AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE A
CONTRACT WITH B. E. BEECROFT FOR HURRICANE CELIA DAMAGE
REPAIRS TO THE KIWANIS RECREATION CENTER, JOB NO. 14298 -62;
APPROPRIATING OUT OF THE NO. 102 GENERAL FUND, ACTIVITY
14298, THE SUM OF $24,375 FOR PAYMENT OF THE CONSTRUCTION
COSTS FOR THE AFORESAID REPAIRS; AND DECLARING AN
EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS:
SECTION 1. THAT THE CITY MANAGER BE, AND HE IS HEREBY, AUTHORIZED
AND DIRECTED TO EXECUTE, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI,
A CONTRACT WITH B. E. BEECROFT FOR HURRICANE CELIA DAMAGE REPAIRS TO
THE KIWANIS RECREATION CENTER, DESIGNATED AS JOB 14298 -62, SAID CONSTRUCTION
WORK TO CONSIST OF:RECONSTRUCTION OF THE SAID RECREATION CENTER, LOCATED
AT 4001 TIMON BOULEVARD, INCLUDING MASONRY, CARPENTRY, ROOFING, SHEET METAL
ODORS, WINDOWS, GLASS, FLOORING, ACOUSTICAL CEILING, PAINTING, PLUMBING,
HEATING AND ELECTRICAL WORK, ALL AS MORE FULLY SET OUT IN THE PLANS AND
SPECIFICATIONS AND CONTRACT DOCUMENTS ON FILE IN THE OFFICE OF THE CITY
SECRETARY, ALL OF WHICH ARE MADE A PART HEREOF BY REFERENCE, AND ACCORDING
TO THE BID OF B. E. BEECROFT, OPENED ON THE 30TH DAY OF DECEMBER, 1970,
THE SAID BID OF B. E. BEECROFT BEING THE LOWEST AND MOST ADVANTAGEOUS TO
THE CITY OF CORPUS CHRISTI, TEXAS. '1
SECTION 2. THERE IS HEREBY APPROPRIATED THE SUM OF $24,375 OUT
OF N0. 102 GENERAL FUND, ACTIVITY NO. •14298, FOR THE AFORESAID CONSTRUCTION

COSTS.
SECTION 3. THE NECESSITY TO RECONSTRUCT THE BUILDING AT THE
KIWANIS RECREATION CENTER IN ORDER TO RESTORE RECREATION FACILITIES
DESTROYED BY HURRICANE CELIA, CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE
PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO
ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION
AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS
OF THE CITY COUNCIL AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY

TO EXIST, AND HAVING REQUESTED THE SUSPENSION OF THE CHARTER RULE AND THAT

THIS ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE
EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS

from which it is proposed to be drawn, and such money is not appropriated for

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
