TEXAS:
SECTION 1. THERE IS HEREBY APPROPRIATED THE SUM OF $46,318 OF
WHICH $30,139 IS FROM THE N0. 220 STREET BOND FUND; $3,686 IS FROM N0. 250
SANITARY SEWER BOND FUND; $5,381 IS FROM NO. 295•STORM SEWER BOND FUND;
$4,474 IS FROM ND. 245 AIRPORT BOND FUND; AM $2,638 IS FROM N0. 291 PARK
BOND 'F1UND; THE FOREGOING AMOUNTS TO SUPPLEMENT FUNDS_I. THE AMOUNT OF
$15,749 REMAINING FROM FUNDS PREVIOUSLY APPROPRIATED FOR ENGINEERING AND
CONTINGENCIES APPLICABLE TO VARIOUS BOND FUND PROJECTS AS SHOWN ON THE
ATTACHED TABULATION PREPARED BY THE ACCOUNTING DIVISION, MARKED EXHIBIT
AND MADE A PART HEREOF.
SECTION 2. AUTHORIZING REIMBURSEMENT TO NO. 102 GENERAL FUND
IN THE AMOUNT OF $62,067 FROM FUNDS HEREBY APPROPRIATED AND PREVIOUSLY
APPROPRIATED, AND NOT HERETOFORE RE114SURSED DURING THE CURRENT FISCAL
YEAR, FOR THE PERIOD OF NOVEMBER 1, 1970 THROUGH JANUARY 31, 1971.
SECTION 3. THE NECESSITY FOR MAKING REIMBURSEMENT TO REFLECT
SUCH EXPENDITURES AS ARE PROPERLY CHARGEABLE TO BOND FUNDS AS PROMPTLY
AS POSSIBLE CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY
REQUIRING-THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLU-
TION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH
ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE
CITY COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY

TO THE MEMBERS OF THE CITY COUNCIL

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
bd passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
