HomeMy WebLinkAbout09903 ORD - 08/26/1970JKH:8 -26 -70 AN ORDINANCE AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH REAGAN & MCCAUGHAN FOR A SURVEY OF DAMAGES TO THE ROOF SECTION OF THE HOLLY ROAD GROUND STORAGE TANKS AND PREPARATION OF PLANS AND SPECIFICATIONS FOR THE REPAIRS THAT WILL BE NECESSARY TO CORRECT DAMAGE SUSTAINED DURING HURRICANE CELIA; APPROPRIAT- ING THE SUM OF $2900 OUT OF THE WATER SYSTEM RESERVE #5199, CODE 490, FOR THE AFORESAID CONTRACT SERVICES TO BE PERFORMED BY REAGAN & MCCAUGHAN; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. THAT THE CITY MANAGER BE, AND HE IS HEREBY, AUTHORIZED TO EXECUTE A CONTRACT, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, WITH REAGAN & MCCAUGHAN FOR A SURVEY OF DAMAGES TO THE ROOF SECTION OF THE HOLLY ROAD GROUND STORAGE TANKS AND PREPARATION OF PLANS AND SPECIFICATIONS FOR THE REPAIRS THAT WILL BE NECESSARY TO CORRECT DAMAGE SUSTAINED DURING HURRICANE CELIA, ALL AS MORE FULLY SET FORTH IN THE CONTRACT, A COPY OF WHICH 15 ATTACHED HERETO AND MADE A PART HEREOF. SECTION 2. THERE IS HEREBY APPROPRIATED OUT OF WATER SYSTEM RESERVE FUND #5199, CODE 490, THE SUM OF $2900 FOR THE AFORESAID CONTRACT SERVICES TO BE PERFORMED BY REAGAN & MCCAUGHAN. SECTION 3. Tema Res Holly Road Ground Storage Tanks Dear Mr. Townsends This morning we wade an inspection of the Holly Road ground storage tanks with Atlae Cunningham, to observe the damage done to the tanks I by Hurricane Colia on august 3. we entered both taanks, using a Oubbsr raft, and examined the roof structure* moth tanks were found to have suffered damage. The roofs of the tanks are steal plate, lapped and welded on the top side only, laid on steel channel purlins which span from the outer wall to interior steel beams supported by columns. The roof sides is not welded to the purlins. because of stresses which would result from such restraint, and because providing steel weight for such increased stresses (plus the increased welding cost) which have increased the initial cost greatly. The purlius are supported by welded brackets and bolts on the tank wall and on the interior beams. The damage observed was primarily to the purlin channels. Many were found to be bowed latierally, and many were also tilted over at an angle. On the south tank, this was so extreme as to cause a water - holdingg depression in the roof. We believe the purlin failures were caused by end -wise stresses induced by the yielding of the tank walls with the great wind presoures involved, plus the extremo hammering effect the roof skin must have given the purline during the wind gusts. Slight out -of- straightness would thus have been exaggerated into a 'definite bow. L Page 2 Mr. R. Marvin Townsend August 19, 1970 The purlin channels do not have a very groat lateral 600ft e990 and to believe goat, with a fewr eptlons. they can be straightened without permanent d —agae. Their performance in service shows that it will bo dosirable to provide some sort of lateral stiffening to all of the purline, with possibly some extra attention to the straightened ones. This work would be beyond the capacity of your maintenance staff, and should be Contracted. We cannot. give a construction cost estivate until the damage is studied more quantitatively sad a plan io agreed upon.
