RESOLUTION
WHEREAS, ON AUGUST 28, 1969, AT THE REQUEST OF MAYOR JACK R.
BLACKMON, LEADERS FROM THE OIL PRODUCING AND REFINING INDUSTRY, SHIPPING
INTERESTS, PORT AGENCIES AND NAVIGATION DISTRICTS, FEDERAL AND STATE
AGENCIES, AND CITY AND COUNTY GOVERNMENTS OF ARANSAS, SAN PATRICIO AND
NUECES COUNTIES, MET AND APPOINTED A SPILL STUDY STEERING COMMITTEE AND
A WORKING COMMITTEE TO MAKE A STUDY FROM WHICH TO RECOMMEND HOW THIS AREA
MAY BEST PREPARE ITSELF TO CONTAIN AND HARVEST A POSSIBLE MAJOR OIL SPILL
ON ITS WATERS; AND
WHEREAS, THE SPILL STUDY STEERING COMMITTEE HAS NOW RECEIVED AND
APPROVED THE REPORT OF THE SPILL STUDY WORKING COMMITTEE; AND
WHEREAS, THE SPILL STUDY STEERING COMMITTEE HAS BEGUN THE TASK
OF FINDING WAYS TO IMPLEMENT AND FUND ITS RECOMMENDATIONS; AND
WHEREAS, THE REPORT HAS BEEN SUBMITTED IN TWO PARTS; PART I BEING
A REPORT ON THE SO- CALLED "STATE OF THE ART" FOR OIL CONTAINMENT AND REMOVAL
AND PART II IS THE PROPOSED CONTINGENCY PLAN RECOMMENDED FOR ADOPTION THROUGH-
OUT THE THREE - COUNTY AREA; AND
WHEREAS, PART I SPECIFICALLY RESPONDED TO THE CHARGE TO:
1. DETERMINE WHAT WATER BODIES IN THE COASTAL PORTION OF
THE THREE COUNTIES CAN AND SHOULD BE CLOSED OFF IN THE
EVENT A MAJOR PETROLEUM SPILL SHOULD OCCUR OUTSIDE
THESE WATERS. WHAT EQUIPMENT WOULD BE REQUIRED TO
ACCOMPLISH THIS AND WHAT WOULD BE THE COST,
2. WHAT EQUIPMENT WOULD BE REQUIRED TO CONTAIN A MAJOR
OIL SPILL IN THE LARGER WATER BODIES OF THE AREA AND
WHAT METHODS SHOULD BE EMPLOYED TO HARVEST THE SPILL.
WHAT WOULD BE THE COST OF THIS EQUIPMENT; AND
WHEREAS, PART II RESPONDS TO THE CHARGE TO PREPARE A CONTINGENCY
PLAN FOR THE THREE- COUNTY AREA; AND
WHEREAS, THE FULL REPORT HAVING BEEN PRESENTED TO THE CITY COUNCIL
AND ALL PARTICIPATING COMPANIES AND GOVERNMENTAL AGENCIES;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:

SECTION 1. THAT THE CITY COUNCIL FULLY SUPPORTS THE OVERALL
RECOMMENDATIONS OF THE SPILL STUDY AND SPECIFICALLY:
(A) ENDORSES THE CONTINGENCY PLAN AS SET FORTH IN PART II
AND IS PREPARED AT THE APPROPRIATE TIME TO EXECUTE
THE NECESSARY DOCUMENTS TO PLACE THIS PLAN IN EFFECT.
(B) CONTEMPLATES THE PROVISION IN THE 1970 -71 BUDGET OF
$20,000 AS ITS ESTIMATED PARTICIPATION IN INITIAL
CAPITAL EXPENDITURES AND THE FIRST YEAR OF OPERATION
OF SUCH PLAN.
(C) PLEDGES THE AVAILABILITY OF EQUIPMENT AND SPACE AS
RECOMMENDED IN THE PLAN.
(c) PLEDGES THE FULL SUPPORT OF THE EMPLOYEES OF THE CITY
IN THE ADMINISTRATION AND THE IMPLEMENTATION OF THE
PLAN.
SECTION 2. THE CITY COUNCIL EARNESTLY ENCOURAGES AND INVITES
ALL PRIVATE AND PUBLIC INTERESTS IN THE THREE - COUNTY AREA TO PROMPTLY
REVIEW THE PLAN AND INDICATE CONCURRENCE AND WILLINGNESS TO ASSIST.
SECTION 3. THE CITY COUNCIL EXPRESSES ITS SINCERE THANKS FOR
THE WORK OF THE STEERING COMMITTEE AND SEEKS ITS CONTINUED GUIDANCE IN
IMPLEMENTING AND ADMINISTERING THE PLAN.
SECTION 4. THE CITY COUNCIL WISHES TO ESPECIALLY THANK THE
MEMBERS OF THE FIVE -MAN WORKING COMMITTEE FOR THE VERY COMPETENT REPORT
WHICH HAS BEEN COMPLETED AND FOR THE MANY HOURS INVOLVED IN ITS PREPARA■
?ION.: A THANKS TO BE SHARED WITH THE EMPLOYERS WHO ALLOWED THE SIGNIFI-
CANT INVESTMENT IN TIME NECESSARY FOR THE WORKING COMMITTEE TO COMPLETE
ITS TASK.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
