AN ORDINANCE
REPEALING ORDINANCE NOS. 6260, 5501, 4635 AND 3486,
BY AMENDING THE SCHEDULE OF MOTOR BUS RATES TO PRO-
VIDE FOR AN INCREASE IN RATES; PROVIDING FOR SEVER -
ABILITY; AND DECLARING AN EMERGENCY.
WHEREAS, THE CITY OF CORPUS CHRISTI HAS ACQUIRED THE FACILITIES
OF THE NUECES TRANSPORTATION COMPANY AND, WITH THE PARTICIPATION OF THE
DEPARTMENT OF TRANSPORTATION, HAS PURCHASED 27 AIR CONDITIONED BUSES TO
IMPROVE BUS SERVICE; AND
WHEREAS, THE COST OF PROVIDING BUS SERVICE, INCLUDING OPERATORS'
SALARIES AND BUS MAINTENANCE, HAS INCREASED TO THE POINT WHERE EXISTING
REVENUES WILL NOT MEET DIRECT OPERATING COSTS; AND
WHEREAS, THE CITY COUNCIL HAS DETERMINED THAT AN INCREASE IN
RATES AND FARES IS ESSENTIAL; AND
WHEREAS, THE CITY COUNCIL FINDS THAT THE HEREINAFTER PRESCRIBED
RATES AND FARES ARE REASONABLE, JUST AND FAIR, BEING IN THE PUBLIC INTEREST,
AND WILL HELP DEFRAY THE INCREASED OPERATING COSTS:
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. THAT ORDINANCE NOS. 6260, 5501, 4635 AND 3486 AND
ALL OTHER ORDINANCES IN CONFLICT HEREWITH, INSOFAR AS THE SAME ARE CON-
FLICTIVE WITH THIS ORDINANCE,.BE AND THEY ARE HEREBY REPEALED.
SECTION 2. THAT HEREAFTER THE FARE FOR TRANSPORTATION BY THE
CITY TRANSIT SYSTEM SHALL BE AS SET FORTH IN THE FOLLOWING SCHEDULE:
(A) (1) ALL RIDES ORIGINATING IN ONE ZONE AND TERMINATING IN THE
SAME ZONE WITHOUT HAVING TRAVELED IN ANY OTHER ZONE SHALL
PAY THE BASE FARE OF TWENTY -FIVE CENTS (250) IN COIN, OR
ONE (1) TOKEN ISSUED BY THE CITY TRANSIT SYSTEM. TOKENS
PURCHASED IN LOTS OF FIVE (5) SHALL BE SOLD FOR ONE DOLLAR
($1.00).
(2) FOR CHILDREN, FROM THEIR FIFTH (5TH) TO THEIR TWELFTH
(12TH) BIRTHDAYS, ALL RIDES ORIGINATING IN ONE ZONE AND
TERMINATING IN THE SAME ZONE WITHOUT HAVING TRAVELED IN
ANY OTHER ZONE, TWELVE CENTS (120).
(3) FOR STUDENTS, REGARDLESS OF AGE, IN ACTUAL ATTENDANCE AT
ANY ACADEMIC PUBLIC OR PRIVATE SCHOOL OF GRADES NOT HIGHER
THAN THE PUBLIC HIGH SCHOOLS OF THE CITY OF CORPUS CHRISTI,
BETWEEN THE HOURS OF SEVEN O'CLOCK (7:00) A. M. TO SIX
O'CLOCK (6:00) P. M., REGULAR CASH FARE SHALL BE CHARGED
AS IN (A) (1) ABOVE OR ONE (1) SCHOOL TICKET OR RIDE
(TWELVE AND ONE -HALF CENT VALUE).

SCHOOL OR RIDE TICKETS IN LOTS OF TWENTY (20) SHALL BE
SOLD FOR TWO DOLLARS AND FIFTY CENTS ($2.50). PROVIDED,
HOWEVER, FOR A TRIP ON A SCHOOL OR RIDE TICKET UNDER
(A) (3) THERE SHALL BE NO ADDITIONAL CHARGE OR FARE FOR
CROSSING TWO OR MORE ZONES.
(4) FOR CHILDREN UNDER THE AGE OF FIVE (5) YEARS, WHEN
ACCOMPANYING A FARE PAYING PASSENGER, THERE SHALL BE
NO CHARGE.
(5) TRANSFERS SHALL BE ISSUED TO ALL PATRONS, BETWEEN ALL
ROUTES WITHOUT ADDITIONAL CHARGE; PROVIDED THAT SHOULD
AN ADULT PASSENGER CROSS A ZONE LINES THE FARE SHALL BE
FIVE CENTS (5¢) FOR EACH ZONE LINE CROSSED WHILE MAKING
SUCH RIDE. CHILD ZONE FARE SHALL BE THREE CENTS (30)
FOR N0. 2 ZONE, TWO CENTS (20) FOR NO. 3 ZONES THREE
CENTS (30) FOR N0. 4 ZONES TWO CENTS (2¢) FOR NO. 5 ZONE,
THUS CONTINUING IN THREE- AND TWO -CENT ALTERNATION TO THE
OUTERMOST ZONE OF SERVICE.
(B) INTRA -CITY CHARTER RATES
PARLOR COACH OR 45 PASSENGER WITH AIR - CONDITIONING, THREE
HOUR MINIMUM $30.00
$4.50 EACH COMPLETED ONE -HALF HOUR PAST
THREE HOURS.
35 PASSENGER WITH AIR - CONDITIONINGS THREE
HOUR MINIMUM $26.00
$4.00 EACH COMPLETED ONE -HALF HOUR PAST
THREE HOURS.
NON AIR - CONDITION 4 PASSENGERS, TWO HOUR MINIMUM $15.00
$4.00 EACH COMPLETED ONE -HALF HOUR PAST
TWO HOURS.
7 PASSENGERS, TWO HOUR MINIMUM $16.00
3.50 EACH COMPLETED ONE -HALF HOUR PAST
TWO HOURS.
2 PASSENGERS, TWO HOUR MINIMUM $14.00
3.00 EACH COMPLETED ONE -HALF HOUR PAST
TWO HOURS.

32 PASSENGERS $6.00 PER HOUR OR 6.0¢ PER
MILE, WHICHEVER IS GREATER.
CHARTER RATES MAY BE NEGOTIATED FOR LARGE VOLUME MOVEMENTS BY
THE TRANSIT SUPERINTENDENT SUBJECT TO APPROVAL OF THE DIRECTOR
OF PUBLIC UTILITIES.

LARGE VOLUME MOVEMENTS ARE ACTIVITIES INCLUDING BUT NOT
LIMITED TO SCHOOL ATHLETIC PROGRAMS AND MUSIC FESTIVALS.
NEGOTIATED RATES LIMITED TO MOVEMENTS INVOLVING OVER ONE
HUNDRED (100) HOURS PER WEEK.
THE DIRECTOR OF PUBLIC UTILITIES SHALL IN ADDITION TO CON-
SIDERATION OF THE RATES AND FARES CHARGED FOR SINGLE RIDERS
AND THE HOURS OF MOVEMENT PER WEEKS BE GUIDED IN FORMULATING A
NEGOTIATED RATE TRIP BY THE FOLLOWING FACTORS:
1. NUMBER OF PERSONS TO BE TRANSPORTED;
2. ONE -WAY OR ROUND -TRIP FEATURE OF THE TRIP;
3. TOTAL MILEAGE TO BE RUNS
(� NUMBER OF TRIPS COMMITTED TO BE MADE BY THE GROUP
ON THE CITY TRANSIT SYSTEM;
5. TYPE OF BUS TO BE USED;
6. HOURS OF THE DAY AND THE DAY OR DAYS OF THE WEEK OF
TRIP DURATION;
7. AGE AND PHYSICAL CONDITION OF THE PASSENGERS;
8 QUANTITY, DIMENSIONS WEIGHT, AND SHAPE OF ACCOMPANIED
AND UNACCOMPANIED BAGGAGE, IF ANY, TO BE TRANSPORTED; AND
9. NUMBER OF STOPS TO BE MADE BETWEEN ORIGIN AND DESTI-
NATION AND DURATION OF STOPS.
(C) INTRA- STATECHARTER RATES
AS PUBLISHED BY TEXAS RAILROAD COMMISSION TARIFF NO. A455,
SCHEDULE D -10, MARCH 15, 1970.
(D) ZONES
ZONES SHALL CONSIST OF CIRCLES HAVING AS COMMON CENTERS THE
INTERSECTION OF THE CENTERLINES OF CHAPARRAL AND LAWRENCE
STREETS. THE FIRST ZONE SHALL HAVE A RADIUS OF THREE (3)
MILES, CONSTITUTING ZONE ONE. SUCCESSIVE CONCENTRIC CIRCLES2
HAVING THE AFORESAID CENTER AS A COMMON CENTERS OF TWO -MILE
RADIUS INCREMENTS2 SHALL CONSTITUTE THE OUTER ZONES, APPEARING
AND DESIGNATED BY ZONE NUMBERS AS SHOWN ON THE MAP ANNEXED
HERETO, DESIGNATED "EXHIBIT A" AND BY THIS REFERENCE INCORPORATED
HEREIN AND MADE A PART HEREOF.
SECTION 3. IF FOR ANY REASON ANY SECTIONS PARAGRAPHS SUBDIVISION,
CLAUSES PHRASES OR PROVISION OF THIS ORDINANCE SHALL BE HELD INVALIDS IT
SHALL NOT AFFECT ANY VALID PROVISIONS OF THIS OR ANY OTHER ORDINANCE OF
THE CITY OF CORPUS CHRISTI TO WHICH THESE RULES AND REGULATIONS RELATE.
SECTION 4. THE NECESSITY TO IMMEDIATELY EFFECT THE CHANGES
HEREINABOVE SET FORTH CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC
NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR
RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION BUT
THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS
OF THE CITY COUNCILS AND THE MAYOR HAVING REQUESTED THE SUSPENSION OF THE
CHARTER RULE AND HAVING DECLARED THAT SUCH PUBLIC EMERGENCY AND NECESSITY

EXIST, AND THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS
INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND
AFTER ITS PASSAGE, IT IS ACCORDINGLY SO ORDAINED, THIS THE 29TH DAY OF
JULY, 1970.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
