AN ORDINANCE
AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE
A CONTRACT WITH MAURICE MANDEL, INC. FOR HURRICANE
DAMAGE REPAIRS TO THE GARDEN CLUB BUILDING AND OSO
GOLF COURSE CLUBHOUSE; APPROPRIATING OUT OF THE NO.
102 GENERAL FUND, ACTIVITY 4298, THE SUM OF $10,129,
OF WHICH $4,664 IS APPLICABLE TO THE GARDEN CLUB
BUILDING, JOB NO. 102 - 4298 -57, AND $5,465 IS APPLI-
CABLE TO THE OSO GOLF COURSE CLUBHOUSE, JOB NO. 102-
4298-78; AND DECLARING AN EMERGENCY. +'
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. THAT THE CITY MANAGER BE, AND HE IS HEREBY, AUTHORIZED
AND DIRECTED TO EXECUTE, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI,
A CONTRACT WITH MAURI,CE MANDEL, INC. FOR HURRICANE CELIA DAMAGE REPAIRS TO
THE GARDEN CLUB BUILDING AND OSO GOLF COURSE CLUBHOUSE, JOB NO. 102 - 4298 -57
AND JOB N0. 102 - 4298 -78 RESPECTIVELY, SAID CONSTRUCTION TO CONSIST OF REPAIRS
ALL AS MORE FULLY SET OUT IN THE PLANS AND SPECIFICATIONS AND CONTRACT
DOCUMENTS ON FILE IN THE OFFICE OF THE CITY SECRETARY, ALL OF WHICH ARE
MADE A PART HEREOF BY REFERENCE, AND ACCORDING TO THE BID OF MAURICE MANDEL,
INC., OPENED ON THE 13TH DAY OF JANUARY, 1971, THE SAID BID OF MAURICE
MANDEL, INC. BEING THE LOWEST AND MOST ADVANTAGEOUS TO THE CITY OF CORPUS
CHRISTI, TEXAS.
SECTION 2. THERE IS HEREBY APPROPRIATED THE SUM OF $10,129 OUT OF
N0. 102 GENERAL FUND, ACTIVITY N0.4298, OF WHICH $4,664 IS APPLICABLE TO
THE GARDEN CLUB BUILDING AND $5,465 IS APPLICABLE TO THE OSO GOLF COURSE
CLUBHOUSE, FOR THE AFORESAID CONSTRUCTION COSTS.
SECTION 3. THE NECESSITY TO MAKE REPAIRS TO THE,GARDEN,_CLUB BUILDING
AND OSO GOLF COURSE CLUBHOUSE AT THE EARLIEST PRACTICABLE DATE CREATES A
PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION
OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY
ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL
BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL AND THE MAYOR HAVING
DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, AND HAVING REQUESTED THE
SUSPENSION OF THE CHARTER RULE AND THAT THIS ORDINANCE BE PASSED FINALLY

ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND
EFFECT FROM AND AFTER ITS PASSAGE, IT 13 ACCORDINGLY SO ORDAINED, THIS THE

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for th.e suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the dale it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; 1, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
