AN ORDINANCE
AUTHORIZING AND DIRECTING THE CITY MANAGER TO
EXECUTE AN APPLICATION AND TO FILE IT IN THE
APPROPRIATE STATE OFFICE FOR THE PURPOSE OF OB-
TAINING CERTAIN FINANCIAL ASSISTANCE UNDER THE
FEDERAL DISASTER ACT (PUBLIC LAW 79, 91ST CON-
GRESS AND PUBLIC LAW 875, AS AMENDED); AND
DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
SECTION 1. That the City Manager be and he is hereby authorized
and directed to sign and execute, for and on behalf of the City of Corpus
Christi, a public entity established under the laws of the State of Texas,
an application for the purpose of obtaining certain financial assistance
under the Federal Disaster Act (Public Law 79, 91st Congress and Public Law
875, both as amended), and to cause said application to be filed in the appro-
priate State office.
SECTION 2. The necessity to authorize the execution of the above
referenced application for financial assistance and filing of same in the
appropriate office at the earliest possible time in order to enable the
City to proceed with Disaster Relief work, creates a public emergency and
an imperative public necessity requiring the suspension of the Charter rule
that no ordinance or resolution shall be passed finally on the date of its
introduction and that such ordinance or resolution shall be read at three
several meetings of the City Council and the Mayor, having declared that
such public emergency and imperative public necessity exist, and having
requested that such Charter rule be suspended and that this ordinance be
passed finally on the date of its introduction and take effect and be in
full force and effect from and after its passage, IT IS ACCORDINGLY SO
ORDAINED, this the 11th day of November, 1970.

For the reasons sot forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
