HomeMy WebLinkAbout10195 ORD - 03/31/1971AN ORDINANCE REPEALING ORDINANCE NO, 7796; RE-CREATING THE CORPUS CHRISTI SISTER CITY C0l,91v!iTTEE, RESTATING ITS COMPOSI- TION AND DUTIES; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. DEFINITION. WHENEVER THE WORD "COMMITTEE:" APPEARS IN THIS ORDINANCE, IT SHALL BE CONSTRUED TO MEAN THE CORPUS CHRISTI SISTER CITY COMMITTEE. SECTION 2. COMPOSITION. THERE IS HEREBY RE- CREATED IN THE'CITY GOVERNMENT A COMMITTEE ADVISORY TO THE CITY COUNCIL DESIGNATED AS "THE CORPUS CHRISTI SISTER- CITY COMMITTEE." SAID COMMITTEE SHALL CONSIST OF SUCH MEMBERS, BROADLY REPRESENTATIVE OF THE RACIAL, RELIGIOUS AND ETHNIC GROUPS IN THE COMMUNITY, AS THE CITY COUNCIL MAY FROM TIME TO TIME APPOINT. MEMBERS .OF SUCH.. COMMITTEE,_- NUMBERING NOT LESS -.THAN TWENTY-FIVE (25), SHALL.. BE APPOINTED BY THE MAYOR AND CONFIRMED BY THE CITY COUNCIL. HOWEVER, IMMEDIATELY AFTER JANUARY 1ST OF EACH CALENDAR YEAR HEREAFTER, THE CHAIRMAN SHALL SUBMIT TO THE MAYOR AND COUNCILA COMPLETE ROSTER OF ITS MEMBERSHIP LIST, WITH SUCH RECOMMENDATIONS AS TO REAPPOINTMENT AS HE DESIRES TO MAKE, IT BEING THE INTENTION OF THE COUNCIL THAT THE REORGANIZE EACH JANUARY IN TIME TO- PROPERLY - PREPARE FOR THE.SELECTION OF THE EXCHANGE - :STUDENT PROGRAM AND OTHER ACTIVITIES REQUIRING A VIABLE MEMBERSHIP`. ALL MEMBERS OF SUCH COMMITTEE SHALL SERVE AT THE PLEASURE OF THE COUNCIL. SECTION 3. OFFICERS. THE CHAIRMAN OF THE COMMITTEE SHALL BE DESIGNATED BY THE: COUNCIL AS WELL AS A VICE-CHAIRMAN FOR .EACH- .SISTER -CITY AUTHORIZED - ::BYRESOLUTION OF THE CITY COUNCIL FROM THE MEMBERS OF THE COMM- ITTEE. THE COMMITTEE SHALL APPOINT A SECRETARY AND/OR TREASURER FROM AMONG - ITS MEMBERS.. SECTION 4. NO COMPENSATION. ALL MEMBERS OF THE COMMITTEE SHALL SERVE WITHOUT COMPENSATION. IN THE EVENT OF THE DEATH, TERMINATION, OR .RESIGNATION OF ANY MEMBER OF THE COMMITTEE, A SUCCESSOR, IF ANYy SHALL BE APPOINTED BY THE MAYOR AND COUNCIL AS IN THE FIRST INSTANCE, THE COMMITTEE MAY REQUEST THE APPOINTMENT OF ADDITIONAL MEMBERS AT ANY TIME. 101-95.. SECTION 5. REPORT OF COMMITTEE PROCEEDINGS. THE COMMITTEE SHALL KEEP MINUTES OF ITS MEETINGS AND RECORDS OF ITS ACTIVITIES AND FURNISH COPIES OF SAID MINUTES, TO THE MAYOR AND CITY COUNCIL WITHIN SEVEN (7) DAYS OF EACH COMMITTEE MEETING. IT SHALL ALSO FUR141SH ITS RECORDS TO THE COUNCIL AT ANY TIME�,UPON REQUEST. SECTION 6. GENERAL DUTIES. IT SHALL BE THE DUTY OF THE COMMITTEE TO STUDY WAYS AND MEANS OF IMPROVING RELATIONS WITH CORPUS CHRISTI SISTER CITIES AND TO RECOMMEND WAYS AND MEANS OF MAINTAINING THE HIGH DEGREE OF RAPPORT NOW EXISTING BETWEEN THE AFFECTED CIT -IES, AND TO ADVISE AND CONSULT WITH AND ASSIST THE MAYOR, THE CITY COUNCILS THE CITY MANAGER AND ALL-OTHER CITY AGENCIES BOARDS AND OFFICIALS IN ACCOMPLISHING THE PURPOSES OF THE SISTER CITY PROGRAMS. SECTION 7.. CONTINUING DUTIES. AS PART OF ITS CONTINUING PROGRAM IT SHALL BE THE DUTY OF THE CORPUS CHRISTI SISTER CITY COMMITTEE TO: (A) ENLIST THE COOPERATION OF ALL RACIAL RELIGIOUS, EDUCATION, COMMUNITY CIVIC, LABORS FRATERNAL AND GENE- , VOLENT ASSOCIATIONS AND ALL OTHER GROUPS ASSOCIATION$ AND SOCIETIES AND ALL CONSTRUCTIVE COMMUNITY FORCES AND TALENTS THAT WOULD BE HELPFUL IN DISCHARGING ITS °DUTIES; (B) COOPERATE WITH FEDERAL STATE AND CITY AGENCIES CITIZENS CITIZENS' ORGANIZATIONS, THE LOCAL BOARDS Of EDUCATION AND PAROCHIAL AND PRIVATE SCHOOLS IN FORMULATING AND DEVELOPING COURSES OF EDUCATION TO STIMULATE THE INTEREST OF THE ENTIRE POPULATION IN ACCOMPLISHING THE OBJECTIVES OF THE COMMITTEE; (C) ADOPT RULES FOR THE TRANSACTION OF BUSINESS; (D) RECEIVE ALL REQUESTS AND INSTRUCTIONS FROM'THE MAYOR AND THE CITY COUNCIL RELATIVE TO THE COMMITTEES FUNCTION AS SET FORTH HEREIN AND RESPOND AS IT MAY BE,THUS REQUESTED OR INSTRUCTED; (E) ENDEAVOR TO COORDINATE THE EFFORTS OF ALL COOPERATING GROUPS IN MAINTAINING AND DEVELOPING SISTER CITY RELATIONS; -2- (F) COOPERATE WITH ALL STATES REGIONAL AND FEDERAL AGENCIES IN THE IMPLEMENTATION AND CONDUCT OF THE SISTER -CITY ACTIVTIES. SECTION S. SUBCOMMITTEES. THE COMMITTEE MAY NAME SUCH SUBCOMMITTEES FROM ITS MEMBERSHIP AS IN ITS JUDGMENT WILL AID IN EFFECTUATING THE PURPOSE OF THIS ORDINANCE AND MAY EMPOWER THEM TO STUDY THE PROBLEMS OF BETTER RELATIONS WITH SISTER CITIES WITHIN THE PURVIEW HEREOF. THERE SHALL BE AT ALL TIMES A STANDING SUBCOMMITTEE CHARGED WITH PRIMARY STUDY LIAISON AND RECOMMENDATIONS FOR EACH SISTER CITY. SECTION 9. FUNDS. THE COMMITTEE IS AUTHORIZED TO SOLICIT, RECEIVE AND DISBURSE FUNDS IN ITS OWN NAME AND CONSIST -ENT WITH ITS OWN RULES OF PROCEDURE FOR THE FURTHERANCE OF ITS PURPOSES. AN ACCOUNTING OF SAID FUNDS SHALL BE FILED WITH THE CITY SECRETARY AS OF DECEMBER 31ST EACH YEAR. SECTION 10. RETENTION OF PRESENT COMMITTEE. ALL MEMBERS OF THE COMMITTEE APPOINTED, CONFIRMED AND SERVING AS OF THE EFFECTIVE DATE OF THIS ORDINANCE ARE HEREBY CONTINUED IN MEMBERSHIP. THE PRESENT OFFICERS SHALL. CONTINUE UNTIL THE COUNCIL MAKES FURTHER APPOINTMENTS. SECTION 11. THE NECESSITY FOR PROMPTLY RE- CREATING THE CORPUS CHRISTI SISTER CITY COMMITTEE TO ACCOMMODATE THE CITY'S EXPANDED PROGRAM CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE, CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, HAVING REQUESTED THE SUSPENSION OF THE CHARTER RULE AND THAT THIS ORDINANCE TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO ORDAINED, THIS rHe11AY of MARCH, 1971. TO THE MEMBERS OF THE CITY COUNCIL Corpus Christi, Texas For the reasons set forth in the emergency clause of the foregoing ordinance, a public emergency and imperative necessity exist for the suspen- Sion of the Charter rule or requirement that no ordinance or resolution shall be passed finally on the date it is introduced, and that such ordinance or resolution shall be read at three meetings of the City Council; I, therefore, request that you suspend said Charter rule or requirement and pass this ordi- nance finally on the date it is introduced, or at the present meeting of the City Council.
