESSITY TO IMMEDIATELY AUTHORIZE THE AFORESAID REAL ESTATE SALES CONTRACT AND TO APPROPRIATE THE SUMS HEREINABOVE SET FORTH IN ORDER THAT THE CITY MAY ACQUIRE THE DESCRIBED PARCEL OR TRACT OF LAND FOR THE BAYFRONT OPEN SPACE PROJECT CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDI- NANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECES- SITY TO EXIST, AND HAVING REQUESTED THE SUSPENSION OF THE CHARTER RULE AND THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO ORDAINED, THIS THE a 74&AY OF MAY, 1970.
