AN ORDINANCE
AUTHORIZING THE EXECUTION OF AN AGREEMENT BETWEEN
THE CITY OF CORPUS CHRISTI AND THE CORPUS CHRISTI
AREA TOURIST BUREAU PROVIDING FOR PROFESSIONAL
SERVICES TO BE PERFORMED BY THE TOURIST BUREAU TO
ATTRACT TOURISTS TO THE AREA; AND DECLARING AN
EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
SECTION 1. THAT THE CITY MANAGER BE, AND HE IS HEREBY AUTHORIZED,
FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI TO ENTER INTO AN AGREEMENT ` C
WITH THE CORPUS CHRISTI AREA TOURIST BUREAU PROVIDING FOR PROFESSIONAL SER-
VICES ip BE PERFORMED BY THE TOURIST BUREAU, ALL AS MORE FULLY SET FORTH IN
-THE AGREEMENT, A COPY OF WHICH IS ATTACHED HERETO, MARKED EXHIBIT "A ", AND
MADE A PART HEREOF.
SECTION E. THE NECESSITY TO ENTER INTO THE AFORESAID AGREEMENT
IN ORDER TO PROI40TE AND ENCOURAGE ADDITIONAL TOURIST TRAFFIC IN THE CORPUS
CHRISTI AREA CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY
REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLU-
TION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH
ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE
CITY COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO
EXIST, AND HAVING REQUESTED THE SUSPENSION OF THE CHARTER RULE AND THAT THIS
ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT
AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, ,IT IS ACCORDINGLY

COUNTY OF NUECES
- WHEREAS, the City of Corpus Christi, a municipal corporation and
body politic under the laws of the State of Texas, hereinafter called "City ",
desires to attract more tourists to-Corpus Christi; and
WHEREAS, City benefits both indirectly, through more economic
activity, and directly, by increased sales tax and hotel and motel occupancy
tax income developed by such tourists to the interest of the public welfare;
and
WHEREAS, the Corpus Christi Area Tourist Bureau, hereinafter called
"Tourist Bureau ", has personnel cYho are trained and experienced in the field
of tourist promotion, and has been carrying out a service program to help
insure that tourists return to Corpus Christi after their initial visit, to
stimulate and increase said economic activity in the City:
NOW, THEREFORE, in consideration of the mutual covenants contained
herein, The following contract is agreed-to between the parties hereto:
A. Tourist Bureau agrees:
1. To provide professional services to the City to advertise
for and promote additional tourist traffic in the Corpus Christi area, and
to assist in creating conditions which will encourage them to return on
other visits. Professional services, to be performed by the Tourist Bureau,
shall include only the following: (a) an advertising campaign with State,
National, and International coverage to feature the Corpus Christi area as
an attractive region in which to vacation; (b) development of literature,
maps and folders to solicit tourists for this region, and to better inform
them of area attractions when they arrive; (c) creation of movies, film clips,
photographs and transparencies to be used for publicity; (d) transportation
for members of the Tourist Bureau staff to various parts of North America in
contacting publishers, film and television producers, editors, writers, and
media personalities, travel agents, and tour producers, inducing them to adver-
tise and publicize Corpus Christi, and transportation for such people on
familiarization trips so that they may analyze area tourist assets.

2. That the tourist promotion and service activities presently
being carried out by the Tourist Bureau, will continue at least at their
1970 level.
3. That the professional services provided under this con-
tract will be supervised by the Executive Vice - President of the Tourist
Bureau.
4. That at peak periods the Tourist Bureau will have
.authority to employ additional help to better service incoming inquiries,
both written and oral, within the allotted funds.
B. City agrees:
That it will compensate the Tourist Bureau for all such pro-
fessional. services in an amount as established by each budget or amendments
thereto approved by the City Council. The Tourist Bureau agrees that it
will record expenditures involved in this program in a separate'account
and submit each month a request for reimbursement, supported by a summary
of expenditures for the particular month. Tourist'Bureau will provide an
independent audit for such expenditures indicating expenditures under this
contract and non- contract expenditures for each year ending July 31st.
Expenditures or charges prior to date of execution of this agreement shall
not be eligible for reimbursement. The balance of'uncommitted funds in
Activity 5501, Code 362, for the 1970 -71 Budget shall support the provisions
of this agreement through July 31, 1971.
C. It is mutually agreed:
1. That City payments to the Tourist Bureau shall, for any
one month, not exceed an amount equal to expenses relating to such profession-
al services in excess of that which is outlined above.
2. That the Tourist Bureau may request purchase by City of
equipment, or other items or services when, in the opinion of the City or
Tourist Bureau, such purchases cannot be best made by the Tourist Bureau.
When City makes such direct purchases at the request of the Tourist Bureau,
Tourist Bureau agrees that the cost of such purchases of such goods and
services will reduce the contract maximum by the amount of such purchases.
The amount of such direct City purchases shall either be deleted from the
maximum amount available in the month of purchase, or be deleted from the
annual maximum, as City and Tourist Bureau may agree.

3. This contract shall become effective as of April 1, 1971.
Either party can terminate this contract after thirty (30) days written
notice to the other party.

TO THE MEMBERS OF THE CITY COUNCIL

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule-or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
