RICHARDSON CONSTRUCTION CORPORATION FOR THE CONSTRUCTION OF THE COLE PARK SEAWALL AND FISHING PIER; APPROPRIATING OUT OF NO. 291 PARK BOND FUND THE SUM OF $1100,000, OF WHICH $370,248.40 IS FOR THE CONSTRUCTION CONTRACT, $17,275 IS FOR BEACH SAND, AND $12,1476.60 IS FOR CONTINGENCIES, ALL APPLICABLE TO PROJECT No.291 -70 -114; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. THAT THE CITY MANAGER BE, AND HE IS HEREBY AUTHORIZED AND DIRECTED TO EXECUTE, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, A CONTRACT WITH LOYD W. RICHARDSON CONSTRUCTION CORPORATION FOR THE CONSTRUC- TION OF THE COLE PARK SEAWALL AND FISHING PIER, ALL AS MORE FULLY SET OUT IN THE PLANS AND SPECIFICATIONS AND CONTRACT DOCUMENTS ON FILE IN THE OFFICE OF THE CITY SECRETARY, ALL OF WHICH ARE MADE A PART HEREOF BY REFER- ENCE, AND ACCORDING TO THE BID OF LOYD W. RICHARDSON CONSTRUCTION CORPORA- TION, OPENED ON FEBRUARY 214, 1971, THE SAID BID OF LOYD W. RICHARDSON CONSTRUCTION CORPORATION BEING THE LOWEST AND MOST ADVANTAGEOUS TO THE CITY OF CORPUS CHRISTI, TEXAS. SECTION 2. THERE IS HEREBY APPROPRIATED THE SUM OF $140O,o0O, OF WHICH $37o,2148.14o IS FOR THE CONSTRUCTION CONTRACT, $17,275 IS FOR BEACH SAND, AND $12,2476.60 IS FOR CONTINGENCIES, ALL APPLICABLE TO PROJECT NO. 29J: -70-114. SECTION 3. THE NECESSITY TO PROVIDE FUNDS FOR THE CONSTRUCTION OF THE COLE PARK SEAWALL AND FISHING PIER AT THE EARLIEST POSSIBLE DATE CREATES A PUBLIC EMERGENCY AND IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, AND HAVING REQUESTED THE SUSPENSION OF THE CHARTER RULE AND THAT THIS ORDINANCE BE u PASSED FINALLY ON THE DATE OF ITS :IINTRODUCTION AND TAKE EFFECT AND BE IN >1 FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO ORDAINED, THIS THE �� DAY OF MARCH, 1971.
