HomeMy WebLinkAbout10044 ORD - 12/23/1970iL —L —/ V :IIlVl a r r AN ORDINANCE DIVIDING THE CITY OF CORPUS CHRISTI INTO AND ESTAB- LISHING FOUR (4) COUNCILMANIC DISTRICTS, EACH HAVING AS NEAR AS PRACTICAL -THE SAME NUMBER OF ELECTORS, PURSUANT TO ARTICLE II, CITY COUNCIL, SEC. 2 (c), CITY CHARTER OF CORPUS CHRISTI, TEXAS, AS AMENDED; DEFINING SUCH DIVISION OF THE CITY BY DESIGNATION OF THOSE PORTIONS OF NUECES'COUNTY VOTING PRECINCTS LYING WITHIN THE CORPORATE LIMITS OF THE CITY AND AS ESTABLISHED BY THE COMMISSIONERS' COURT OF J,=CES COUNTY, TEXAS, FOR THE 1970 ELECTIONS, AS OF THE DATE OF FINAL PASSAGE OF THIS ORDINANCE, AND BY THE ADOP- TION THEREOF AS THE AREAS RESPECTIVELY CONSTITUTING SAID COUNCILMANIC DISTRICTS; ANNEXING HERETO AN OFFI- CIAL MAP DELINEATING SUCH DESIGNATION AND ADOPTION, MARRED EXHIBIT "A "; PROVIDING PUBLICATION (WITHOUT SAID EXHIBIT); PROVIDING A REPEALING CLAUSE; AND PROVIDING SEVERABILITY,. • WHEREAS, Article II, City Council, Sec. 2 (c), City Charter of Corpus Christi, Texas requires that the City Council on or before January 1, 1971 by ordinance divide the City into four (4) districts for the election of Councilman - Place 1, Councilman - Place 2, Councilman - Place 3, and Councilman - Place 4, said districts to be of the same number of electors, as near as practical, and WHEREAS, the City Council finds that the division of the City into such four districts is most efficaciously accomplished, considering convenience, simplicity, diversity of interests, fairness of representation, public familiarity, geographic and demographic distributions, and the preva- lent, judicial standards of representation, by the districting herein made through reference to and incorporation of Nueces County Voting Precinct des- ignations, insofar as said precincts lie within the City's corporate limits, and WHEREAS, the City Council finds that the districting herein made is in the public interest, conforms to the Charter intent relevant hereto, and provides an equality of electoral distribution among the districts as near as may be practical; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS; SECTION 1. That, pursuant to Article II, City Council, Sec. 2 (c), City Charter of Corpus Christi, Texas, as amended,the City of Corpus Christi - OO44 be hereby divided into, and there be established therein, four (4) Council- manic Districts, each having as near as practical the same number of electors, for the purpose of electing therefrom City Councilmen in accordance with said City Charter, by defining such division by the designation of those portions of Nueces County Voting Precincts lying within the corporate limits of the City and as established by the Commissioners' Court of Nueces County, Texas, for the 1970 elections, as of the date of final passage of this ordinance, which, as hereinafter designated, are hereby adopted as the areas respectively constituting said councilmanic districts, as follows: Councilman - Place 1 District Precincts of the District 1 Nueces County Voting Precincts (as referenced above) 1, 3, 4, 6, 7, 8, 9, 21, 29, 30, 31, 32, 33, 38, 39, 44, 45, 46, 47, 49, 51, 52, 76, 78, 79, 81, 82, 85, 99, 100, 101 (all portions there- of lying within the corporate limits of the City), and 103 (all portions thereof lying within the corporate limits of the City). Councilman - Place 2 District Precincts of the District 2 Nueces County Voting Precincts (as referenced above) 24 (all portions thereof lying within the corporate limits of the City), 34 (all portions thereof lying within the corporate limits of the City), 40, 41, 42, 43, 50, 56, 57, 58, 59, 60, 61, 62, 67, 74, 75, 77, 80, 83, 86, and 88. Councilman - Place 3 District Precincts of the District 3 Nueces County Voting Precincts (as referenced above) 5, 15 (all portions thereof lying within the corporate limits of the City), 20 (all portions thereof lying within the corporate limits of the City), 533 63, 64, 66, 68, 69,71, 72, 73, 87, 93, 95, 96, 97, and 98. Councilman - Place 4 District Precincts of the District 4 Nueces County Voting Precincts (as referenced above) 2, 17 (all portions thereof lying within the corporate limits of the City), 18, 48, 65, 70, (all portions thereof lying within the cor- porate limits of the City), 84, 89, 90, 91, 92, 94, and 106 (all portions thereof lying within the corporate limits of the City). -2- i • SECTION 2. That there is hereby annexed hereto an official map delineating the foregoing designation and adoption of precincts for each councilmanic district, as numbered thereon, marked Exhibit "A ". SECTION 3. That this ordinance be published once in the official newspaper of the City after final passage hereof; provided, however, that, because of printing costs, the official.map, marked Exhibit "A ", shall not be thus published. SECTION 4. All ordinances or parts of ordinances in conflict herewith shall be and are hereby repealed. SECTION 5. If for any reason any section, paragraph, subdivision, clause, phrase, or provision of this Ordinance shall be held invalid, it shall not affect any valid provisions of this or any other ordinance of the City of Corpus Christi to which these rules and regulations relate.
