AN ORDINANCE
APPROVING THE FIXED RELOCATION PAYMENTS SCHEDULE IN
THE CITY OF CORPUS CHRISTI, TO BE USED IN CONNECTION
WITH THE HUD- ASS)STED PROJECTS OF HILLCREST PARK PRO-
JECT, OSC -85 (DL) AND CODE ENFORCEMENT (MOLINA AND
HILLCREST), TEX E -7; AND DECLARING AN EMERGENCY.
WHEREAS, THE RULES AND REGULATIONS PRESCRIBED BY THE FEDERAL
GOVERNMENT PURSUANT TO TITLE I REQUIRE THAT THE CONDITIONS UNDER WHICH THE
CITY OF CORPUS CHRISTI WILL MAKE RELOCATION PAYMENTS IN CONNECTION WITH THE
HILLCREST PARK PROJECT, osc -85 (DL) AND CODE ENFORCEMENT (MOLINA AND HILLCREST),
TEX E -7, BE FORMALLY ADOPTED AND THAT THE FIXED RELOCATION PAYMENTS SCHEDULE
BE FORMALLY APPROVED BY THE GOVERNING BODY OF THE CITY OF CORPUS CHRISTI; AND
WHEREAS, SECTION 114 OF TITLE I OF THE HOUSING ACT OF 1949 IS THE
STATUTORY AUTHORIZATION FOR RELOCATION PAYMENTS FOR ALL HUD - ASSISTED PROGRAMS;

WHEREAS, THERE WAS PRESENTED TO THIS MEETING OF THE GOVERNING BODY
OF THE CITY OF CORPUS CHRISTI, FOR ITS CONSIDERATION AND APPROVAL A SET OF

WHEREAS, THE CONDITIONS UNDER WHICH THE CITY OF CORPUS CHRISTI WILL
.v MAKE RELOCATION PAYMENTS AND THE FIXED RELOCATION PAYMENTS SCHEDULE WERE RE-
VIEWED AND CONSIDERED AT THE MEETING:
NOW, THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY
OF CORPUS CHRISTI:
SECTION 1. THAT THE CONDITIONS OF THE DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT UNDER WHICH THE CITY OF CORPUS CHRISTI WILL MAKE RELOCATION
PAYMENTS ARE HEREBY IN ALL RESPECTS APPROVED AND ADOPTED.
SECTION 2. THAT THE FIXED RELOCATION PAYMENTS SCHEDULE ATTACHED
HERETO AS EXHIBIT "A" IS HEREBY IN ALL RESPECTS APPROVED TO BE ADMINISTERED
UNDER THE SUPERVISION OF THE CITY MANAGER.
SECTION 2. THAT THE NECESSITY OF APPROVING THE FIXED RELOCATION
PAYMENTS SCHEDULE IN THE CITY OF CORPUS CHRISTI, AS HEREIN SET FORTH, CREATES

A PUBLIC EMERGENCY AND IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION
OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY
ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL
BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING
DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, AND HAVING REQUESTED THE SUS-
PENSION OF THE CHARTER RULE AND THAT THIS ORDINANCE BE PASSED FINALLY ON THE
DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM
AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO ORDAINED, THIS THEL!DAY OF

The foregoing7a ounts are based on figures obtained by contacting movers in the
Corpus Christi area, Rates include cartage only and as a general rule include V'dn
and two men. _ - -
A telephone survey was conducted on March 19, 1971, All movers contacted reaffirmed
the fact that no rate change had occurred since-th-e last schedule was submitted on
November 12, 1969. Therefore, this schedule remains the same as that approved on
December 5, 1969.

B. REQUEST AND SCHEDULE ,
Approval is requested to pay to eligible individuals and families the fixed amounts of relocation payments indicated in the
Schedule below. The amounts indicated in the Schedule have been developed, and the payments will be made, in accordance
with the Regulations Governing Relocation Payments. Eligible individuals and families will be given the option to claim the
applicable approved fixed amounts or reimbursement for actual moving expense and any direct loss of property.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
