WHEREAS, THE 12,000 FOOT LONG WATER EXCHANGE PASS ACROSS MUSTANG
ISLAND REMAINS UNFINISHED; AND
WHEREAS, ADDITIONAL FUNDS ARE NOW PENDING FOR.THE COMPLETION OF
THE CONSTRUCTION OF THE PASS; AND
WHEREAS, THE LACK OF COMPLETION WILL ALLOW THE DETERIORATION OF
THE CONSTRUCTION PROVIDED BY THE INITIAL FUNDS INVESTED; AND
WHEREAS, THE WATER EXCHANGE PASS WILL PROVIDE EXCHANGE OF V.ATER
BETWEEN THE GULF OF MEXICO AND THE CORPUS CHRISTI BAY, IMPROVING THE SALINE
QUALITY OF THE WATER IN THE LAGUNA MADRE; AND
WHEREAS, THE EXCHANGE PASS WILL ENCOURAGE THE DEVELOPMENT OF THE
FISHING AND TOURIST INDUSTRY IN THE GREATER CORPUS CHRISTI AREA:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. THAT THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI
URGES THE PARKS AND WILDLIFE COMMISSION TO PROCEED IMMEDIATELY AND TAKE
ALL ACTIONS NECESSARY FOR THE CONTINUED CONSTRUCTION OF THE WATER EXCHANGE
PASS IN ORDER TO PROTECT THE INVESTMENT IN CONSTRUCTION ALREADY COMPLETED.
SECTION 2. THE NEED TO URGE COMPLETION OF THE WATER EXCHANGE PASS
AFORESAID CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY
REQUIRING THE SUSPENSION OF THE CHARTER'RULE THAT NO ORDINANCE OR RESOLU-
TION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH
ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY
COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST,
HAVING REQUESTED THE SUSPENSION OF SAID CHARTER RULE AND THAT THIS RESOLUTION
BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN
FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO
RESOLVED, THIS THE�6 DAY OF APRIL, 1971-

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance'or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
