AN ORDINANCE
AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND
ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO EXECUTE
A CONTRACT WITH W. T. YOUNG CONSTRUCTION COMPANY FOR
THE CONSTRUCTION OF SANITARY SEWER LATERALS IN
WESTWOOD HEIGHTS, MARTINE, SABLATURA AND GUTH PARKSIDE
SUBDIVISIONS, ALL APPLICABLE TO PROJECT NO. 250- 7o -80.1;
APPROPRIATING OUT OF NO. 250 SANITARY SEWER BOND FUND
THE SUM OF $220,000, OF WHICH AMOUNT $206,1142.50 IS FOR
THE CONSTRUCTION CONTRACT AND $13,857.50 IS FOR CONTIN-
GENCIES, ENGINEERING AND INCIDENTAL EXPENSES; AND
DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS:
SECTION 1. THAT THE CITY MANAGER BE, AND HE 15 HEREBY,
AUTHORIZED AND DIRECTED, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI,
TO EXECUTE A CONTRACT WITH W. T. YOUNG CONSTRUCTION COMPANY FOR CONSTRUC-
TION OF SEWER LINES IN WESTWOOD HEIGHTS, MARTINE, SABLATURA, AND GUTH
PARKSIDE SUBDIVISIONS IN THE CITY OF CORPUS CHRISTI, SAID CONSTRUCTION
TO CONSIST OF INSTALLATION OF VITRIFIED CLAY PIPE VARYING IN SIZE FROM
8° TO 12" FOR LATERALS AND COLLECTORS AND FROM 4" TO 6° FOR SERVICE LINE,
PLUS MANHOLES AND RELATED WORK, ALL AS MORE FULLY SET FORTH IN THE PLANS
AND SPECIFICATIONS AND CONTRACT DOCUMENTS ON FILE IN THE OFFICE OF THE
CITY SECRETARY, ALL OF WHICH ARE MADE A PART HEREOF BY REFERENCE, AND
ACCORDING TO THE BID OF W. T. YOUNG CONSTRUCTION COMPANY, OPENED ON
JUNE 10, 1970, THE SAID BID OF W. T. YOUNG CONSTRUCTION COMPANY BEING
THE LOWEST AND MOST ADVANTAGEOUS TO THE CITY OF CORPUS CHRISTI, TEXAS.
SECTION 2. THERE IS HEREBY APPROPRIATED OUT OF NO. 250 SANITARY
SEWER BOND FUND THE SUM OF $220,000, OF WHICH AMOUNT $206,1142.50 IS
FOR THE CONSTRUCTION CONTRACT AND $13,857.50 IS FOR CONTINGENCIES,
ENGINEERING AND INCIDENTAL EXPENSES, ALL IN CONNECTION WITH THE AFORESAID
SEWER LATERAL CONSTRUCTION, DESIGNATED AS PROJECT No. 250- 70 -80.1.
SECTION 3. THE NECESSITY TO PROVIDE SANITARY SEWER SERVICE
TO THE AFORESAID SUBDIVISIONS AT THE EARLIEST PRACTICABLE DATE CREATES
A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE
SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE

PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE
OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY
COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY
TO EXIST, AND HAVING REQUESTED THE SUSPENSION OF THE CHARTER RULE AND
THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION
AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS
PASSAGE, IT IS ACCORDINGLY SO ORDAINED, THIS THE /7?t& DAY OF

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
