AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH
J. N. EPPERSON CORPORATION FOR CONSTRUCTION OF THE
MAINTENANCE BUILDING AT THE OSO GOLF COURSE, DESTROYED
BY HURRICANE CELIA; APPROVING EXECUTION OF CHANGE ORDER
NO. 1, DEDUCTING $1,694.5Q FROM THE SUBSTITUTE BID;
APPROPRIATING OUT OF NO. 102 GENERAL FUND, ACTIVITY j
4298, THE SUM OF $11,630.84, APPLICABLE TO ia JOB NO.
4298 -82; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. THAT THE CITY MANAGER BE, AND HE IS HEREBY, AUTHORIZED `
AND DIRECTED TO EXECUTE, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, A,

CONTRACT WITH J. N. EPPERSON CORPORATION FOR CONSTRUCTION OF THE MAINTENANCE
BUILDING AT THE O50 GOLF COURSE, DESTROYED BY HURRICANE CELIA, SAID CONSTRUC-
TION TO CONSIST OF SITE PREPARATION, REINFORCED CONCRETE SLAB FOUNDATION -
AND ERECTION OF A STEEL BUILDING, ALL AS MORE FULLY SET OUT IN THE PLANS
AND SPECIFICATIONS AND CONTRACT DOCUMENTS ON FILE IN THE OFFICE OF THE
CITY SECRETARY, ALL OF WHICH ARE MADE A PART HEREOF BY REFERENCE, AND
ACCORDING TO THE BID OF J. N. EPPERSON CORPORATION, OPENED ON THE 20TH
DAY OF JANUARY, 1971, THE SAID BID OF J. N. EPPERSON CORPORATION BEING THE
LOWEST AND MOST ADVANTAGEOUS TO THE CITY OF CORPUS CHRISTI, TEXAS.
SECTION 2. THAT THE CITY MANAGER BE, AND HE IS HEREBY, AUTHORIZED
TO EXECUTE CHANGE ORDER NO. 1, DEDUCTING $1,694.50 FROM THE SUBSTITUTE
BID FOR CONSTRUCTION OF THE MAINTENANCE BUILDING AT THE OSO GOLF COURSE _
AS HEREINABOVE OUTLINED, A COPY OF SAID CHANGE 6RDER BEING ATTACHED HERETO.
SECTION 3. THERE IS HEREBY APPROPRIATED OUT OF NO. 102 GENERAL
FUND, ACTIVITY 4298, THE SUM OF $11,630.84, APPLICABLE TO JOB NO. 4298 -82.
SECTION 4. THE NECESSITY TO PROVIDE THE HEREINABOVE DESCRIBED
FUNDS AND TO AUTHORIZE THE EXECUTION OF THE AFORESAID CONTRACT AND CHANGE
ORDER IN ORDER THAT THE MAINTENANCE BUILDING AT THE OSO GOLF COURSE, DESTROYED
BY HURRICANE CELIA, MAY BE RECONSTRUCTED WITHOUT DELAY CREATES A PUBLIC
EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE
CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL-BE PASSED FINALLY ON THE
DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE
READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING a'
DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, AND HAVING REQUESTED THE SUS-
PENSION OF THE CHARTER RULE AND THAT THIS ORDINANCE BE PASSED FINALLY ON THE
DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT
FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO ORDAINED, THIS THE

TO THE MEMBERS OF THE CITY COUNCIL

For the reasons set forth in the emergency clause of the'foregoing
ordinance, a public emergency and imperative necessity exist for the.suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three-meetings of the City Council; I. therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
