AN ORDINANCE AUTHORIZING THE CITY MANAGER TO EXECUTE A REAL ESTATE SALES CONTRACT FOR THE ACQUISITION OF PARCEL NO. 1, GOLLIHAR ROAD IMPROVEMENTS, BEING THE SOUTHWEST 2.0 FEET BY 75.0 FEET OF PARTIAL LOT 1 -A AND LOT 2 -B, AVA COOPER SUBDIVISION, OWNED BY HAROLD G. BAILEY AND WIFE, DORIS ESTELLE BAILEY; APPROPRIATING OUT OF NO. 220 STREET BOND FUND, APPLICABLE TO PROJECT NO. 220- 67 -86, GOLLIHAR ROAD IMPROVEMENT, OF WHICH $120 IS FOR ACQUISITION AND $90 IS FOR CLOSING EXPENSES; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. THAT THE CITY MANAGER IS HEREBY AUTHORIZED TO EXECUTE, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, A REAL ESTATE SALES CON- TRACT WITH HAROLD G. BAILEY AND WIFE, DORIS ESTELLE BAILEY, OWNERS OF PARCEL NO. 1, GOLLIHAR ROAD IMPROVEMENT, BEING THE SOUTHWEST 2.0 FEET BY 75.0 FEET OF PARTIAL LOT 1 -A AND LOT 2 -3, AVA.000PER SUBDIVISION. SECTION 2. THAT THERE IS HEREBY APPROPRIATED OUT OF NO. 220 STREET BOND FUND $210, OF WHICH $120 IS FOR ACQUISITION OF THE PARCEL AND $90 Is FOR CLOSING EXPENSES, APPLICABLE TO PROJECT N0. 220 - 67-86, GOLLIHAR ROAD IMPROVEMENT. SECTION 3. THAT THE NECESSITY TO APPROPRIATE THE NECESSARY FUNDS AND ACQUIRE THE AFORESAID PARCEL NO. I IN THE GOLLIHAR ROAD IMPROVEMENT PROJECT AT THE EARLIEST POSSIBLE DATE SO THAT AS TO PROCEED WITH THIS PRO- JECT WITH AS LITTLE DELAY AS POSSIBLE CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, AND HAVING REQUESTED THE SUSPENSION OF THE CHARTER RULE AND THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO ORDAINED, THIS THE AY OF NOVEMBER, 1970.
