HomeMy WebLinkAbout09793 RES - 06/10/1970A RESOLUTION EXPRESSING THE WILLINGNESS OF THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI TO MAKE APPLICATION TO THE DEPARTMENT OF LABOR FOR A FEDERAL GRANT FOR THE PURPOSE OF ESTABLISHING A MANPOWER PLANNING OFFICE; AND DECLARING AN EMERGENCY. WHEREAS, the Department of Labor has expressed the availa- bility of Federal Grants under authority of the Manpower Development and Training Act of 1962 as amended to assist local Governments to assume a greater role in Manpower Planning and Delivery Systems; and WHEREAS, the City of Corpus Christi has been designated by the Department of Labor to be eligible for such a Grant; and WHEREAS, there is a need for more effective coordination of Manpower Planning efforts: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That an application be made to the Department of Labor for a Grant of $20,947 to establish a Manpower Planning Office. SECTION 2. That the City Manager is hereby authorized to direct and execute and to file such application with the Department of Labor, to provide additional information and to furnish such documents as may be required by said Department, to execute such contracts as are required by said Department and to act as the correspondent of the Applicant. SECTION 3. That said Office of Manpower Planning be placed under the supervision of the Director of the Department of Urban Development. SECTION 4. The necessity to authorize the City Manager to promptly make application for federal funds for the above pruposes, creates a public emergency and an imperative public necessity requir- ing the suspension of the Charter Rule that no ordinance or resolution shall be passed finally on the date of its introduction and that such 9792T ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, and having requested the suspension of the Charter Rule and that this resolution shall be passed finally on the date of its intro- duction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the,day of June, 1970.
