AN ORDINANCE
AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE
A CONTRACT WITH MANSON INDUSTRIES FOR HURRICANE CELIA
DAMAGE REPAIRS TO GREENWOOD LIBRARY AND PARKDALE LIBRARY;
APPROPRIATING THE SUM OF $22,503.06 FOR SAID REPAIRS, OF
WHICH $21,211.76 IS OUT OF THE NO. 102 GENERAL FUND
RESERVE, ACTIVITY 4298, AND $1,291.30 IS OUT OF THE NO.
207 PUBLIC BUILDING BOND FUND; OF SAID APPROPRIATION
$12,627.75 IS APPLICABLE TO THE GREENWOOD LIBRARY, JOB
NOS. 11298 44 AND 4298 -126, $1,291.30 IS APPLICABLE TO
GREENWOOD LIBRARY - CELIA BETTERMENT, PROJECT NO.
207- 70 -11, AND $8, 584.01 IS APPLICABLE TO THE PARKDALE
LIBRARY, JOB NOS. 4298 -45 AND 4298 -127; AND DECLARING
AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
SECTION 1. THAT THE CITY MANAGER BE, AND HE IS HEREBY AUTHORIZED
AND DIRECTED TO EXECUTE, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, A
CONTRACT WITH MANSON INDUSTRIES FOR HURRICANE CELIA DAMAGE REPAIRS TO
GREENWOOD LIBRARY AND PARKDALE LIBRARY, SAID CONSTRUCTION TO INCLUDE REPAIRS
TO ROOFS, WINDOWS, FLOORS, MASONRY WALLS, CEILINGS, PLASTERING, PAINTING,
ELECTRICAL SYSTEMS, AND ANY DEMOLITION AND CLEAN -UP REQUIRED TO DO SAME,
ALL AS MORE FULLY SET OUT IN THE PLANS AND SPECIFICATIONS AND CONTRACT DOCU-
MENTS ON FILE IN THE OFFICE OF THE CITY SECRETARY, ALL OF WHICH ARE MADE A
PART HEREOF BY REFERENCE, AND ACCORDING TO THE BID OF MANSON INDUSTRIES,
OPENED ON THE 25TH DAY OF NOVEMBER, 1970, THE SAID BID OF MANSON INDUSTRIES
BEING THE LOWEST AND MOST ADVANTAGEOUS TO THE CITY OF CORPUS CHRISTI, TEXAS.
SECTION 2. THERE IS HEREBY APPROPRIATED THE SUM OF $22,503.o6,
OF WWHICH $21,211.76 IS OUT OF THE N0. 102 GENERAL FUND RESERVE, ACTIVITY
4298, AND $1,291.30 IS OUT OF THE N0. 207 PUBLIC BUILDING BOND FUND; OF
SAID APPROPRIATION $12,627.75 IS APPLICABLE TO THE GREENWOOD LIBRARY, JOB
NOS. 4298 -44 AND 4298 -126, $1,291.30 IS APPLICABLE TO GREENWOOD LIBRARY -
CELIA BETTERMENT, PROJECT NO. 207- 70 -11, AND $8,584.01 IS APPLICABLE TO THE
PARKDALE LIBRARY, JOB NOS. 4298 -45 AND 4298 -127.
SECTION 3. THE NECESSITY TO PROVIDE FUNDS FOR THE REPAIR OF
HURRICANE DAMAGE TO GREENWOOD LIBRARY AND PARKDALE LIBRARY AT THE EARLIEST
POSSIBLE DATE CREATES A PUBLIC EMERGENCY AND IMPERATIVE PUBLIC NECESSITY
REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION

SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDI-
NANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY
COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST,
AND HAVING REQUESTED THE SUSPENSION OF THE CHARTER RULE AND THAT THIS ORDI-
NANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND
BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO
ORDAINED, THIS THE Bb DAY OF DECEMBER, 1970.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for tht suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; 1, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
