CALLING A RUNOFF ELECTION FOR THE OFFICES OF MAYOR AND
SIX (6)'CCMMISSIONERS IN THE CITY OF CORPUS CHRISTI TO
BE HELD ON THE FOURTH SATURDAY IN MAY, 1971, THE SAME y
BEING MAY 22, 1971; DESIGNATING PLACES OF HOLDING SUCH
ELECTION; NAMING THE OFFICERS THEREFOR; PRESCRIBING THE
FORM OF' NOT ICE OF ELECTION, AND ENACTING PROV=ISIONS
INCIDENT AND RELATING TO THE SUBJECT AND PURPOSE OF THIS
ORDINANCE; AND DECLARING AN EMERGENCY.
WHEREAS, THE CITY CHARTER PROVIDES FOR THE HOLDING OF A REGULAR CITY.
ELECTION FOR MAYOR AND SIX (6) COMMISSIONERS IN THE CITY OF CORPUS CHRISTI ON
THE FIRST SATURDAY IN MAY IN ODD— NUMBERED YEARS; AND
WHEREAS, THE CITY CHARTER FURTHER PROVIDES FOR A RUNOFF ELECTION

IN THE EVENT THAT ANY CANDIDATE FOR MAYOR OR COUNCILMAN FAILS TO RECEIVE
A MAJORITY OF ALL VOTES CAST FOR SUCH OFFICE AT .A NY REGULAR MUNICIPA L;ECECTION,
TO BE HELD ON THE FOURTH SATURDAY IN MAY (FOLLOWING THE GENERAL ELECTION),•AT
WHICH RUNOFF ELECTION THE TWO CANDIDATES RECEIVING THE HIGHEST NUMBER OF
VOTES FOR SUCH OFFICE IN THE FIRST ELECTION SHALL AGAIN BE VOTED FOR; AND
WHFRFAS, INASMUCH AS NONE OF THE CANDIDATES FOR THE OFFICF, OF MAYOR
OR COUNCILMAN RECEIVED A MAJORITY OF ALL VOTES CAST AT THE SAID REGULAR
ELECTION, HELD ON MAY), 19711 FOR SUCH RESPECTIVE OFFICES, THERE IS HEREBY
DECLARED A NECESSITY FOR A RUNOFF ELECTION:
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. THAT A RUNOFF ELECTION FOR THE SELECTION OF MAYOR AND

HEREIN ORDERED IN- ACCORDANCE WITH THE PROVISIONS OF REVISED CIVIL STATUTES
OF TEXAS ELECTION CODE, ARTICLE 7.14, AND SAID ELECTION SHALL BE HELD AT

ELECTION SHALL BE HELD IN ACCORDANCE WITH THE GENERAL ELECTIO14 LAWS OF THE
STATE OF TEXAS. THE POLLS SHALL BE OPEN FROM 7:00 A.M. To 7:00 P.M. ON THE
DATE OF THE SAID ELECTION.
ABSENTEE VOTING SHALL BE CONDUCTED BY THE CITY SECRETARY AT HIS
OFFICE IN THE CITY HALL, AND THE RESULTS CANVASSED AND RETURNS MADE AS IS
PROVIDED BY LAW. A SPECIAL CANVASS BOARD IS HEREBY APPOINTED AS FOLLOWS:

SECTION 5. A SUBSTANTIAL COPY OF THIS ORDINANCE, SIGNED BY THE
MAYOR OF THE CITY OF CORPUS CHRISTI, ATTESTED BY THE CITY SECRETARY1 SHALL
CONSTITUTE DUE NOTICE OF SAID GENERAL ELECTIONy AND THE MAYOR IS HEREBY
AUTHORIZED AND DIRECTED TO CAUSE A COPY OF THIS ORDINANCE SIGNED BY HIM TO
BE POSTED AT THE CITY HALL AND EACH OF THE VOTING PLACES IN EACH OF THE
ELECTION PRECINCTS PRIOR TO SAID ELECTION, AND TO CAUSE A COPY OF THIS
ORDINANCE SIGNED BY HIM TO BE PUBLISHED IN THE CORPUS CHRISTI TIMES, THE
OFFICIAL NEWSPAPERS BEING A NEWSPAPER IN GENERAL CIRCULATION, PUBLISHED IN
THE CITY OF CORPUS'CHRISTI, SAID PUBLICATION TO BE'MADE ON THE SAME DAY OF
TWO SUCCESSIVE WEEKS PRIOR TO THE DATE OF ELECTION.
SECTION 6. THE FACT THAT IT IS NECESSARY AND ESSENTIAL THAT THE
GOVERNING BODY OF THE CITY OF CORPUS CHRISTI SHALL ORDER ELECTIONS PERTAINING
TO MUNICIPAL AFFAIRS AND THAT THE NOTICE OF SUCH RUNOFF ELECTION SHOULD BE
PROMPTLY POSTED AND THAT A REGULAR CITY RUNOFF ELECTION FOR THE ELECTION OF THE
MAYOR AND SIX COMMISSIONERS IN THE CITY OF CORPUS CHRISTI SHALL BE HELD ON THE
FOURTH SATURDAY IN MAY, 1971, CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE
PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDI-
NANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION
BUT THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS
OF THE CITY COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY
TO EXIST, HAVING REQUESTED THE SUSPENSION OF SAID CHARTER RULE AND THAT THIS
ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
