A RESOLUTION
RECOMMENDING THAT AN ORDER BE APPROVED AT THE REGULAR
CITY COUNCIL MEETING ON WEDNESDAY, NOVEMBER 11, 1970,
CALLING A CITY ELECTION ON THE ISSUANCE OF $3,000,000
IN GENERAL OBLIGATION BONDS FOR THE ACQUISITION OF THE
GOVERNMENTAL CENTER SITE IN THE CITY OF CORPUS CHRISTI
UPON LANDS BOUNDED BY BLUCHER, WACO, MESTINA, ARTESIAN,
LEOPARD, CARRIZO, AND NORTH TANCAHUA STREETS; AND DE-
CLARING AN EMERGENCY.
WHEREAS, BY ADOPTION OF RESOLUTION N0. 9912 ON SEPTEMBER 2, 1970,
IT IS THE FINDING OF THE CITY COUNCIL THAT IT IS NECESSARY TO THE PUBLIC
WELFARE AND IN THE PUBLIC INTEREST TO ESTABLISH A GOVERNMENTAL CENTER TO
ACCOMMODATE THE CITY OF CORPUS CHRISTI, THE GOVERNMENT OF THE COUNTY OF
NUECES, AND CORPUS CHRISTI INDEPENDENT SCHOOL DISTRICT AT A COMMON SITE;
AND
WHEREAS, BY THE ADOPTION OF SAID RESOLUTION N0. 9912, IT IS THE
FINDING OF THE CITY COUNCIL THAT THE HEREINAFTER DESCRIBED TRACT OF LAND
IS NECESSARY AND PROPER FOR THE LOCATION OF SAID GOVERNMENTAL CENTER; AND
WHEREAS, IT IS THE FINDING OF THE CITY COUNCIL THAT A CITY ELEC-
TION BE HELD TO DETERMINE WHETHER THE CITY OF CORPUS CHRISTI SHALL ISSUE
GENERAL OBLIGATION BONDS IN THE AMOUNT OF $3,000,000 TO FINANCE THE ACQUISI-
TION OF THE SITE FOR SAID GOVERNMENTAL CENTER AND THAT AN ORDER OF THE CITY
COUNCIL CALLING FOR SAID ELECTION BE PRESENTED TO THE COUNCIL AND APPROVED
AT ITS REGULAR MEETING ON NOVEMBER 11, 1970:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. THAT AN ORDER BE PREPARED AND BROUGHT FORWARD TO THE
CITY COUNCIL AT ITS REGULAR MEETING ON NOVEMBER 11, 1970, DECLARING THAT A
CITY ELECTION BE HELD ON DECEMBER 5, 1970, FOR THE PURPOSE OF AUTHORIZING
THE ISSUANCE OF $3,000,000 IN GENERAL OBLIGATION BONDS FOR THE ACQUISITION
OF THE GOVERNMENTAL CENTER SITE UPON LANDS BOUNDED BY BLUCHER, WACO, MESTINA,
ARTESIAN, LEOPARD, CARRIZO, AND NORTH TANCAHUA STREETS.
SECTION 2. THE NECESSITY TO CALL AN ELECTION TO ACQUIRE THE ABOVE
DESCRIBED TRACT OF LAND IN ORDER TO ESTABLISH A GOVERNMENTAL CENTER IN THE
CITY OF CORPUS CHRISTI AS PROMPTLY AS POSSIBLE CREATES A PUBLIC EMERGENCY
AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER

RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE
OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ
AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING
DECLARED THAT SUCH EMERGENCY AND NECESSITY EXIST, HAVING REQUESTED THAT
SUCH CHARTER RULE BE SUSPENDED AND THAT THIS RESOLUTION BE PASSED FINALLY
ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND
EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO RESOLVED. THIS THE

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
