AN ORDINANCE
AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND
ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO EXECUTE
A CONTRACT WITH B & E CONSTRUCTION FOR THE IMPROVE-
MENTS TO R/W 13 -31 AT CORPUS CHRISTI INTERNATIONAL
AIRPORT, APPLICABLE TO PROJECT NO. 245 -68 -11.1,
CORPUS CHRISTI INTERNATIONAL AIRPORT EXPANSION;
APPROPRIATING OUT OF NO. 245 AIRPORT BOND FUND THE
SUM OF $1,400,000, OF WHICH AMOUNT $1, 42,588.25 IS
FOR THE CONSTRUCTION CONTRACT AND $57,411.75 IS FOR
CONTINGENCIES, INCLUDING ENGINEERING, LABORATORY,
INSPECTION AND OTHER INCIDENTAL EXPENSES; AND DECLAR-
ING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:

SECTION 1. THAT THE CITY MANAGER BE, AND HE IS HEREBY AUTHORIZED
AND DIRECTED TO EXECUTE, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, A

CONTRACT WITH BI& E CONSTRUCTION FOR THE IMPROVEMENTS TO R/W 13 -31 AT CORPUS
CHRISTI INTERNATIONAL AIRPORT, APPLICABLE TO PROJECT NO. 245 -6 8-11.1, CORPUS
CHRISTI INTERNATIONAL AIRPORT EXPANSION, SAID IMPROVEMENTS TO CONSIST OF
EXCAVATION, BASE WORK, SURFACE, AS WELL AS DRAINAGE AND LIGHTING IMPROVEMENTS
NECESSARY FOR THE LENGTHENING AND STRENGTHENING OF RUNWAY 13 -31 AND RELATED
TAXIWAYS AT THE CORPUS CHRIST! INTERNATIONAL AIRPORT; ALL AS MORE FULLY SET
OUT IN THE PLANS AND SPECIFICATIONS AND CONTRACT DOCUMENTS ON FILE IN THE
OFFICE OF THE CITY SECRETARY, ALL OF WHICH ARE MADE A PART HEREOF BY REFER-
ENCE, AND ACCORDING TO THE BID OF B & E CONSTRUCTION, OPENED ON THE 10TH DAY
OF JUNE, 1970, THE SAID BID OF B & E CONSTRUCTION BEING THE LOWEST AND MOST
ADVANTAGEOUS TO THE CITY OF CORPUS CHRISTI, TEXAS. _
SECTION 2. THERE IS HEREBY APPROPRIATED OUT OF NO. 245 AIRPORT
BOND FUND THE SUM OF $1,400,000, OF WHICH AMOUNT $1,342 :588.25 IS FOR THE
CONSTRUCTION CONTRACT AND $57,411.75 IS FOR CONTINGENCIES, INCLUDING ENGINEER-
ING, LABORATORY, INSPECTION AND OTHER INCIDENTAL EXPENSES.
SECTION 3. THE NECESSITY TO MAKE NEEDED IMPROVEMENTS AND RUNWAY
EXPANSION TO THE CORPUS CHRISTI INTERNATIONAL AIRPORT CREATES A PUBLIC EMER-
GENCY AND IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER
RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF
ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT

THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING DECLARED
SUCH EMERGENCY AND NECESSITY TO EXIST, AND HAVING REQUESTED THE SUSPENSION
OF THE CHARTER RULE AND THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE
OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM
AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO ORDAINED, THIS THE DAY
OF JUNE, 1970.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
