A RESOLUTION
EXPRESSING THE APPRECIATION AND GRATITUDE OF THE CITIZENS
OF CORPUS CHRISTI TO PERSONS AND ORGANIZATIONS FOR THEIR
SERVICES AND MATERIALS, PREPARATIONS AND ORGANIZED EFFORTS
IN RENDERING AID, FOOD AND CLOTHING TO THE AREA IN ADVANCE
OF, DURING AND FOLLOWING THE TROPICAL HURRICANE CELIA, AND
THE DISASTER AND DAMAGE FROM SUCH STORM.
WHEREAS, ON THE MORNING OF AUGUST 3, 1970 WHEN THE HURRICANE
WARNING SOUNDED FOR THE TROPICAL HURRICANE CELIA, THE CIVIL DEFENSE SERVICES,
AMERICAN RED CROSS, SALVATION ARMY, LOCAL NEWS MEDIA, ALL BRANCHES OF THE
UNITED STATES ARMED FORCES, THE SCHOOL SYSTEMS, THE RADIO, TELEVISION AND
COMMUNICATIONS SERVICES, TRANSPORTATION, THE POLICE SERVICES, AND INDIVI-
DUALS AIDING THOSE ORGANIZATIONS, AND OTHERS, BECAME ALERTED AND COMMENCED
PREPARATION FOR THE POTENTIAL DAMAGES AND INJURIES BY MAKING AVAILABLE
THEIR SERVICES FOR THE SAFETY, WELFARE AND SHELTERING OF POTENTIAL VICTIMS
OF THE IMPENDING DISASTER AND CONTINUED SUCH SERVICES THROUGHOUT THE ENTIRE
PERIOD OF THE APPROACH, STRIKING AND AFTERMATH OF THE TROPICAL HURRICANE
CELIA; AND
WHEREAS, ON MONDAY AFTERNOON, AUGUST 3, 1970 HURRICANE CELIA, THE
MOST DESTRUCTIVE ONE INN THE HISTORY OF CORPUS CHRISTI, STRUCK OUR CITY WITH
WINDS IN GUSTS UP TO 181 MILES PER HOUR, CAUSING MASSIVE PROPERTY DAMAGE
CITY -WIDE, BUT MIRACULOUSLY ONLY A FEW DEATHS AND SERIOUS PERSONAL INJURIES
AND
WHEREAS, THE PROPERTY DAMAGE INFLICTED UPON OUR COMMUNITY IS
VIRTUALLY IMMEASURABLE, WITH THE INSURED DAMAGES APPROXIMATING A HALF
BILLION DOLLARS AND THE UNINSURED DAMAGES, INCLUDING BUSINESS INTERRUPTIONS,
REMAINING UNKNOWN; AND
WHEREAS, RESIDENTS, OFFICIALS AND ORGANIZATIONS FROM MANY
COMMUNITIES THROUGHOUT THE STATE AND THE NATION IMMEDIATELY RESPONDED WITH
HELP AND OFFERS OF HELP, LENDING ENCOURAGEMENT AND INSPIRATION TO OUR LOCAL
CITIZENS AND
WHEREAS, THE DEVASTATION OF THIS STORM LEFT IN ITS WAKE MORE THAN
3,000 OF OUR INHABITANTS HOMELESS; AND

WHEREAS, THE VOLUNTARY RENDITION OF SERVICES TO THE UNFORTUNATE
VICTIMS OF THE SAID HURRICANE DESERVES THE EXPRESSION OF APPRECIATION AND
GRATITUDE OF THE CITIZENS OF CORPUS CHRISTI AND THE SURROUNDING AREA, AND
IT IS FITTING AND PROPER THAT THE ELECTED REPRESENTATIVES OF THE CITY RECORD
SUCH EXPRESSION OF APPRECIATION:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION t. THAT THE RECOGNITION BE HERE AND NOW MADE OF RECORD
OF THE EXCELLENT SERVICES AND DISCHARGE OF DUTY RENDERED BY EACH OF THE
INDIVIDUALS AND ORGANIZATIONS LISTED IN THE EXHIBIT ATTACHED HERETO, AND
WE, AS THE ELECTED REPRESENTATIVES OF THE CITIZENS OF CORPUS CHRISTI, DO
HEREBY PUBLICLY EXPRESS THE APPRECIATION AND GRATITUDE OF THE CITIZENS OF
CORPUS CHRISTI AND THE SURROUNDING AREA TO ALL OF THOSE INDIVIDUALS AND
ORGANIZATIONS FOR THE PREPARATION AND VOLUNTARY SERVICES OF PERSONNEL AND
PROPERTY ON SAID OCCASION.
SECTION Z. THE CITY SECRETARY IS HEREBY AUTHORIZED TO FURNISH
COPIES OF THIS RESOLUTION TO A REPRESENTATIVE OF EACH OF THE HEREIN NAMED
ORGANIZATIONS AND SUCH OTHER ORGANIZED GROUPS AS MAY COME TO HIS ATTENTION,
AS WELL AS INDIVIDUAL CERTIFICATES OF RECOGNITION AS DIRECTED BY THE MAYOR.
PASSED AND APPROVED THIS THE M� DAY OF SEPTEMBER, 1970.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
